How far has Novaland's Aqua City project been resolved?

Dong Nai Provincial People's Committee has just issued Decision No. 3479 approving local adjustments to the 1/10,000 scale master plan of Bien Hoa City, Dong Nai Province to 2030, with a vision to 2050 - covering part of the urban area west of Bien Hoa - Vung Tau Expressway.

Notably, the People's Committee of Dong Nai province said that the content of the partial adjustment of the master plan to overcome shortcomings in the overall adjustment dossier of the Bien Hoa City master plan approved in 2014 did not fully update the detailed content of 1/500 of the projects being implemented within the scope of subdivision C4 (which has been granted land use right certificates).

At the same time, the province adjusted and supplemented the planning to suit the new development orientation of Bien Hoa city.

According to research, the C4 subdivision of Bien Hoa City's general planning has an area of ​​about 1,500 hectares. In this subdivision, investors have implemented projects, including the Aqua City urban area.

However, at the time of approval of the general planning and C4 zoning plan, the detailed planning documents 1/500 of previously approved projects had not been fully updated, leading to inconsistencies and differences between planning at all levels.

This has caused many urban area projects to temporarily suspend construction and business, including Novaland's Aqua City project.

Ensure planning consistency

Responding to Tuoi Tre Online on November 20, a Novaland representative said that Aqua City has a scale of nearly 1,000 hectares out of a total scale of about 1,500 hectares of subdivision C4.

At the time of transfer, Aqua City had full legal basis, approved 1/500 planning, paid land use fees, was allocated land by state agencies, leased land to implement the project, and granted construction permits.

"At the time of approving the general planning of Bien Hoa City in 2014 and approving the C4 subdivision planning in 2016, the detailed planning documents 1/500 of the projects being implemented within the scope of the C4 subdivision, including the Aqua City project, had not been fully updated.

The lack of consistency in planning at all levels has forced Aqua City to temporarily suspend construction and business operations, waiting for the problem to be resolved," said a Novaland representative.

Aqua City is one of the key projects in Dong Nai that has received direction from the Government and local authorities to remove obstacles in the past 2 years.

According to Novaland, Dong Nai's approval of the local adjustment of the 1/10,000 scale master plan of Bien Hoa City is an important legal step to remove obstacles for many projects of many enterprises, ensuring the synchronization of the next planning levels, paving the way for the completion of the adjustment of the C4 subdivision planning (1/5,000) and the 1/500 detailed planning of the Aqua City project, expected to be completed in early 2025.

Novaland said the expected milestone to complete 100% of the project's legal procedures is being strived for in the third quarter of 2025.

Novaland Group said that banks have disbursed credit packages of VND3,250 billion to develop subdivisions in Aqua City. At the same time, some financial institutions have committed to providing additional loan packages with a total value of over VND10,000 billion so that Novaland can continue to develop infrastructure, build and hand over houses to customers.
