Of the 3,319 detainees, 841 were minors still in detention as of January, according to a Human Rights Watch report.

Minors are often convicted of crimes such as "unlawful association" and carry maximum sentences of 10 to 20 years.
Under a state of emergency declared in 2022 and still in effect, President Nayib Bukele's administration has arrested 81,110 suspected gang members.
President Bukele is hugely popular in El Salvador, where the murder rate has dropped sharply since the arrests. The Central American country has gone from being one of the most dangerous in the world to having the lowest murder rate in the region, and Bukele was re-elected in February.
