Removing difficulties and speeding up progress of key projects and works

Can Tho City leaders inspected the Can Tho City Oncology Hospital project.

Currently, Can Tho City is focusing on accelerating the implementation of key transport projects such as the Chau Doc - Can Tho - Soc Trang expressway project phase 1; the Can Tho - Ca Mau expressway project; the project to upgrade and expand National Highway 91 (section from Km0-Km7); the Western Ring Road project of the city... contributing to synchronizing the road transport system, increasing regional and inter-regional connectivity. At the same time, Can Tho City has attracted many investors with projects with registered capital of thousands of billions of VND in different fields.

Among them, the Aeon Mall Can Tho Commercial Center project in Binh Nhut area, Long Hoa ward, Binh Thuy district, has a total investment capital of 5,400 billion VND, invested and constructed by Hoa Lam Can Tho Investment and Development Joint Stock Company. The project invests, constructs, manages, operates and develops a comprehensive commercial center and provides related services, including: food and beverage services, children's play area and rental of counters, shelves, and sales spaces that have been invested in completion, construction, installation, and decoration. At the same time, the premises, warehouses, halls and other items in the commercial center are rented and sublet. The project has a total floor area of ​​approximately 195,073m² (excluding 2 basements). In particular, phase 1 (commercial center 1) has a construction floor area of ​​about 113,921m2, expected to complete related administrative procedures, start construction, complete construction and put the project into operation within 36 months from the date of receiving the decision approving the investment policy and approving the investor (November 2024). Phase 2 (commercial center 2 and parking building) has a construction floor area of ​​about 81,152m2, implemented within 10 years after phase 1 opens and depending on the economic situation of the locality and region. According to the representative of Hoa Lam Can Tho Investment and Development Joint Stock Company, in the past, the unit has carried out procedures to prepare to start construction of the project before April 30, 2025.

In the energy sector, the O Mon III and IV Thermal Power Plant projects belong to the Block B - O Mon Gas - Power Project Chain invested by Petrovietnam. The O Mon III Thermal Power Plant project has now completed a feasibility study report and submitted it to the Ministry of Industry and Trade for appraisal. At the same time, Petrovietnam is closely coordinating with relevant agencies and the Japanese side to arrange funding for the project. For the O Mon IV Thermal Power Plant, the main plant EPC package is currently in the process of selecting contractors. According to Mr. Nguyen Manh Tuong, Director of the Electricity Project Management Board - Petrovietnam, in the process of receiving and implementing the handover of projects from the Vietnam Electricity Group (EVN), there were also some difficulties and problems. However, Petrovietnam has made efforts to resolve them, and has so far completed the reception of the site and assets on the land according to the instructions of the departments, branches and sectors of Can Tho City and is urging the locality to soon complete land procedures according to regulations. The Project Management Board recommends that the city remove obstacles and difficulties regarding legal procedures during project implementation...

Along with new projects, Can Tho City is making efforts to soon restart the investment project to build Can Tho City Oncology Hospital, with a scale of 500 beds, invested by the Department of Health. The project has a total investment of more than VND 1,727 billion (of which the Government's ODA loan is more than VND 1,393 billion, the rest is the city's counterpart capital), started in 2017. During the implementation process, due to the impact of the epidemic and some objective reasons, the project's progress did not meet the requirements. As a result, the disbursement progress is slow compared to the Preferential Binding Aid Loan Agreement, which expires from July 2022 and is not extended, so construction must be stopped. The City Department of Health is reviewing and completing the proposal dossier to adjust the project's investment policy according to the comments of relevant departments and branches to submit to competent authorities for consideration and decision...

Key projects and works play an important role, being the driving force for development not only for Can Tho City but also for the whole Mekong Delta region, contributing to improving the quality of life for the people. With the above meaning and the huge amount of work, Can Tho City leaders pay attention, closely direct, regularly inspect the actual works to promptly remove difficulties and obstacles in the implementation of projects. At the recent inspection of the progress of key projects and works in the city, Mr. Do Thanh Binh, Secretary of the Can Tho City Party Committee, requested relevant departments and branches to actively coordinate with investors to remove difficulties within their authority, so that the projects can be implemented soon. Regarding the investment project to build the Can Tho City Oncology Hospital, the Department of Health will continue to monitor and closely follow the progress of project adjustment procedures, conduct a review and report on the project, and the city leaders will work with the Ministry of Finance to remove difficulties so that the project can soon restart...
