DNVN - One of the major "bottlenecks" that need to be removed in the development of the Northern Midlands and Mountains is poor intra-regional and inter-regional connectivity, especially horizontally (East - West).
It is expected that tomorrow morning (May 24), the Government will organize a meeting of the Northern Midlands and Mountainous Region Coordination Council. At the same time, it will announce the Regional Planning for the period 2021-2030, with a vision to 2050. This is a planning document chaired by the Ministry of Planning and Investment with many new ideas, new visions, and strategic nature.
Before the conference, Mr. Nguyen Chi Dung - Minister of Planning and Investment said: The Northern Midlands and Mountainous Region (NMR) is a particularly important strategic area in terms of socio-economics, national defense, security and foreign affairs of the whole country.
In recent times, the Northern Midlands and Mountains region has achieved some remarkable results. In particular, the economic growth rate of the whole region is reaching a relatively high level compared to the whole country, exceeding the set target.
However, the regional economic scale is still modest, no locality in the region has been able to balance its budget, and regional development in many areas is lower than the national average. The multidimensional poverty rate of the region in 2022 is 22%, nearly 3 times higher than the national average.
The development gap within the TDMNPB region is still large.
In addition, the intra-regional development gap is still large when strong economic growth is only in a few leading localities. Meanwhile, some localities have very small economic scale and low development level, many of which are in particularly difficult areas of the country.
“One of the major “bottlenecks” in regional development is poor intra-regional and inter-regional connectivity, especially horizontally (East - West).
“The distance and travel time between provinces are still inadequate. It is difficult to connect socio-economic activities and share social infrastructure and public services between provinces in the region, even with some provinces in the same sub-region,” said Mr. Dung.
According to the Minister of Planning and Investment, strategic inter-regional links are lacking or are in a state of slow investment. Furthermore, compared to the whole country, the Northern Midlands and Mountains region has low labor productivity. The rate of trained workers is below the national average and is increasingly lagging behind.
Realizing that planning must be one step ahead and requires breakthrough thinking, the Ministry of Planning and Investment has closely coordinated with ministries, branches and localities in the region to develop the Northern Midlands and Mountains Regional Planning for the 2021-2030 period, with a vision to 2050.
This regional planning is of great significance, with new thinking, new vision, and a breakthrough towards proactive creation for development. Focusing on identifying and solving major issues that are interdisciplinary, inter-regional, and inter-provincial.
The plan has restructured the economy, reorganized the regional development space and effectively exploited and promoted all resources to develop the region quickly and sustainably. The content of the plan is reflected in the 8 words "Identity - Ecology - Connection - Happiness".
Accordingly, one of the important contents of the planning is to focus on developing regional connectivity infrastructure, prioritizing regional connections with the capital Hanoi, the Red River Delta, the North Central sub-region and internationally.
Along with that are East-West connections; international connections through Laos; connections towards the sea, airports, ports and important border gates, with priority given to upgrading intermodal railway routes with China through Lao Cai border gate and Huu Nghi border gate.
Speed up the construction progress of the high-speed railway lines Lang Son - Hanoi, Lao Cai - Hanoi - Hai Phong - Quang Ninh. Link to develop along 5 economic corridors (Lao Cai - Yen Bai - Phu Tho - Hanoi; Lang Son - Bac Giang - Hanoi; Dien Bien - Son La - Hoa Binh - Hanoi; Ha Giang - Tuyen Quang - Phu Tho - Hanoi; Cao Bang - Bac Kan - Thai Nguyen - Hanoi) and the dynamic area in the belt of Bac Giang - Thai Nguyen - Phu Tho associated with the capital region.
The new plan also links localities in exploiting potential and advantages in developing agriculture, forestry, tourism and border economy. Actively handle regional issues such as environment, ecology, efficient use, saving resources, water security, forest security.
