Concluding the Government Conference with localities on economic growth, Prime Minister Pham Minh Chinh pointed out 10 key tasks and solutions in the coming time and affirmed that we have enough confidence, enough conditions, enough capacity, must promote responsibility to history, to the Party, the State, to the people, determined to achieve GDP growth of 8% or more in 2025, creating momentum, creating position, creating force for double-digit growth in the coming years.
On the morning of February 21, Prime Minister Pham Minh Chinh chaired a Government Conference with localities to implement the Central Committee's conclusions and the National Assembly and Government's resolutions on economic growth.
Co-chairing and attending the conference at the bridge locations were Deputy Prime Ministers, leaders of ministries, branches, central and local agencies.
In his concluding remarks, Prime Minister Pham Minh Chinh stated that the conference was held to implement the conclusions of the Central Committee, resolutions of the National Assembly and the Government on striving for GDP growth of at least 8% in 2025, with the spirit of "The Party has directed, the Government is unified, the National Assembly agrees, the people support, the Fatherland expects, then only discuss action, not retreat".
Appreciating the reports and opinions with a spirit of unity, high fighting spirit, and specific solutions with high feasibility, the Prime Minister assigned the Government Office, the Ministry of Planning and Investment, and the Ministry of Finance to synthesize, absorb opinions, promptly complete, and submit for promulgation the Prime Minister's directive for implementation.
Confident, qualified, capable
The Prime Minister pointed out that the world and regional situation is evolving rapidly and unpredictably, while the tasks for 2025 are numerous, very heavy, difficult, and challenging, intertwined with opportunities and advantages, but with more difficulties and challenges.
In 2025, we must continue to streamline the apparatus according to Resolution 18 of the Central Committee; organize major holidays and important anniversaries well to enhance traditional education, strongly arouse patriotism, encourage national pride, confidence, and development aspirations; successfully organize Party Congresses at all levels in terms of policies, personnel, and security, towards the 14th National Congress of the Party.
Regarding the growth target, the Prime Minister stated that the new situation and new requirements require new responses, new ways of doing things, more breakthroughs, more drastic measures. All levels, sectors, and localities must be highly determined, make great efforts, take drastic actions, have a focus, and finish each task; assign tasks to ensure "5 clarity: clear people, clear work, clear responsibility, clear time, clear products", and strengthen supervision and inspection.
Raising the question of "do we have the ability to do it, the confidence to do it and the courage to do it" in achieving the growth target of at least 8% in 2025 and double-digit growth in the coming years, the Prime Minister reiterated that after nearly 40 years of Doi Moi, rising from poverty, the ruins of war, being surrounded, embargoed, from "the bottom of the well and the foot of the wall", we have achieved great achievements of historical significance, our country has never had the foundation, potential, position and international prestige as today.
From 2021 to now, although the world situation is changing rapidly, complicatedly and unpredictably, while Vietnam is a developing country, the economy is in the process of transformation, high openness, modest scale, limited resilience and adaptability... but we have been successful in preventing and fighting the COVID-19 pandemic, overcoming the consequences of the pandemic, transforming the state quickly compared to many countries, effectively dealing with conflicts that disrupt production chains, supply chains and natural disasters, storms and floods, especially the recent major storm Yagi; achieving growth of more than 7% in 2024, while devoting huge resources to social security, implementing the millennium goals, the material and spiritual life of the people is increasingly improving; firmly protecting independence, sovereignty, unity and territorial integrity, maintaining political stability, social order and safety, strengthening national defense and security potential, promoting foreign affairs and integration.
The Prime Minister commented: Through that, we see that we have enough confidence, enough conditions, enough capacity to be determined to achieve growth of 8% or more, creating momentum, creating position, creating force for double-digit growth in the coming years. The good news is that we see the spirit of determination and resoluteness in the whole Party, the whole political system, and the whole people.
Besides, although the results achieved are very valuable, the trends are all positive, we absolutely must not be negligent, subjective, lose vigilance, rest on our laurels, must continue to look far and wide, think deeply and do big things to make the country rise up, develop quickly, sustainably, become rich, strong, civilized, prosperous, the people become increasingly happy and well-off.
Regarding the way of doing, the Prime Minister stated that it is necessary to continue to innovate thinking, new ways of thinking, new ways of doing to create new development motivation, mobilize resources from the people, because resources come from thinking and vision, motivation comes from innovation and creativity, strength comes from the people and businesses; promote the spirit of solidarity, unity, courage, will, resilience, not to yield to any difficulties or challenges, but the more difficult and challenging, the more efforts, overcoming difficulties and challenges is also overcoming oneself; promote the spirit of diligence, hard work, intelligence, creativity, hospitality, and love of peace of our nation. Continue to innovate thinking, economic management to create new motivation to promote socio-economic development.
On this occasion, the Prime Minister commended some localities, such as Bac Giang and Quang Ninh, for setting high growth targets, of which Quang Ninh set a target of 14%, higher than the target assigned by the Government (12%).
