Comments on some draft laws

Attending the conference were leaders and representatives of the Provincial Fatherland Front Committee, provincial departments and branches, and units under the Provincial Police.

At the conference, delegates highly agreed on the necessity of developing and promulgating the Law on Road Traffic Order and Safety and the Road Law, replacing the current Road Traffic Law.

The Law on Amendments and Supplements to a Number of Articles of the Law on Guards is appropriate to create an important legal basis for regulating the organization and operation of the guard force and the responsibilities of agencies, departments and branches in performing guard work. At the same time, it helps to invest in and upgrade the facilities and technical means of the guard force to be modern and synchronous to meet the requirements and tasks in the new situation.

Commenting on the draft Law on Road Traffic Order and Safety, in Article 9, many opinions agree with the regulation prohibiting the act of driving a vehicle on the road while having alcohol concentration in the blood or breath. The regulation of alcohol concentration of 0 is extremely necessary to help protect the lives of people, especially traffic participants.

Regarding the regulations on car license plate auctions, delegates said that in reality, the starting price of car license plates as prescribed with a starting price of 40 million VND is relatively high, so the auction price should be regulated for each region, mountainous provinces can have a lower starting price and auction steps.

Leaders of the Traffic Police Department, Provincial Police contributed comments to the draft Law on Road Traffic Order and Safety.

Regarding regulations on protecting children when participating in road traffic, according to delegates, there needs to be a specific implementation roadmap. Regarding the Road Traffic Accident Damage Reduction Fund, delegates agreed that there needs to be resources to support victims of traffic accidents...

Delegates also contributed opinions on many other contents such as: strengthening traffic system management, building intelligent traffic systems; traffic management and operation on expressways. Clearly define management units, decentralize and delegate authority to local traffic police to increase patrols and ensure security and order; provide camera surveillance systems on roads to contribute to ensuring security, order and traffic safety...

Speaking at the conference, comrade Ma Thi Thuy, member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation, emphasized that the Road Law and the Road Traffic Order and Safety Law are two draft laws that have a wide range of impacts and receive the attention of many voters, affecting most classes of people, so they need the attention and comments of all levels, sectors and socio-political organizations.

The amendment and supplementation of the Law on Guards is necessary to institutionalize the Party's viewpoints and policies on building and perfecting the legal system on guards; in line with the process of integration, expanding international exchanges and cooperation; resolving shortcomings and difficulties of the law on guards, ensuring the unity, synchronization, transparency and feasibility of the legal system. This project is expected to be submitted to the 15th National Assembly for comments and approval at the 7th Session.

He acknowledged the delegates' comments on the draft Law on Road Traffic Order and Safety and the Road Law; and the Law on Amendments and Supplements to a Number of Articles of the Law on Security Guards. The comments will be received, considered and compiled to serve as a basis for contributions at the 7th session of the 15th National Assembly.
