The project was proposed by the People's Committee of Da Lat City in September 2023, more than 1.5 km long, with an investment capital of 55 billion VND from the budget. When implemented, the route will change the purpose of use of more than 3.3 hectares of land on the Cu Hill golf course side.

Cu Hill is over 62 hectares wide, located next to Xuan Huong Lake. In 1920, the French designed this place into a golf course, for a while this place was used for other purposes. In 1994, this place became a golf course. The hill is one of the few places in the center of Da Lat with many green areas, less urbanized and concrete.

In March 2023, Da Lat City authorities discovered that Hoang Gia DL Joint Stock Company had built two large-scale illegal and unlicensed projects in Cu Hill. The investor was then fined VND240 million and had to dismantle the illegal construction.
