On the morning of November 15, Head of the Provincial Party Committee's Internal Affairs Committee Nguyen Dinh Hai, Vice Chairman of the Provincial People's Council Tran Van Ky and Chief Inspector of the province Vo Van Phuc chaired the regular citizen reception session in November 2023. Also attending were leaders of relevant departments, branches, sectors and representatives of relevant localities.

Before entering the citizen reception session, the Provincial Party Committee's Internal Affairs Committee and the Provincial Citizen Reception Committee reported the results and progress of resolving the cases according to the conclusions of the Provincial Party Committee Secretary at the regular citizen reception session last month.

Deputy Head of the Provincial Party Committee's Internal Affairs Committee Nguyen Tuan reported on the results of monitoring and handling assigned cases at regular citizen reception sessions last month.

Accordingly, the instructions of the Provincial Party Secretary in the previous regular citizen reception session have been focused on by agencies, departments, branches and localities. Up to now, 6 basic cases have been resolved and propaganda, explanation and dialogue have been conducted so that households can understand and comply; 5 cases have progress reports but have not been resolved. The Provincial Citizen Reception Committee continues to monitor and summarize the report.

From October 13 to November 13, the Provincial Party Committee's Internal Affairs Committee received, classified and processed 13 petitions. The Provincial Party Committee's Internal Affairs Committee forwarded 3 petitions to competent authorities for resolution; 3 petitions are being reviewed and reported; the remaining petitions are being monitored according to regulations because of duplication, sent to the correct competent authorities for resolution or have been forwarded to competent authorities for resolution.

The Standing Committee and committees of the Provincial People's Council received and processed 6 petitions from organizations and citizens.

Regarding regular citizen reception, the Provincial Citizen Reception Committee received 7 cases; received 52 turns/23 cases of regular citizen reception; received and processed 150 petitions and advised the Provincial People's Committee to issue documents to transfer petitions to competent agencies to resolve 93 cases, and 57 petitions that were not eligible for processing were recorded and monitored.

Relevant departments, branches and localities also reported the results of receiving citizens, handling petitions, progress and roadmap for resolving cases according to their authority.

At the beginning of the citizen reception session, the chairmen received 4 households, namely Nguyen Xuan Vinh, Nguyen Khac Phuong, Nguyen Khac Thong and Nguyen Thi Nguyet - representing households in My Yen village, Cam My commune, Cam Xuyen district, related to the policy of exploiting sand mines in My Yen village to serve the North-South expressway project.

Four households in My Yen village, Cam My commune (Cam Xuyen) presented their opinions regarding the policy of exploiting sand mines in the area to serve the North-South expressway project.

Local residents are worried that sand mining could cause landslides on the banks of the Ngan Mo River in the downstream area of ​​Ke Go Lake, affecting their lives, production, houses and constructions near the mine area...

After listening to citizens' petitions, the chairmen informed and clarified the policy, process and procedures for sand mining in My Yen village - Cam My commune to serve the North - South expressway project through the district.

The presiding comrades affirmed that the sand mine in My Yen village is a national resource, granted to enterprises for exploitation to serve the North-South expressway - a key national project, serving socio-economic development, in which people benefit from the project.

The exploitation has been comprehensively evaluated by all levels, sectors, and scientists and confirmed to have no impact on the environment, not only not causing the risk of landslides but also contributing to clearing the flow of Ngan Mo River, downstream of Ke Go Lake; the functional sector also calculated compensation plans, ensuring the rights of households with agricultural land within the mine clearance area.

The host hopes that through information exchange, households will understand, agree and propagate to other households to clearly understand the policy, process and procedures for sand mining in My Yen village - Cam My commune to serve the North - South expressway project through the district.

Next, Mr. Thai Van Minh (TDP1, Vu Quang town, Vu Quang district) reflected on the difficult process of granting land exchange and land use for his family for the land plot at TDP3, Vu Quang town and requested to grant a land use right certificate to his family.

Representatives of the People's Committee of Vu Quang district and leaders of the Department of Natural Resources and Environment explained and clarified the issues that citizens were concerned about. The chairmen assigned the People's Committee of Vu Quang district to coordinate with relevant agencies to resolve the issue, ensuring compliance with the law and the rights of the people.

Speaking at the regular citizen reception session in November, Head of the Provincial Party Committee's Internal Affairs Committee Nguyen Dinh Hai said that in recent times, departments, branches, and local authorities have made many efforts in resolving cases and responsibly handling the contents within their authority.
