Cashless payment by QR code has become familiar in many rural markets in the province.

Studying the reality at Chao market, Thanh Son commune (Nghi Son), it is known that most of the traders doing business at the market have opened accounts and e-wallets with QR codes. Implementing the 4.0 smart market model, traders have accepted payment for goods and service fees by bank transfer or Viettel Money account. The market management board will pay fees collected at the market and pay salaries to staff and employees in a non-cash manner; using invoices and fee receipts in electronic form. Immediately after the 4.0 market model was launched, traders were satisfied when accessing and using the non-cash payment service. Ms. Nguyen Thi Loan, a trader at the market, said: "For the past year, I have been using QR codes to make it easier for customers to pay. During the process of using it, I find this method simple, secure, and convenient. Each trader is given a QR code. Buyers only need to use their smartphones to scan the code to pay instead of cash. Using this payment method, I also don't have to worry about collecting counterfeit money. When the distributor delivers the goods, I can also pay for the goods more easily instead of having to go to the place or the bank to pay."

Ms. Luong Thi Hai, a resident of Thanh Son commune, also shared: "I work as a market employee for a brand, most of my income is paid by the company via card. Before, every time I went to the market, I often had to go to ATMs to withdraw cash, which was quite time-consuming; during peak times, withdrawing money was not convenient. Now, thanks to the convenience of digital technology, not only can I pay for essential service bills such as electricity, water, etc., but small purchases at traditional markets and grocery stores do not require cash. This payment method is not difficult, all you need is a smartphone with an internet connection."

The 4.0 smart market model - cashless payment in localities is one of the activities to promote digital transformation and application of information technology in business activities, general trading and cashless payment in particular in markets. At the same time, it creates conditions for consumers to experience and access modern payment methods. With the 4.0 smart market model, all traders and people can buy and sell goods at the market by scanning QR codes, or transferring money via accounts, Viettel Money application extremely quickly and conveniently. However, online financial transactions in many markets still face some difficulties because most of the traders are small-scale traders, low transactions, many of whom are elderly and do not use smartphones. In addition, in remote areas with difficult socio-economic conditions, people and businesses still have the habit of using cash, and are not knowledgeable, proficient, or confused when transacting in the electronic environment.

To promote digital society and digital economy according to the digital transformation program in the area, along with the 4.0 market model, our province has also implemented cashless payments with the result that 100% of localities make payments via accounts for social policy beneficiaries; businesses, organizations, individuals, and households pay electricity bills reaching over 94%; businesses, organizations, individuals, and households pay water bills reaching nearly 90%...

To meet the demand for non-cash payments, banks and credit institutions in the area have also focused on upgrading and building modern online financial payment technology infrastructure with 367 ATMs/CDMs and nearly 4,000 POS machines with more than 4,000 card payment acceptance points at retail establishments, distribution chains, hotels and continuing to expand to medical facilities, Public Administration Service Centers, schools... Banks have focused on developing modern payment services such as opening accounts, opening cards electronically (eKYC), paying and withdrawing money at ATMs using QR... Many banks also apply a policy of exempting all digital banking services, including free account maintenance, money transfer fees and no account balance requirements... Thereby, creating opportunities for people to quickly adapt to changes in digital technology, use digital technology, create favorable conditions to promote the development of digital society, digital economy, contributing to the implementation of digital banking. The current goal is that by the end of 2025, e-commerce revenue will account for about 30% of total retail sales of goods and consumer service revenue in the area.
