DNO - On the morning of December 13, discussing at the 15th session of the City People's Council, delegate Doan Ngoc Hung Anh, Head of the City Party Committee's Propaganda Department, proposed urgently developing a project to develop Da Nang into a center for training semiconductor human resources to aim at making the city an attractive investment destination in the field of microchips and semiconductors in Vietnam.

Delegate Doan Ngoc Hung Anh suggested that the city study and propose mechanisms and policies to attract and develop human resources for semiconductor chip design. Focus on effectively implementing the Project to Promote Investment Attraction for the 2021-2025 period, with a vision to 2030.
According to the delegate, the theme of 2024 "The year of promoting administrative reform, strengthening discipline and order, continuing to unblock investment resources, promoting economic growth and ensuring social security" demonstrates high political determination but poses great challenges for the Party Committee and the city government.
On that basis, the city sets the GRDP growth target for 2024 at 8-8.5%; the total state budget revenue target for 2024 exceeds the estimate by 3-5%.
The city planning for the period 2021-2030, with a vision to 2050, approved and announced by the Prime Minister at the end of November, is an important legal basis, opening up new opportunities and development space for the city. This is also the basis for the city to build a suitable growth scenario, identify key indicators and solutions for effective implementation in the coming time.
In the direction of industry development, the city's planning raises issues of national vision such as building Da Nang into a regional financial center; building Da Nang into one of the country's high-tech industrial and supporting industrial centers with a focus on microelectronics technology, chip technology and semiconductor microcircuits... becoming the main industry.
In addition, the city is urgently working and closely coordinating with central ministries and branches to soon complete and implement the Project on Construction of Duty-Free Zones, the Project on Regional and International Financial Centers in Vietnam...

Delegate Nguyen Thi Phuong, Deputy of the Legal Committee of the City People's Council, said that over the past years, Da Nang has been continuously honored at domestic and international awards for smart cities.
This demonstrates the city's proactiveness and readiness for the national digital transformation. In particular, with the global demand for the microchip and semiconductor industry - in the shared responsibility for the country's new opportunities, the city has also been proactive and ready to join.
In terms of capacity, the city's basic conditions are ready to join the semiconductor industry. With the infrastructure of high-tech industrial parks, information technology, along with the city's existing information technology business community and human resources, it is basically ready to serve corporations, electronics, microchip, and semiconductor businesses.
According to the delegate, the city is currently facing certain difficulties in developing the semiconductor industry, especially in training human resources to serve the industry and policies to participate in the semiconductor microchip supply chain.
Therefore, it is necessary to soon develop a strategy for developing the microchip and semiconductor industry as well as developing this human resource in the city until 2030, with a vision to 2045.
The People's Committee shall promptly propose mechanisms and policies to promote the development of microchip and semiconductor human resources in the city and submit them to the City People's Council for consideration and approval.
The city considers researching and proposing to restore the Microchip Center that the city (dissolved in 2022) so that the city will soon have a Microchip and Artificial Intelligence Center, as a basis for training and developing high-quality human resources in the field of microchips and semiconductors in the city.
Earlier, in his opening speech, Secretary of the City Party Committee Nguyen Van Quang requested that the city find new driving forces for local development, including the semiconductor and AI industrial ecosystem.
According to Director of the Department of Information and Communications Nguyen Quang Thanh, the semiconductor chip sector is considered a breakthrough sector in the city's development orientation. In the reports of the City People's Committee on the development trend in 2024, detailed instructions have also been given, especially in the semiconductor microchip sector.
According to Mr. Thanh, in the past, most businesses in the semiconductor industry approached the programming direction. Currently, the approach is towards developing and building designs. Therefore, human resources are very important.
The City People's Committee has directed the implementation and proactively worked with universities to establish training alliances; built infrastructure to ensure that schools and trained human resources have a place to conduct simulations and testing to shorten the time to launch products.
For policy proposals within its authority, the department will advise the city to submit to the City People's Council to soon issue policies to create favorable conditions to promote business development in this field.
The city calls on a number of companies to deploy, focusing on attracting investment from leading enterprises, creating an attractive ecosystem in the semiconductor sector.
