On June 14, in Nam Dinh province, the Ministry of Education and Training (MOET) held a conference on education and training development in the Red River Delta region to 2030, with a vision to 2045; implementing Resolution No. 30-NQ/TW dated December 23, 2022 of the Politburo on socio-economic development orientations, ensuring national defense and security in the Red River Delta region to 2030, with a vision to 2045.

Speaking at the opening of the Conference, Minister Nguyen Kim Son acknowledged: In recent times, education and training in the Red River Delta region have achieved important and remarkable results thanks to the leadership and direction of Party committees and authorities at all levels, the efforts of teachers and education managers, and the attention of the whole society.

However, education in the region still has shortcomings, limitations, difficulties and challenges. By organizing the Conference on Education and Training Development in the Red River Delta, the Minister said: The Ministry of Education and Training hopes to discuss with localities and identify the picture of education in the Red River Delta; exchange and share experiences on what has been done in the past and on that basis propose solutions to continue developing education in the Red River Delta until 2030, with a vision to 2045," said Minister Nguyen Kim Son.

Reporting on the development of education and training in the Red River Delta region in the 2011-2022 period and the tasks and solutions for education and training development until 2030, with a vision to 2045, Deputy Minister Hoang Minh Son said: In the 2022-2023 school year, the entire Red River Delta region has 11,440 preschool, general and continuing education facilities.

The Red River Delta also has a rich tradition of leading education and gifted education. At the 2023 National Excellent Student Competition, 6/11 provinces in the region and Hanoi National University were in the top 10 localities and units with the most national excellent student awards and the most first prizes in the country.

In 2022, the whole region had 18 students winning regional and international Olympic prizes and the International Science and Technology Competition (accounting for 54.5% of the total number of prize-winning candidates). In 2023, this region continued to have the largest number of students selected to participate in international Olympic teams in the country.

The region's higher education is increasingly asserting itself as the center for training high-quality human resources in the country. The whole region currently has 109 higher education institutions and nearly 600 vocational education institutions. Many higher education institutions have been highly ranked and increased their ranks on prestigious international rankings. The number of university students ranks first in the country. Scientific research and technology transfer have achieved many positive results, and applied research products are increasing in quantity and quality.

Assessing in Education and Training, the Red River Delta is leading the country with many positive results, Prof. Dr. Nguyen Van Minh, Principal of Hanoi National University of Education, gave specific evidence, including 2 identifying numbers, which are: High school graduation exam results (mass training quality) and national excellent student exam results (key training) always dominate the top 10 nationwide.

Some challenges that the region’s education and training sector is facing were also pointed out by Prof. Dr. Nguyen Van Minh. Among them, despite the concentration of most large higher education institutions, there is no multi-dimensional connection in training human resources to serve the socio-economic development of the region.

Prof. Dr. Nguyen Van Minh said that it is necessary to focus on building general education models to catch up with the region. In addition to the key quality, it is necessary to consider streaming and career guidance, aiming at qualified human resources to meet the needs of high technology; minimizing the supply of purely unskilled labor. At the same time, ensuring the number and structure of the team, especially the team that meets the implementation of the 2018 General Education Program; ensuring teachers' income corresponding to the regional income...

Sharing the results, advantages and challenges of local education, Mr. Nguyen Van Phe, Director of the Department of Education and Training of Hung Yen proposed to soon issue the "Vietnam Education Development Strategy for the period 2030, vision to 2045" so that the locality has a basis in orienting the local education development strategy. Prioritize investment in building schools towards national standards, maintaining the results of universal education.

From the educational practice of Ha Nam, Director of the Department of Education and Training Pham Anh Tuan suggested that it is necessary to soon have direction to adjust policies for the implementation of the development of the education and training sector in order to guide sanctions on policies and regimes to ensure timeliness, compliance with regulations, and limit unfortunate violations. The implementation of streamlining the payroll must take into account the characteristics of the education sector, ensuring the number of teachers in the classroom, not implementing staff reduction according to the general ratio for the education sector.

Mr. Nguyen Viet Hien, Director of the Department of Education and Training of Thai Binh, proposed that the Government, the Prime Minister, ministries, departments and branches pay attention to supporting localities in training human resources to meet the needs of industrialization and modernization.

Pressure of the “leader”

In his concluding remarks at the Conference, besides acknowledging the great results and achievements of education and training in the Red River Delta, Minister Nguyen Kim Son spent a lot of time mentioning the challenges in the development of education and training in the region arising from its high position and current achievements.

The first challenge, according to the Minister, is the challenge of overcoming oneself in education and training. "If from a low position, when solving low problems, one will rise to a high position, but when achieving good results, further innovation and growth will be a challenge. The challenge is to overcome oneself," the Minister explained, at the same time, he said that what is experience can be a barrier, holding back and creating inertia when implementing fundamental and comprehensive innovation in education and training.

Being a "leader" in education also poses difficulties for the Red River Delta in having to solve the need to provide high-quality human resources and provide talents for the development of the region.

For a land of studiousness and interest in learning, education always receives top attention like the Red River Delta, according to the Minister, this is also a pressure. The challenge for education in the region also comes from the characteristics of high population concentration with high demands for education. If some other regions are interested in places to study, the Red River Delta does not stop at going to school with a place to study but rather studies with high quality and high demands.

“If in other regions, children have to be mobilized to go to school, here parents have to line up to buy documents. That is the story behind the “medal”. Sharing this, the Minister emphasized a number of issues that need to be prioritized for immediate handling in education in the Red River Delta region to continue to be exemplary and exemplary in a new dimension of education. In particular, note the keywords: Modernization, standardization, rationalization, socialization, internationalization, digitalization, and culturalization.

Regarding digitalization enhancement, the Minister emphasized: The whole industry is focusing on digital transformation, building and using the industry's database in management work; digital transformation in expertise, administration, teaching and learning increasingly requires greater depth. "This is both an opportunity and a challenge, in which the most important thing is to know how to manage, know how to use and need to use".

With the keyword “culturalization”, according to Minister Kim Son, this is an important content that needs to be done. Specifically, along with cultural education for students, each school, teacher, and student must also work on “culturalizing education”, so that the cultural qualities of education become increasingly profound and exemplary. Focus on implementing well the building of school culture; in which school discipline, attitudes, and behaviors of teachers and students are the focus. Deepening the qualities of school culture is like an antibody, helping to overwhelm other negative manifestations.
