Late Friday afternoon (December 8), thousands of vehicles traveling through the roads around Tan Son Nhat airport were "sweating" with the situation of vehicles stuck in traffic, lining up one after another, moving slowly due to serious congestion.
From Truong Son Street to Bach Dang, Hoang Van Thu, Tran Quoc Hoan, from the road over Hoang Hoa Tham overpass to Truong Chinh, Cong Hoa... all exits are densely packed, seemingly without any gaps. In particular, the intersection of Tran Quoc Hoan - Phan Thuc Duyen (Ward 2, Tan Binh District) is the starting point of the Tran Quoc Hoan - Cong Hoa connecting road, currently under construction of package number 9 of the Tran Quoc Hoan - Cong Hoa connecting road construction project, bunkers occupy more than half of the road, making the situation even more tense. The whole area is like a giant parking lot surrounding Tan Son Nhat airport.
Traffic jams often occur on the route connecting to Tan Son Nhat airport.
Although the Tan Son Nhat Traffic Police were present at intersections and roundabouts to regulate traffic, it was not until after 9 p.m. that the congestion began to show signs of easing. That is, all roads around this area were stuck in traffic jams for about 4 hours.
A representative of the HCM City Traffic Construction Investment Project Management Board (Traffic Board - investor of the Tran Quoc Hoan - Cong Hoa connecting road project) said that as soon as they received information about the traffic jam, the Board inspected and recorded that the tunnel construction contract still maintained the correct barrier positions, with no new barriers.
The traffic police determined that the cause of the serious traffic jam late Friday afternoon was due to the rain at rush hour, the large number of vehicles, slow movement of vehicles, causing traffic congestion. In addition, the demand for going back to the city center of families going on a weekend trip increased, causing local and widespread traffic jams.
"The Traffic Department has also requested the contractor to continue to coordinate and monitor traffic to have a plan to handle and adjust in time in case of high traffic density. Currently, the Tran Quoc Hoan - Phan Thuc Duyen underpass is preparing to be dug through the existing traffic route. It is expected that a 5-lane temporary bridge will be installed on Tran Quoc Hoan route to ensure that the construction process does not affect or disrupt the traffic situation," the Traffic Department representative added.
Although the construction of the connecting road absolutely ensures the approved plan, the bunker occupying the road surface also greatly increases the traffic pressure on Cong Hoa Street. The Ho Chi Minh City Urban Traffic Management Center assessed that Cong Hoa Street is under 150% overload pressure compared to its capacity. The Ho Chi Minh City Department of Transport also recorded 4 traffic congestion risk points in the gateway area of Tan Son Nhat Airport in Tan Binh District from January to November, of which 3 points have changed but are still complicated: Cong Hoa - Hoang Hoa Tham intersection, Lang Cha Ca roundabout, Tran Quoc Hoan - Phan Thuc Duyen intersection); 1 point has not changed: Truong Chinh Street from Au Co Street to Tan Ky Tan Quy Street. In addition, 1 more black spot for traffic accidents has arisen on the steel overpass at the Cong Hoa - Hoang Hoa Tham intersection.
Mr. Ngo Hai Duong, Head of the Road Traffic Infrastructure Exploitation Department - Ho Chi Minh City Department of Transport, acknowledged that Tan Son Nhat International Airport currently only has one entrance gate for arriving and departing passengers, so the traffic situation is complicated. The area outside the airport has many commercial centers, services, offices, warehouses for goods transported by plane, etc., leading to increased traffic pressure on Truong Son Street, Truong Son intersection - the entrance to the Domestic Terminal - International Terminal.
In addition, many vehicles transit through Truong Son Street to avoid surrounding hot spots such as Phu Nhuan intersection, Truong Chinh Street, Cong Hoa Street, etc., causing the number of vehicles on this route to increase even more. In addition, violations of road traffic laws such as driving in the wrong direction, stopping and parking in violation of regulations, encroaching on the roadway and sidewalk, and stopping and parking without regulations still occur frequently on some routes such as Truong Son, Hong Ha, Bach Dang, Cong Hoa, Truong Chinh, etc. These are the basic causes of the increased risk of congestion at the airport gateway area.
Accelerate key projects
According to Mr. Ngo Hai Duong, the gateway area of Tan Son Nhat airport is one of the traffic hotspots that the city is interested in and focuses on many solutions to control traffic congestion. The Department of Transport, in coordination with Tan Son Nhat International Airport and the Traffic Police, has regularly reviewed and adjusted traffic organization reasonably, such as: Renovating the U-turn point under Truong Son steel bridge to allow cars to turn around; Adjusting from one-way traffic 24/7 to two-way traffic from 10 p.m. to 6 a.m. the next day on Hong Ha and Yen The streets; Installing mobile barriers at the intersections of Truong Chinh - Tan Son Nhi, Truong Chinh - Tan Ky Tan Quy; Banning semi-trailers on 8 connecting routes; Putting into operation a temporary taxi parking lot at the land adjacent to Truong Son - Bach Dang - Hong Ha road to serve passenger transportation activities at the airport during peak periods of holidays and Tet... The work of adjusting traffic organization and handling infrastructure problems was carried out quickly according to the comments and feedback of relevant units, contributing to minimizing the risk of traffic congestion in the area.
In addition, from 2012 to present, the city has basically completed and put into operation 6 projects. In the past 11 months alone, the project to renovate and expand Cong Hoa Street (from alley 2 Tran Quoc Hoan to Thang Long Street) with a length of 134 m has been completed and put into use, expanding 14 - 19 m on the right side to synchronize infrastructure for the airport area. Although the project is not large, it is especially important in helping to eliminate the "bottleneck" at Lang Cha Ca roundabout - the intersection connecting Cong Hoa, Hoang Van Thu, Phan Thuc Duyen, and Tran Quoc Hoan routes, which are often congested. The project to build a road connecting Tran Quoc Hoan Street - Cong Hoa Street, connecting directly to Terminal T3 of Tan Son Nhat International Airport is also accelerating construction, with the underpass expected to be completed on schedule in July 2024.
Among the key projects to reduce traffic congestion at the gateway to Tan Son Nhat airport, the project to upgrade and expand Tan Ky Tan Quy street (from Le Trong Tan to Cong Hoa) and expand Truong Chinh street (from Cong Hoa to Au Co) are the two most anticipated projects but have not been implemented for many years due to land issues. These are the two main roads at the northwest gateway of the city, connecting Hoc Mon district, Binh Tan, Tan Phu, Tan Binh districts and the inner city. At the same time, they are also the exit from Terminal T3 (under construction), Tan Son Nhat airport to the West but are often congested.
Responding to Thanh Nien , a representative of the Traffic Department said that the two projects are still in the investment policy implementation stage. The Traffic Department is also coordinating with the Department to speed up procedures and implement this pair of projects as soon as possible. Regarding the Tan Ky Tan Quy road expansion project, in March, the Traffic Department officially started construction from the intersection with Binh Long road, with construction in a rolling manner. Up to now, the contractor is constructing manholes, curbs, installing sewers, technical trenches, etc. Many sections of the project have become clear after people handed over the site.
The site clearance work for the section from Binh Long Street to Ma Lo Street is estimated to reach about 70%. We expect to receive all the "clean" land by the end of the first quarter of 2024 and complete the construction of the expansion of this route by the end of 2024. When all projects are completed synchronously, along with the new T3 terminal put into operation, the Tan Son Nhat airport area will be much more open.