Promoting growth drivers, but not forgetting disadvantaged areas
After analyzing a number of lessons learned, the Prime Minister pointed out the guiding and operational viewpoints.
Accordingly, rapid and sustainable economic growth must be associated with maintaining macroeconomic stability, ensuring social security, progress, social equity, preserving a bright, green, clean, and beautiful environment, without sacrificing progress, equity, social security, and the environment to pursue pure economic growth. Economic growth must be rapid and sustainable, based on science and technology, innovation, digital transformation, and high-quality human resources, considered an important driving force of economic growth. Economic growth must aim for green, sustainable, inclusive growth, bringing benefits to all people. Ministries, branches, and localities must fully exploit the potential differences, outstanding opportunities, and competitive advantages.
Closely follow the Party's policies and guidelines, the leadership and direction of the Central Committee, the Politburo, the Secretariat, key leaders, resolutions of the National Assembly, the Government, and directions of the Prime Minister to concretize them into plans and implementation roadmaps for each level, each sector, and each locality.
Promote the proactiveness, positivity, and self-responsibility of local authorities at all levels, ensuring timely resolution of difficulties and problems and best serving people and businesses.
Grasp the situation, improve analytical and forecasting capacity; be courageous, proactive, flexible and creative in leadership and direction; handle work with focus and key points, ensuring effectiveness and substance, avoiding ostentation and formality; do not spread investment, concentrate public investment resources on major projects and works that are the backbone, turning the situation around, and changing the status.
Promote a high sense of responsibility, dare to think, dare to do; improve coordination efficiency between levels, sectors and localities, especially for inter-sectoral and inter-regional issues; proactively propose solutions to issues beyond authority.
Promoting growth drivers including the Southeast and Red River Delta (12 localities in these two regions contribute 60% of the country's GDP), growth poles such as Hanoi and Ho Chi Minh City (Hanoi contributes 13.2% of GDP, 25% of the country's budget revenue, Ho Chi Minh City contributes 17.9%, 25% of the country's budget revenue).
At the same time, not forgetting the more difficult areas, the remaining 4 regions must make more efforts, try harder, promote their different potentials, outstanding opportunities, and competitive advantages to move forward. The Prime Minister gave an example, the advantage of the Southwest is rice, seafood; the Northern mountainous region is forests; the Central Coast is the sea, the Central Highlands is industrial crops. Analyzing further on agricultural economic development, the Prime Minister said that it is necessary to stabilize the market, improve quality, and maintain credibility, especially in difficult times.
10 key task groups and solutions
The Prime Minister pointed out the key tasks and solutions in the coming time, first of all, continuing to resolutely, systematically, synchronously implement, creatively and effectively apply the resolutions and conclusions of the Central Committee, the Politburo, the National Assembly, the Government, and the directions of the Prime Minister . Ministers, heads of ministries, agencies, secretaries, and chairmen of provincial and municipal People's Committees closely participate, develop implementation plans, and assign specific targets and tasks to subordinates for implementation. Focus on promoting the implementation of the goal of increasing total productivity and labor productivity.
Second, continuing to perfect institutions is the "breakthrough of breakthroughs" and improving the effectiveness of law enforcement organization; ensuring a streamlined, effective and efficient apparatus; promoting administrative reform and digital transformation.
Ministers and heads of sectors directly direct the work of building and perfecting institutions in the management field; innovate the thinking of law-making, promote the method of management based on results, and strongly shift from "pre-inspection" to "post-inspection". Build open institutions, reduce administrative procedures, promote decentralization and delegation of power associated with resource allocation and inspection, supervision and control of power. Pilot outstanding preferential mechanisms and policies, create breakthroughs to promote the potential and strengths of each region and locality.
Third, continue to prioritize promoting growth, focusing on renewing traditional growth drivers and promoting new growth drivers.
Promote public investment, using public investment to lead private investment. Of which, the total public investment capital in 2025 is 826,000 billion VND, of which 741,100 billion VND has been allocated, the remaining 84,800 billion VND has not been allocated. The Prime Minister requested that it must be allocated immediately in the first quarter of 2025, if not completed, it must be resolutely recovered and transferred to other places.
Focus on implementing and completing key and important national projects as soon as possible. Strive to exceed the target of 3,000 km of expressway and over 1,000 km of coastal road by the end of 2025. Basically complete Long Thanh International Airport, Lach Huyen area ports, put into operation Tan Son Nhat T3 and Noi Bai T2 terminals; start construction of Lien Chieu port... Urgently launch large and key projects such as nuclear power, Lao Cai-Hanoi-Hai Phong high-speed railway... Focus on implementing projects to exploit new development spaces (underground space, sea space, outer space).
The Prime Minister requested to create an open, transparent, favorable investment and business environment with regional and international competitiveness; to promote and attract large-scale, high-tech FDI projects, and to push large FDI projects into operation. To develop mechanisms and policies to support the development of the private economy, the development of ethnic enterprises, and small and medium-sized enterprises.
