On the morning of October 15, the Provincial New Rural Area Coordination Office held a conference to review the work of the past 9 months and deploy directions for the last 3 months of 2024.

Comrade Nguyen Thi Lan Anh, Deputy Director of the Department of Agriculture and Rural Development, Deputy Chief of the Provincial New Rural Area Coordination Office chaired the conference. Also attending were representatives of leaders of districts and cities; Chiefs of the New Rural Area Coordination Offices of districts and cities; representatives of communes registered to meet advanced new rural standards, model new rural areas in the second phase of 2024.
The conference listened to reports on the progress of building new rural areas in localities; discussed and agreed to complete the criteria; and strengthened coordination with departments and branches in building district-level and Ninh Binh province-level dossiers to complete the task of building new rural areas.
Accordingly, the province has paid special attention to leadership and direction. Specifically, the Provincial People's Council has passed Resolution No. 02 stipulating a number of contents and expenditure levels for the New Rural Program and Resolution No. 17 on allocating the 2024 public investment plan for the provincial budget to implement the Program; at the same time, the Provincial People's Council has deployed thematic supervision of the OCOP Program in the province. The Provincial People's Committee has issued Decisions detailing the sets of New Rural Criteria at the district and commune levels (according to the authority assigned by the Prime Minister). The Department of Agriculture and Rural Development has advised the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and the Provincial Steering Committee to issue a system of documents directing, operating, organizing inspection, supervision, and evaluation of the implementation of the contents of the New Rural Construction Program.
At this time, the province has fully allocated capital to departments, branches, and localities in accordance with the principles, criteria, and norms prescribed by the Provincial People's Council. Specifically, in 2024, the provincial budget will directly support 225 billion VND to implement the Program, including 150 billion VND of public investment capital and 75 billion VND of public funding.
Results of implementing the objectives of the New Rural Construction Program in 9 months: Yen Khanh district was recognized by the Prime Minister as a district meeting advanced New Rural standards in 2023 and held an announcement ceremony on August 28, 2024.
Khanh Duong, Yen Dong, Yen Thanh communes (Yen Mo district) have been recognized by the Provincial People's Committee Chairman to meet advanced NTM standards in 2024, and at the same time completed the verification dossier for Yen Mo district to meet advanced NTM standards in 2024.
Districts and cities have organized appraisals and recognized 57 more villages (hamlets, villages) meeting model NTM standards, bringing the total number to 599 villages (44.2%).
Accumulated to the end of September 2024, the whole province has 119/119 communes (100% rate) meeting NTM standards, 53/119 communes (44.5% rate) recognized as advanced NTM communes, 18/119 communes recognized as model NTM communes (15.2% rate).
6/6 districts (100%) have met the standards of new rural districts; 2/2 cities (100%) have completed the task of building new rural areas, of which Yen Khanh district has met the advanced new rural standards.
In particular, continuing to implement the OCOP Program, up to now the whole province has 186 OCOP products ranked, including 69 4-star products and 117 3-star products.
Along with the progress report on the program implementation, local delegates also made proposals and recommendations on the implementation of the new rural construction. In general, the communes basically met the progress according to the plan. However, there are still some communes with difficulties and problems related to some criteria, which the communes are urgently completing.
Regarding the tasks for the last 3 months of 2024, the Deputy Chief of the Provincial Office for New Rural Area Coordination requested that districts and cities that have met the standards/completed the tasks of building new rural areas according to the old Criteria Sets, now conduct a review to meet the standard level according to the regulations of the Criteria Set for the period 2021-2025.
The Department of Agriculture and Rural Development shall preside over and coordinate with the provincial departments and branches to organize the appraisal and recognition of 12 communes meeting advanced NTM standards, 6 communes meeting model NTM standards (phase 2) to be completed in November 2024; review and re-recognize the standard level for districts and communes formed after the rearrangement of administrative units. In particular, coordinate with Gia Vien district to actively review according to the new set of criteria, register the district to meet advanced NTM standards in 2025 according to the Project and plan of the Provincial People's Committee.
Departments, branches, districts and cities actively coordinate to build and complete the dossier to propose recognition for Ninh Binh province to complete the task of building new rural areas.
New rural communes, advanced new rural communes, and model new rural communes review and re-evaluate criteria and find solutions to ensure that criteria meet new regulations. In particular, special attention is paid to criteria on production development, income increase, and improvement of the quality of living environment in rural areas, in accordance with usage needs and mobilized resources, avoiding dispersion, waste, and causing debt for basic construction.
For communes subject to administrative unit rearrangement, review and complete the application for re-recognition of the standard level according to the instructions of the Ministry of Agriculture and Rural Development and the Provincial People's Committee, promote the emulation movement "The whole country joins hands to build the new rural area".
