BTO-That was the direction of Vice Chairman of the Provincial People's Committee Nguyen Hong Hai when leading a delegation of representatives of relevant departments and branches to inspect a number of livestock farms in the province and industrial clusters in Duc Linh district on July 7, 2023.
Specifically, in Ham Thuan Bac district, the delegation surveyed and listened to reports on the operation situation and environmental treatment solutions of Lang Viet 1 Pig Breeding and Spare Pig Farm in Ham Duc commune; Lang Viet High-tech Pig Farm in Hong Son commune.
In Duc Linh district, the delegation surveyed and listened to reports on the operations and environmental treatment solutions of livestock farms around Nam Ha and Dong Ha industrial clusters, including Vissan Binh Thuan Livestock Enterprise, Dong Ha Farm, TaFa Viet Industrial Egg-Laying Chicken Farm and Duc Phat Commercial Chicken Farm.
After going to the outside of the fences of the farms, it was discovered that 2 livestock farms emitted a foul odor, while the other farms did not smell. Meanwhile, local residents and investors, especially in Dong Ha commune, Duc Linh district, reported that when there was no inspection team, usually after 5 pm, these livestock farms emitted a foul odor. At the meeting, the leader of the Department of Natural Resources and Environment said that after Binh Thuan Newspaper published an article reflecting on the environment in the Nam Ha Industrial Cluster and Nam Ha residential area, the provincial leaders gave instructions, the department chaired a meeting and inspected the environment around the livestock farms here, and all of them were odorless. However, after a surprise inspection, odors were found. Considering the distance between the livestock farms and the industrial clusters and residential areas here, it is no longer suitable according to the provisions of the Law on Livestock, so there must be a roadmap for relocation. However, the smell must be limited in the immediate future and Duc Linh district must establish an environmental monitoring team in Dong Ha commune. According to the leader of Duc Linh district People's Committee, in Dong Ha commune, there is an environmental conflict between livestock farming and industrial development, as livestock farming appeared first and industrial development later. However, following the development trend, according to the approved planning of Duc Linh, the district has been mobilizing livestock farms to relocate and providing legal support with a deadline of December 31, 2023.
After listening to representatives of departments and branches analyze environmental issues, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai noted that in addition to 1 livestock household, 4 livestock farms around the industrial cluster and Nam Ha residential area all have environmental impact assessments (EIAs). Although the EIA is strict, the farms have not complied with this or implemented it, causing odors to spread and people to complain. Every time they hear complaints, the authorities go to inspect and hold meetings, the environment is very good, but then there is an odor again. Mr. Nguyen Hong Hai also emphasized: "If the environment was that good, there would be no need to inspect. Therefore, Duc Linh district must immediately establish an environmental monitoring team, strengthen inspections and penalties to have a basis for further handling later. At the same time, increase visual propaganda through billboards, clearly stating each violation of environmental regulations and specific penalties so that people know, monitor and detect together."
In addition to the above environmental content, on the same day, the delegation heard a report on the implementation of infrastructure construction in industrial clusters: Nam Ha, Nam Ha 2 and Dong Ha.