Regarding consumption, strongly develop the domestic market, stimulate consumption; promote tourism promotion, have appropriate visa policies to attract tourists, attract experts, talented people, and world billionaires to Vietnam. Promote harmonious and sustainable trade with major partners (USA, China, etc.); proactively diversify markets, diversify products, diversify supply chains; effectively exploit 17 signed FTAs; promote negotiations and sign FTAs to expand new markets with countries in the Middle East, Latin America, Africa, Halal markets, etc.; support and handle well trade and investment disputes; expand cross-border e-commerce; promote the export of financial services, banking, logistics, etc.
At the same time, strongly promote new growth drivers, focus on restructuring the economy associated with growth model innovation; resolutely and effectively organize the implementation of the Government's Action Program to implement Resolution No. 57 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.
Urgently guide and focus on implementing the National Assembly's Resolution on new and breakthrough pilot policies on investment, finance, bidding, and controlled testing; effectively promote science and technology funds, encourage venture capital funds, startups, and innovation. Create favorable conditions for talented foreign experts and overseas Vietnamese to work for Vietnam. Promote emerging industries and fields (such as big data, cloud computing, optoelectronics, internet industry, internet of things, biomedical industry, cultural industry, entertainment industry, etc.).
Develop mechanisms and policies for exploiting outer space, sea space, underground space (building a metro line from Can Gio to Ho Chi Minh City and between Tan Son Nhat airport and Long Thanh airport). Urgently build a legal corridor and incentive mechanisms for new issues, high-tech projects, digital transformation, green growth, circular economy... Focus on removing difficulties for businesses and projects; promptly unlock resources for projects facing difficulties and obstacles.
The Prime Minister noted that economic growth must be associated with handling issues arising in the short, medium and long term, especially population aging, resource depletion, natural disasters, epidemics, climate change, unpredictable fluctuations and risks from the international and regional situation.
Fourth, maintain macroeconomic stability, control inflation, and ensure major economic balances.
The State Bank of Vietnam shall operate monetary policy proactively, flexibly, promptly and effectively; coordinate synchronously with a reasonable, focused and key expansionary fiscal policy; promote credit growth, focusing on priority areas and growth drivers; strive to reduce lending interest rates, strictly handle banks that do not comply with the management and direction of the State Bank of Vietnam; establish a credit package to support young people (under 35 years old) to buy houses; and strongly promote social housing credit.
The Ministry of Finance continues to research and propose policies to reduce taxes, fees and charges. The Ministry of Planning and Investment and the Ministry of Finance promptly implement Decree 182 on the establishment, management and use of the Investment Support Fund.
The Ministries of Natural Resources and Environment and Finance should focus on immediately removing bottlenecks in the real estate and corporate bond markets; promptly upgrading the stock market in 2025; have mechanisms to effectively exploit indirect investment flows and international investment funds; and especially promote two international and regional financial centers in Ho Chi Minh City and Da Nang.
The Ministry of Industry and Trade ensures sufficient electricity and petrol in all situations; strongly promotes production and business activities and large industrial and commercial projects; revises and effectively implements the 8th Power Plan.
Fifth, promote the disbursement of public investment capital, striving for a disbursement rate of at least 95% in 2025. Further promote the operational efficiency of the 7 Working Groups of the Prime Minister, 26 working groups of Government members working with localities and special Working Groups of localities to promptly direct, urge and remove difficulties and obstacles.
Sixth, ensure social security, progress and social justice; improve people's lives, "leave no one behind", effectively implement the movement to eliminate temporary and dilapidated houses and the social housing construction program.
Seventh, maintain a bright, green, clean and beautiful environment; strengthen disaster prevention and response to climate change, especially at the grassroots level.
Eighth, strengthen national defense and security; maintain social order and safety; further promote the work of preventing and combating corruption, negativity and waste; enhance foreign affairs and international integration, maintain a peaceful, stable, cooperative and developing environment.
Ninth, strengthen information and communication work; focus on policy communication, thematic information, macro information, reporting and replicating good models, good practices, typical and advanced examples, using the good to eliminate the bad, contributing to creating social consensus in implementing the set goals and tasks.
Tenth, the Ministry of Home Affairs studies and proposes to the Central Emulation and Reward Council on the growth emulation movement. Local secretaries and chairmen further promote the spirit of solidarity, joint efforts and consensus of the entire political system, people and business community in the area; focus on directing the development and strict implementation of specific programs and action plans to implement resolutions and conclusions of the Central Committee, the Politburo, the National Assembly, the Government, and the direction of the Prime Minister; create a favorable environment and conditions, encourage creativity, promote the spirit of self-reliance, self-reliance, not waiting or relying on others, proactively implement according to authority or propose to competent authorities mechanisms, policies and solutions to create breakthroughs in local development.
"The task is very heavy but also very glorious. We must promote our responsibility to history, to the Party, the State, to the people, for the development of the country, for the happiness and prosperity of the people," the Prime Minister emphasized and requested ministries and branches to urgently and proactively handle proposals and recommendations from localities in the spirit of "not saying no, not saying difficult, not saying yes but not doing".
