Removing institutional bottlenecks to not miss development opportunities

The National Assembly has concluded its first busy working week with many important contents. Notably, the National Assembly elected Comrade Luong Cuong to the position of President of the Socialist Republic of Vietnam; the National Assembly also discussed the socio-economic situation and budget for 2024, and the socio-economic development plan for 2025.

"Removing institutional bottlenecks to avoid missing development opportunities", General Secretary To Lam emphasized this in the opening session of the 8th Session. Pointing out the three biggest bottlenecks today are institutions, infrastructure and human resources; in which, institutions are the "bottleneck of bottlenecks", the General Secretary pointed out that some newly issued laws have had to be amended; regulations are not really synchronous, still overlap, hindering implementation, causing loss and waste of resources... To "find a way to bring the country into the era of national development" as General Secretary To Lam identified, it is necessary to focus on overcoming current institutional "bottlenecks", while also accelerating further in building institutions for new fields and new trends.

"To develop, there must be a foundation. That foundation is the institution and we are making efforts to perfect the institution. The General Secretary said that the institution is the bottleneck and the National Assembly is working and trying to give opinions on 31 Laws and Resolutions in this session. There is a great effort to perfect and continue to "use one law to amend many laws". Thus, the bottleneck has been seen and efforts are being made to perfect it", Deputy Tran Hoang Ngan, Ho Chi Minh City delegation shared.

"The statement of General Secretary To Lam is a completely correct orientation. This orientation will be a very important milestone and fundamentally change the law-making work of the National Assembly as well as the entire political system. We see that the current law-making direction is not only to serve management work but also to help unblock resources, limit bottlenecks and serve economic and social development," said Deputy Mai Thi Phuong Hoa, Vice Chairwoman of the Judiciary Committee.

On the first working day of the 8th session, the National Assembly elected Comrade Luong Cuong as President of the Socialist Republic of Vietnam for the 2021-2026 term. Before the National Assembly, compatriots and voters nationwide, the President expressed his emotion, honor and a clear sense of great responsibility and promised to do his utmost to fulfill the tasks entrusted to him by the Party, State and People. The completion of this important position has met the expectations of National Assembly deputies and voters.

Delegate Nguyen Hai Dung, Nam Dinh delegation; Delegate Nguyen Quang Huan, Binh Duong delegation said: "Electing the President, when choosing a person with high prestige, electing him as President, shares the burden of responsibility with the General Secretary. The personnel issue of the National Assembly electing the President. That is the expectation of voters and people across the country as well as National Assembly deputies. I hope that the result will be a source of spiritual encouragement for all National Assembly deputies in the fifth session".

This year's socio-economic "picture" shows positive signs. Overcoming difficulties and challenges, the socio-economic recovery and development are expected to reach and exceed 14/15 targets. Economic growth for the whole year is estimated at about 6.8-7%, exceeding the target set by the National Assembly (6-6.5%). Realized FDI capital is estimated at 17.34 billion USD, up 8.9%, the highest since 2021, reflecting the continued improvement of the investment environment, foreign investors continue to be interested in and trust in Vietnam's investment environment... In particular, an additional 109km of highway has been completed and put into operation; the 500kV circuit 3 Quang Trach - Pho Noi project was inaugurated after more than 6 months of construction.

Delegate Tran Van Lam, member of the National Assembly's Finance and Budget Committee, commented: "The 500kV line project is one of the successful examples in implementing large-scale projects, requiring relatively complex technical factors with a time beyond the imagination of many people. That is one of the successes. This is a typical example that we have the basis to calculate and implement the North-South high-speed railway project in the coming time. The 500kV circuit 3 project is extremely important in ensuring national energy security, transmitting electricity from production areas to high demand, creating a power system that is the basis for sustainable economic development".

Recognizing the difficulties and challenges of the economy, delegates said that the top priority is still to strengthen endogenous capacity, stabilize the macro economy, ensure major balances of the economy; control inflation and exchange rates. Focus on removing difficulties, reviving the capital market, creating favorable conditions for people and businesses to borrow capital to restore and develop production and business. Stabilize commodity prices, ensure the supply of essential goods, especially electricity, gasoline and oil.

Delegate Hoang Van Cuong, Hanoi delegation said: "To stimulate domestic demand, we must continue to implement stronger reverse fiscal policies. Tax reduction programs must continue to extend and postpone land rent payments. I think they must continue to be reduced. How to unblock business activities, to be able to expand production, remove difficulties in institutional barriers to production and business activities to create a good environment.

Delegate Nguyen Truong Giang, Dak Nong delegation proposed: "Regarding investment, public investment, state budget, securities issues. Securities issues, recently the bond market, these are urgent issues to ensure financial security in the stock market. The issue of public investment is the issue of State resources such as resources of non-State investors to contribute capital to continue to have the most effective public investment policies, the most effective public partnership investment".

During the working week, the National Assembly discussed the policy of adjusting the National Land Use Plan for the 2021-2030 period, with a vision to 2050. The adjustment of the National Land Use Plan is in line with the requirements of the National Assembly, especially in the context that the country is preparing to implement a number of important national projects, including the North-South high-speed railway project. With its super-large scale and advanced technology, the North-South high-speed railway project is expected to create a breakthrough for the country's economy.

Many voters expressed: "Current travel, freight and passenger transportation is still not enough. Every day the demand for goods increases, but if the railway industry is left like this, it will certainly not be able to meet the demand in the following years."

"Choosing a speed of 350 kilometers per hour for Vietnam's traffic development is correct. We already have 1,000 cities, which are located on high-speed railway routes. Railways connecting to cities and seaports create a huge logistics system."

"The conditions are ripe, the question is whether we can choose a suitable partner, save money, approach the best science and technology and develop sustainably in the long term."

In the first working week, the National Assembly gave opinions on the draft laws expected to be passed at this session. Notably, giving opinions on the draft law amending and supplementing a number of articles of the Law on Pharmacy, the delegates emphasized that the need for adequate and timely provision of essential drugs for disease prevention and treatment is extremely urgent. Discussing the draft Law on Prevention and Combating Human Trafficking (amended), the delegates highly agreed to prohibit agreements on human trafficking from the fetal stage. Promoting humanity and benevolence in handling juvenile offenders, as stipulated in the draft Law on Juvenile Justice.

Regarding the draft laws that were first commented on at this Session, delegates proposed amending and supplementing a number of articles of the Law on Health Insurance to ensure the best interests of patients with health insurance cards when going for medical examination and treatment, creating convenience in accessing medical services, overcoming the shortage of medical supplies, and ensuring the rights of patients.

On October 28, the National Assembly entered the second working week with many key contents. Discussing: Investment policy of the National Target Program on Cultural Development for the period 2025 - 2035; Draft Resolution on the organization of urban government in Hai Phong City; Establishment of Hue City under the Central Government; Draft Law on amending and supplementing a number of articles of the Law on Health Insurance; and Report of the Supervisory Delegation and draft Resolution of the National Assembly on the results of thematic supervision of "implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023".
