Making the economy continue to be a bright spot in Vietnam-Japan bilateral relations

According to the special correspondent of VNA, on the morning of December 4, in Tokyo, opening the activities within the framework of the official visit to Japan, National Assembly Chairman Tran Thanh Man had a working breakfast with the Japan Federation of Economic Organizations (Keidanren) chaired by the two co-chairs of the Japan-Vietnam Economic Committee of Keidanren, Mr. Fujimoto Masayoshi and Mr. Ueno Shingo.

Chairman of the Japan-Vietnam Economic Committee of Keidanren Fujimoto Masayoshi warmly welcomed and highly appreciated the official visit of National Assembly Chairman Tran Thanh Man and the high-ranking delegation of the Vietnamese National Assembly to Japan; sincerely thanked the National Assembly Chairman for taking the time to receive the delegation.

Mr. Fujimoto Masayoshi emphasized that over more than half a century, Japan and Vietnam have built friendly relations in many fields, including economics, diplomacy and security, culture, and personnel exchange.

2023 marks an important milestone, the 50th anniversary of the establishment of Japan-Vietnam diplomatic relations.

Most recently, in October 2024, Japanese Prime Minister Ishiba Shigeru met with Prime Minister Pham Minh Chinh on the occasion of attending the 44th and 45th ASEAN Summits and related Summits in Vientiane (Laos); met with President Luong Cuong on the occasion of attending the 2024 Asia-Pacific Economic Cooperation (APEC) Summit Week in Lima, Peru (November 2024); met with Prime Minister Pham Minh Chinh on the occasion of attending the G20 Summit in Brazil (November 2024).

Expressing his delight at the vibrant cooperation between the two countries at various levels, Mr. Fujimoto Masayoshi affirmed that the Japanese business community will continue to contribute to the development of Japan-Vietnam relations in many areas, including trade, investment, infrastructure development and human resources, in order to further deepen economic cooperation between the two countries.

Mr. Fujimoto Masayoshi also stated that the Japan-Vietnam Joint Initiative, launched in 2003, is a long-term effort to build a foundation for economic cooperation between the two countries.

Japan and Vietnam as well as Keidanren have participated in this framework and through their efforts, Japanese enterprises have played an important role in promoting direct investment from Japan, creating jobs for workers, and actively contributing to the recovery and development of Vietnam's economy.

Notably, in March 2024, Japan and Vietnam agreed to launch the “Japan-Vietnam Joint Initiative in the New Era.”

Based on this new Initiative, Mr. Fujimoto Masayoshi said that Japanese businesses and economic organizations hope to soon see stable cooperation results in areas such as green development, digital, innovation and high-quality human resource development.

Japanese enterprises hope to receive support and assistance from the National Assembly, the Government of Vietnam and personally from National Assembly Chairman Tran Thanh Man.

National Assembly Chairman Tran Thanh Man welcomed the cooperation and valuable contributions of Keidanren as well as the role of the two Chairmen and leaders of Japanese corporations and enterprises in promoting relations between the two countries, serving as a bridge to help Japanese enterprises invest more in Vietnam.

The National Assembly Chairman said that the official visit to Japan aims to continue implementing Vietnam's foreign policy, proactively and actively consolidating and promoting the "Comprehensive Strategic Partnership for Peace and Prosperity in the region and the world" so that Vietnam and Japan can enter a new stage of development that is more effective and substantive in all fields.

The National Assembly Chairman hopes that businesses and localities of both sides will take advantage of opportunities to further strengthen exchanges and cooperation in various fields, promote the strengths of each side, contribute to promoting Vietnam-Japan economic relations, and continue to be a bright spot in bilateral relations for mutual development in the coming time.

At the meeting, representatives of Japanese business leaders and members of the Vietnamese delegation exchanged and discussed strengthening cooperation towards the goal of carbon neutrality by 2050; expanding investment activities in Vietnam in areas such as transport infrastructure development, digital transformation, green transformation, semiconductor industry, training of high-quality human resources; and ensuring electricity for production and business.

Acknowledging and appreciating the opinions and proposals of Japanese enterprises, National Assembly Chairman Tran Thanh Man said he would direct the National Assembly agencies to coordinate with the Government and relevant ministries and branches to study and absorb them to concretize them into mechanisms and policies to improve the investment environment, helping foreign enterprises, including Japanese enterprises, to increase stable and long-term investment in Vietnam.

The National Assembly Chairman stated that the delegation's visit took place right after the 8th Session of the 15th National Assembly. The National Assembly passed many important laws and resolutions related to investment and business activities, including "one law amending 4 laws" on investment, "one law amending 9 laws" on finance and budget, etc., in order to complete a favorable legal corridor, improve the investment environment, and create favorable conditions for foreign investors, including Japanese enterprises.

In particular, with the Electricity Law (amended) passed by the National Assembly, the National Assembly Chairman believes that it will open up many opportunities for cooperation and investment in the electricity sector with domestic and foreign enterprises, including Japanese investors.

Stating that, in addition to the potential and strengths in developing hydropower and renewable energy, at the recent 8th Session, the Vietnamese National Assembly passed a resolution on restarting the Ninh Thuan nuclear power project, the National Assembly Chairman said that electricity is one of the first concerns of foreign investors when coming to Vietnam, including Japanese investors.

The National Assembly Chairman also said that at the 8th Session, the Vietnamese National Assembly gave its opinion and approved the investment policy for the North-South high-speed railway project; expressed the desire to continue to cooperate and transfer technology in the field of transportation from Japan to synchronously develop the transportation system to serve the people and develop the economy of Vietnam.

The National Assembly Chairman pointed out that Vietnam's three current bottlenecks are institutions, infrastructure and human resources and is focusing on removing these bottlenecks, identifying institutions as "the bottleneck of bottlenecks."

Affirming that the suggestions of Japanese enterprises at the meeting were completely reasonable, the National Assembly Chairman emphasized that Vietnam has been focusing on revising, supplementing and issuing new books, creating the premise and preparing all conditions to enter a new era, an era of national growth as General Secretary To Lam directed; believing that the Comprehensive Strategic Partnership will open up many new cooperation opportunities for both countries, including Vietnamese and Japanese enterprises.

During the visit, on the morning of December 4, National Assembly Chairman Tran Thanh Man witnessed the handover ceremony of cooperation documents between localities and enterprises of the two countries. Also attending the ceremony was Chairman of the Japan-Vietnam Economic Committee of Keidanren Fujimoto Masayoshi.

At the ceremony, Chairman of the People's Committee of Thua Thien Hue province Nguyen Van Phuong and Governor of Nara province Yamashita Makoto exchanged the Memorandum of Understanding on organizing the 14th East Asia Regional and Local Government Conference.

Chairman of Can Tho City People's Committee Tran Viet Truong presented the Decision approving the investment policy to Hoa Lam Can Tho Investment and Development Joint Stock Company and acknowledged the investment proposal for Aeon Mall Vietnam Limited Liability Company.

Sovico Corporation and Marubeni Group signed a comprehensive cooperation agreement on joint investment and development in Vietnam in the fields of renewable energy, industrial parks, logistics and aviation services./.
