Today, February 23, the Thematic Supervision Delegation of the National Assembly Delegation of the province on the implementation of policies and laws on innovation of the organization and management system, improving the quality and efficiency of operations of public service units in the period of 2018-2023 in Quang Tri province, including delegates: Deputy Head of the Provincial National Assembly Delegation Hoang Duc Thang; Commander of the Provincial Military Command, Colonel Nguyen Huu Dan; Deputy Head of the Provincial Ethnic Committee Ho Thi Minh worked with the People's Committee of Dong Ha City, public service units under the City People's Committee and the Tuberculosis & Lung Disease Hospital. Proposal to add quota for education career civil servants

Reporting at the meeting, Chairman of Dong Ha City People's Committee Ho Sy Trung said that by the end of December 2023, the city had 38 public service units (SNCL). Of these, 3 units were 100% autonomous in regular expenditures, 35 units were partially self-sufficient in regular expenditures or had all regular expenditures guaranteed by the state budget.

To date, 100% of SNCL units have had their job positions and job structure approved by job titles. On this basis, SNCL units have promptly recruited and assigned employees to work in accordance with the approved job positions and competency framework.

According to Mr. Ho Sy Trung, the city is making efforts to complete the targets to achieve the status of a type II urban area in the coming time, so the workload is increasing. However, with the current administrative staffing targets, number of employees and labor contracts, the city's professional agencies and public service units find it difficult to meet the requirements to perform the assigned functions and tasks.

On the other hand, due to the implementation of the Government's policy of streamlining staff, a number of professional agencies and public service units have to cut staff to meet the prescribed ratio, leading to an even greater shortage of human resources.

Besides, the arrangement and reorganization of SNCL units has been streamlined, but is still mechanical, lacking in connection with functions and tasks.

From the above difficulties and problems, Dong Ha City recommends that competent authorities create conditions and supplement quotas for educational career officials, ensuring the prescribed norms. Adjust and perfect the economic and technical norms system to suit the reality, creating a basis, scientific and convenient in determining prices for urban public service sectors...

Support hospitals in investing in infrastructure and medical equipment

As a SNCL unit, the Tuberculosis and Lung Diseases Hospital has implemented policies and laws on innovation of the organization and management system, improving the quality and efficiency of the unit's operations. The organization has been rearranged in a streamlined manner, in line with the requirements of the tasks in the new situation. Currently, the hospital has 11 departments and offices. According to the job position project, in the coming time, the hospital will reduce 3 departments and offices.

Director of Tuberculosis and Lung Disease Hospital Truong Huyen Truong informed that recently, the organization and apparatus of the unit have had positive changes, improving the effectiveness and efficiency of operations.

However, the unit still faces difficulties in the process of arranging, organizing and resolving policies for the staff and workers. After arranging and reorganizing the SNCL units, some leadership and management positions are redundant.

Currently, there is no clear delineation of disease sources for hospitals. Therefore, disease sources for specialized diseases are still collected at general hospitals, limiting the unit's revenue. The unit performs 2 tasks of prevention and treatment, so the assignment of 6 reserve positions/88 total positions is not appropriate.

From the above difficulties, hospital leaders proposed that competent authorities support diets for poor people with tuberculosis during inpatient treatment.

There are separate mechanisms and policies applied to the activities of specialized hospitals for tuberculosis and lung diseases; including the prices of medical examination and treatment services. Increase the reserve staff quota and increase the budget for this activity. Pay attention to supporting hospitals in investing in infrastructure and medical equipment to better serve the work of medical examination and treatment.

It is recommended that the leaders of the Department of Health study and provide specific guidance on personnel issues so that the Tuberculosis and Lung Diseases Hospital has a basis for implementation. The hospital also needs to arrange its organizational structure and personnel appropriately to have a better operating mechanism in the future.

For recommendations and proposals from localities and units, the monitoring team will study and synthesize them to submit to competent authorities for consideration and handling in the coming time.
