Ky Anh has beautiful mountains and rivers, but in the past it was a place of war, wilderness and isolation. The people of Ky Anh are hard-working, diligent, creative in labor and production, resilient and brave in fighting against natural disasters and foreign invaders, and loyal in life. Located on the Hoanh Son mountain range (part of the Truong Son range) jutting out into the East Sea, during the wars, Deo Ngang became a strong border town. The north of Deo Ngang was the land of the ancient Ky Hoa district; after many times of administrative separation and integration, in 1841, King Thieu Tri changed the name of Ky Hoa district to Ky Anh district.

Not long ago, when mentioning Ky Nam commune (former Ky Anh district), people immediately thought of poverty. Almost every year, the people here had to struggle with big storms, long periods of severe drought, and crop failures, making people's lives extremely difficult. Children had to go to the hills to pick blackberries to sell along the national highway, and many children dropped out of school. Mr. Cao Xuan Chien - former Party Secretary of Ky Nam commune recalled. "20 years ago, Ky Nam had nearly 80% of poor households; the economy was mainly agricultural but not enough to provide food, so hunger and poverty were common. The whole commune had only a few people who had attended high school, and the cultural level of the people was very limited..."

In 2015, Ky Anh was divided into Ky Anh Town and Ky Anh District. Ky Anh Town includes 6 wards and 5 communes; Ky Anh District includes 20 communes. Once again, this land has affirmed its position and development potential.
On the top of Hoanh Son, looking to the North, there is still a charming land of mountains and rivers with winding roads, rocky cliffs mixed with smooth white sand beaches. In the past, when mentioning Ky Anh, people immediately thought of a land of hunger and poverty, covered by hot winds and white sand; now, everywhere are bustling construction sites, factories, and prosperous residential areas replacing the scattered villages and thatched houses.

Thanks to the right development direction, the Party Committee and the government have aroused the people's aspirations to rise up and created miraculous changes along the Hoanh Son range. After the separation, Ky Anh town was oriented to develop into a key economic zone in the South of the province, attracting large investment projects and forming high-tech industrial parks. The face of the countryside at the foot of the Hoanh Son range has changed miraculously.

Taking us to see the paved rural roads connecting to National Highway 1, Mr. Cao Xuan Chien said: “Ky Nam has changed a lot, not only in the external landscape but also in the mindset of the people. The New Rural Revolution and the participation of the entire political system have completely changed the infrastructure of Ky Nam. From waiting and relying on others, now people are joining hands to soon turn Ky Nam into a ward by 2023. From having to go far away to find work, now right on the barren land of the past, people have earned tens of millions to hundreds of millions of dong thanks to growing native yellow apricot trees…”.

Going up the communes and wards: Ky Nam, Ky Phuong, Ky Loi, Ky Lien, Ky Long, Ky Thinh, Ky Trinh, Hung Tri, Ky Ha, Ky Hoa, Ky Ninh, everywhere you can feel the new rhythm of life in the southernmost land of Ha Tinh. With many large projects and works invested, Ky Anh town is having great shifts in economic structure, labor structure towards industrialization, modernization and accelerating the urbanization process.
Mr. Nguyen Duc Anh (Hong Hai residential group, Ky Phuong ward) said: “Not only in Ky Phuong but all wards and communes of Ky Anh town have seen clear changes. The infrastructure is spacious, the urban lifestyle is orderly. Those are things that did not exist before.”

The traffic system connects smoothly with provinces and cities nationwide and internationally. Promoting the local advantage of having Vung Ang Economic Zone (EZ) as a dynamic multi-sector, multi-field EZ, including steel rolling industry, thermal power, deep-water port of regional and international stature, in recent years, with dynamism, agility, and solidarity of the people, Ky Anh Town has focused on mobilizing resources for investment, construction, upgrading, meeting the criteria of a type III urban area, striving to become a city under the province by 2025. Thanks to that, the appearance of the town from rural to urban areas has really changed. In the process of establishing and building the town to become a dynamic urban area of Ha Tinh, the Party Committee, government and people of the town have joined hands and united.

Mr. Nguyen The Anh - Vice Chairman of Ky Anh Town People's Committee shared: "To have the development steps like today, in addition to the right strategy, vision and timely attention and support from the Central and the province, we must mention the sacrifices and sharing of the people. In 2022, major projects such as the 500 kV Vung Ang - Quang Trach transmission line; the project to develop dynamic urban areas - Ky Anh urban sub-project; the North - South expressway; routes in Vung Ang Economic Zone... have focused on completing site clearance work; 81/86 backlogs after separation have been handled...".

From a poor locality with a low starting point, Ky Anh Town has become a dynamic economic zone, the development locomotive of Ha Tinh with the core being Vung Ang Economic Zone. In the period of 2015-2020 alone, the budget revenue in Vung Ang Economic Zone reached more than 37,720 billion VND, accounting for nearly 56% of the total budget revenue of the province, of which, revenue from import and export accounted for 97% of the whole province.
Shifting the town's economic structure in the right direction, the industry - construction, trade - service sectors account for a large proportion of the economy, creating momentum for development; the total social investment capital in the 2020-2023 period is estimated at nearly 45,000 billion VND; industrial parks and clusters have basically completed infrastructure investment, starting to attract secondary investors. This result not only reflects the in-depth development of the economy but is also an important resource for the town to be proactive in allocating investment sources for socio-economic development, taking care of people's lives in the area.
