Hanoi promotes reconstruction and renovation of old apartments

To implement the Project as well as the plans of Hanoi City, Thanh Xuan District is urgently speeding up the progress, proactively applying all measures, removing difficulties, and resolving related problems.

Priority core tasks

According to statistics, in Thanh Xuan Bac ward alone, Thanh Xuan district, there are nearly 70 apartment buildings. Notably, among these, there are 60 old apartment buildings with 5-storey blocks that were put into use in the early 80s. Like other old apartment buildings in the city, the apartments in Thanh Xuan Bac collective housing area were all expanded by residents due to the actual need for more people...

The arbitrary expansion of tiger cages not only poses a risk of not ensuring safety in terms of construction and building structure, but also poses a potential danger in case of fire or explosion. Not only that, the expansion of households living here also destroys the urban beauty right in the center of the capital.

Mr. Tran Thanh Sang, Room 501, Building B6, Thanh Xuan Bac collective housing area said: Most of the buildings such as B4, B5, B6… in Thanh Xuan Bac collective housing area have existed for nearly 40 years. Up to now, the current state of architecture and many items have degraded, in which the clean water supply system for the buildings is not synchronized.

Along with that, the domestic wastewater drainage system is not regularly maintained, leading to stagnation, directly affecting the environment. In particular, the area of ​​rooms in collective housing areas is very small, so it cannot meet the problem of population growth.

“Although this B6 building is basically degraded, even dilapidated, many households like my family still decide to stay long-term because the apartment complex is located in the center of the capital, has full amenities, schools, and markets...” - Mr. Sang said.

Sharing about the policy of renovating old apartment buildings of the city, as well as Thanh Xuan district, Mr. Sang said: the State's attention and priority to renovate old apartment buildings is a very correct policy and in line with the people's wishes. Not only his family but most of the people living in B6 agree to support the authorities in renovating and rebuilding old apartment buildings.

According to some residents living in B13, Thanh Xuan Bac collective housing area, there have been many surveys on the issue of house renovation in the past, but many years have passed and the renovation of old houses here has not been carried out. In order to speed up the renovation and reconstruction of old collective housing areas, the residents here expressed their hope that the authorities will soon have a solution to ensure the harmony of interests between the State, investors and the people.

Synchronous reconstruction of old apartment buildings

Regarding this issue, Mr. Nguyen Duy Linh, Head of the Urban Management Department of Thanh Xuan District, said: It can be said that in recent years, Thanh Xuan District has paid great attention to urban reconstruction, in which one of the top priority tasks is to renovate old apartments. To speed up the progress, the People's Committee of Thanh Xuan District is urgently and proactively applying all measures, removing difficulties and solving problems in the detailed planning at a scale of 1/500.

Specifically, the District People's Committee has decided to assign the District Construction Investment Project Management Board to carry out the task of making detailed plans at a scale of 1/500, renovating and rebuilding old apartment buildings in the district. The District Construction Investment Project Management Board has proactively contacted the Vietnam Construction and Import-Export Corporation - Vinaconex (the unit previously assigned by the City People's Committee to research investment and make detailed plans to rebuild the old apartment buildings of Thanh Xuan Bac and Thanh Xuan Nam) to receive and consult on the contents that the unit has implemented.

Next, the District People's Committee also sent a document to the Department of Natural Resources and Environment, the Department of Planning and Investment on the boundaries, scope, scale of research to establish detailed planning, master plan for renovation and construction of old apartments in the area for 6 old apartment buildings with detailed planning (Thanh Xuan Bac, Thanh Xuan Nam, Thuong Dinh, Kim Giang, Khuong Trung, Thanh Xuan Trung); 6 apartment buildings with research to establish master plan...

On April 10, 2024, the Hanoi People's Committee issued Decision No. 1910/QD-UBND on targeted supplementation to the budgets of districts and towns to carry out the inspection of old apartment buildings and carry out detailed planning and master planning for renovation and reconstruction of old apartment buildings in the city. Immediately after that, on April 19, 2024, the District People's Committee issued Decision No. 886/QD-UBND on adjusting and supplementing the contractor selection plan.

The Urban Management Department and the District Construction Investment Project Management Board have built a progress schedule for the implementation of the 1/500 scale planning task for old apartment buildings in the area, phase I. Most recently, on May 30, 2024, the District People's Committee issued decisions approving E-HSMT (electronic bidding documents) for package 02: consulting on survey, measurement, and topographic mapping at a scale of 1/500 (Thanh Xuan Bac ward area) under the task of making a detailed plan at a scale of 1/500 for the renovation and reconstruction of old apartment buildings in the area; and E-HSMT package 08: consulting on survey, measurement, and topographic mapping at a scale of 1/500 (Thanh Xuan Nam ward area)...

"After the consulting unit establishes the planning task, the District People's Committee will ask for opinions from the Department of Planning and Investment, approve according to regulations and implement the next steps" - Mr. Nguyen Duy Linh informed.

Also according to Mr. Nguyen Duy Linh, under the direction of the District Party Committee, the Steering Committee for renovation and reconstruction of old apartment buildings of the district, the supervision of the District People's Council, the effective coordination of relevant departments, offices, units and the People's Committees of wards where apartment buildings are located, the survey and inspection work to establish detailed planning for renovation and reconstruction of old apartment buildings in the district is basically implemented according to the Project and plans of the City People's Committee.

In particular, the district has organized surveys and statistics of old apartment buildings, and at the same time submitted to the Council for appraisal and evaluation of the inspection of old apartment buildings in the area, proposed appraisal, updating, supplementing and adjusting old apartment buildings. Provided guidance on maintenance and quality improvement of old apartment buildings, issued plans for inspection, supervision and handling of violations of construction order in old apartment buildings. Coordinated with the Hanoi Institute of Science, Technology and Construction Economics to organize the inspection of 44 apartment buildings.

In addition, the district has been assessed and evaluated by the Council for the inspection of old apartment buildings in the area (phase 1); submitted to the Council for the appraisal and evaluation of the inspection of old apartment buildings (phase 2); is organizing the selection of contractors to implement the consulting package for survey, inspection and assessment of the current quality of old apartment buildings (phase 3)...

In particular, in order to ensure the feasibility of the Project, Thanh Xuan District always adheres to the consistent direction of the City People's Committee to renovate and rebuild old apartment buildings synchronously. Thereby contributing to creating a spacious urban appearance for the City in general and Thanh Xuan District in particular.

 

The Steering Committee for Renovation and Reconstruction of Old Apartment Buildings of the District has assigned the Urban Management Department, the District Construction Investment Project Management Board, and related units to continue implementing and closely following the instructions of departments and branches to promptly resolve difficulties and problems in implementing the renovation and reconstruction of old apartment buildings in the district to ensure the requirements and progress set by the City.
