Speaking at the seminar, Head of MRB Nguyen Cao Minh expressed that (TOD) is not only a modern planning solution, but also a key strategy to promote dynamic and sustainable urban development.
TOD has proven its effectiveness globally, as a solid bridge between public transport systems and urban areas, bringing outstanding economic, cultural and living environment values. This is an advanced urban planning model, making the most of the current and future public transport systems and a large number of users.

According to Mr. Minh, Hanoi, as the capital and economic and cultural center of the country, is facing a historic opportunity to implement TOD in its long-term urban development strategy. This policy not only helps optimize land use, but also reduces traffic congestion, reduces emissions and improves the quality of public spaces.
"TOD policy is also the key to exploiting hidden economic potential, increasing land value and facilitating the development of new economic centers. TOD not only helps the city effectively utilize large investments in public transport infrastructure such as urban railways and regional rapid transit systems, but also improves the existing housing supply, while developing new housing and economic centers around strategic traffic nodes. Thereby, opening up opportunities to exploit land value optimally," Mr. Minh emphasized.
According to Mr. Minh, the 2024 Land Law and the 2024 Capital Law, with their breakthrough reforms, will create a favorable legal corridor, helping Hanoi take the lead in developing urban projects oriented towards transport.

Accordingly, the 2024 Capital Law dedicates a separate article (Article 31) to regulate the mechanism and tools for developing TOD projects in Hanoi, including the following contents: Definition of TOD area; Planning of urban railway system and TOD area; Investment in urban railway development applying TOD model; Some mechanisms for collecting LVC (land surplus value) fees in TOD area; Management, operation and exploitation of urban railway and TOD area.
Regarding the values and special mechanisms that the Capital Law 2024 brings, Lawyer Le Net (LNT & Partners Law Firm) pointed out that in cases where there are different provisions between the Capital Law and other legal norms on the same issue, the provisions of the Capital Law will apply. This means that relevant agencies no longer have to worry about overlaps and conflicts between legal documents, and can only focus on researching and implementing the Capital Law.
Some opinions at the discussion said that, along with the Law on the Capital (amended), the 2024 Land Law with specific investment incentives such as exemption and reduction of land use fees for logistics and infrastructure for urban railway projects; compensation mechanisms, site clearance, and synchronous recovery of projects with land areas around and along urban railway lines and stations for the state to manage, bid, auction, and develop infrastructure of this land to recover part of the money, thereby investing in the next urban transport route... is expected to create a new, much stronger driving force for the Capital to complete its ambitious plan of having 600km of urban railway in the future.
