Ha Long: Removing "bottlenecks" in public investment

Identifying public investment as the main driving force for local economic growth in 2025, Ha Long City is urgently implementing solutions to completely resolve bottlenecks and bottlenecks affecting construction progress such as: site clearance, planning, land source, etc. The city strives to shorten the construction progress of projects by 30% compared to the plan.

City leaders inspected the progress of the project to build a centralized clean water supply system in Ky Thuong commune.

In 2025, the city's total public investment plan is over VND 2,700 billion, allocated to 114 projects and planning tasks, investment preparation. Up to now, 12 projects have been completed, completing procedures for handover and putting into use; 3 projects are under construction, expected to be completed in the first quarter of 2025; 4 projects have approved final settlement, project finalization in the first quarter of 2025; 78 projects are under construction, ensuring progress; 3 projects are expected to start construction in April 2025; 14 projects are stuck with site clearance, adjustment of investment policies, and adjustment of investment projects. Through the review and progress counting, the City People's Committee determined that the immediate priority task is to completely resolve the bottlenecks and bottlenecks affecting the construction progress of 14 projects facing difficulties, especially key and dynamic projects related to site clearance, planning, and land resources, etc.

Accordingly, in these 14 projects, the city has also reviewed and divided them into groups to have timely handling measures. Specifically, for the group of projects delayed due to procedures, based on the approved planning of the subdivisions, the city will speed up the establishment and approval of detailed plans as a basis for project implementation; the group stuck with land acquisition will propose appropriate solutions through adjusting the scale of project implementation, operating the enforcement process...; the group completing the infrastructure will focus on removing and completely handling problems related to the source of land for filling, mineral exploitation, connecting electricity and water infrastructure...

The Project to Build Technical Infrastructure for the Provincial General Hospital and High-Quality Medical and Educational Facilities in the Nam Cau Trang Area (Hong Ha Ward and Ha Tu Ward) is expected to be completed in July 2025 (2 months earlier than planned).

Typically, the Project to Build Technical Infrastructure for the Provincial General Hospital and High-Quality Medical and Educational Facilities in the Nam Cau Trang area (Hong Ha Ward and Ha Tu Ward) has a total construction area of ​​about 30.25 hectares, including the following items: Leveling the ground, building main traffic routes and service roads; building water supply, drainage, power supply, lighting, fire protection, communication, landscape trees... synchronously along traffic routes and other related technical infrastructure items. The total approved investment of the project is 840 billion VND. Of which, the construction value is more than 250 billion VND. Currently, the project has completed site clearance of 7.4 hectares/30.2 hectares, leveling the land plots and filling the roadbed reaching 7.4/30.2 hectares (reaching 24.5% of the project volume).

The main obstacle affecting the project's construction progress is that the Hon Gai Coal Selection Company - Vinacomin has not agreed to hand over the site and the transportation of fill soil taken from the Project of the Road connecting National Highway 18A (Hong Hai Ward (Bui Thi Xuan Street section) with Provincial Road 336 (Ha Lam Ward). For this project, the City People's Committee will work with the Vietnam National Coal - Mineral Industries Group and the Hon Gai Coal Selection Company this week to urge the unit to comply with the direction of the Provincial People's Committee. In case the unit fails to comply, the City People's Committee will organize compulsory land recovery according to regulations, to ensure the completion of the site clearance work according to the committed schedule. During the construction work, the City People's Committee continues to direct the focus on site clearance for the remaining area and problems on the route for transporting fill soil to speed up the progress of exploitation and transportation of fill soil to serve the project. The project is expected to be completed in July 2025 (early more than 2 months ahead of schedule).

With other key projects of the city such as the Road Project connecting Provincial Road 342 to National Highway 279 through the center of Son Duong commune; the Road Project connecting National Highway 18A, Hong Hai ward (Bui Thi Xuan street section) with Provincial Road 336, Ha Lam ward; the Road Project along the ditch, on the left side of the route from K67 bridge, Ha Khanh ward, through Nuoc Man bridge to Road 336, Ha Lam ward... The City Construction Investment Project Management Board also committed to completing it in the second quarter of 2025 (3-6 months earlier than the planned schedule).

Along with closely following the progress of the projects, the city also requires agencies, departments and units to focus on closely following and removing difficulties in mechanisms and policies under their authority; coordinate to quickly and effectively resolve administrative procedures; promptly remove difficulties and obstacles so that contractors can speed up the construction progress of the projects. In particular, to improve the quality of management and implementation of projects, the City People's Committee has also immediately established a working group directly managed by the Vice Chairman of the City People's Committee. The city's determination is to resolve difficulties and obstacles in site clearance for the projects in the first quarter of 2025.
