On the morning of March 27, the Working Group led by Mr. Ta Dinh Thi, Vice Chairman of the National Assembly's Committee for Science, Technology and Environment, had a working session with the Provincial People's Committee on the implementation of the Ninh Thuan Nuclear Power Plant project; implementation of legal regulations in the field of atomic energy (NEP) and contributing opinions to serve the review of the draft Law on NEP (amended). Mr. Trinh Minh Hoang, Vice Chairman of the Provincial People's Committee received and worked with the Working Group.

According to the report, the Ninh Thuan 1 Nuclear Power Plant project in Phuoc Dinh commune (Thuan Nam) has an area of ​​over 595.9 hectares, the number of affected households requiring resettlement is 477 households/2,084 people and the Ninh Thuan 2 Nuclear Power Plant project in Vinh Hai commune (Ninh Hai) has an area of ​​over 670 hectares, the number of affected households requiring resettlement is 811 households/2,827 people. Currently, localities have issued plans to implement land acquisition, investigation, survey, recording of current status, measurement, inventory, and ownership, expected to be completed in April 2025 to serve the work of compensation and site clearance (GPMB) for the construction of the plant. Regarding the implementation of policies and laws in the field of renewable energy, departments, branches, and localities focus on propagating, disseminating, and thoroughly understanding in many forms to the majority of people; The work of inspection, examination, settlement of complaints and denunciations and handling of violations of the law on nuclear energy has been given attention and focus; coordination with the Ministry of Science and Technology in state management of radiation safety and nuclear safety in the province has been well implemented.

Regarding comments for the review of the draft Law on Nuclear Energy (amended), in order to perfect the legal basis for the construction of the Ninh Thuan Nuclear Power Plant project, meeting the goal of strengthening national energy security in the new situation, the province proposed to amend and supplement a number of articles and clauses such as: Adding regulations on nuclear inspection, radioactive waste management activities, used radioactive sources, nuclear safety culture; adding work on the transfer, import and export of radiation equipment, testing of radiation equipment; responsibilities of organizations and individuals in the transportation of radioactive materials...

Speaking at the meeting, the Vice Chairman of the Provincial People's Committee said: In the past time, the province has proactively focused on directing relevant departments, branches and localities to prepare well the conditions for project implementation, especially site clearance, and resettlement plans associated with creating livelihoods for people in the area of ​​the Nuclear Power Plant project. He recommended that central ministries and branches consider and allocate capital to speed up the process of resettlement, site clearance and site clearance; and soon issue documents to guide and answer questions related to recommendations on changing forest use to other purposes in the Nui Chua World Biosphere Reserve.

Concluding the working session, Vice Chairman of the National Assembly's Committee on Science, Technology and Environment Ta Dinh Thi emphasized: The Ninh Thuan Nuclear Power Plant Project is of utmost importance, contributing to effectively replacing current fossil fuel power plants.

The comrade acknowledged and highly appreciated the preparation work for the implementation of the Ninh Thuan nuclear power project in the past time; at the same time, he suggested that the province continue to promote propaganda activities, direct localities to speed up the implementation of compensation procedures and land acquisition to ensure progress according to regulations. Research and propose the Central Government to support appropriate policies; effectively implement job conversion, stabilize resettlement areas associated with improving living facilities to serve the people's lives. Regarding the province's comments on adjusting and supplementing the draft Law on Nuclear Power, the Delegation will synthesize and submit to the National Assembly for consideration and amendment in accordance with reality.
