High pressure

Referring to the recent public concerns regarding the issuance of land use right certificates to people, businesses and some other procedures of the Department of Natural Resources and Environment, Chairman of the Provincial People's Committee Le Van Dung asked about the coordination relationship between the branch of the land registration office with the Department of Natural Resources and Environment at district, commune levels and related sectors "whether it is close, responsible or not, what problems have arisen".

The Chairman of the Provincial People's Committee said that more than 70% of voters' opinions at the working sessions mentioned land issues, granting land use right certificates, in many cases the paperwork was roundabout, instructions were not thorough, had to go 5 to 7 times to get the certificate, causing frustration.

Mr. Bui Ngoc Anh - Director of the Department of Natural Resources and Environment said that currently there are still many problems in many stages and steps and "people are very annoyed".

“The files are still very late. There is consultation and returning files to people many times, many civil servants violate the law in the field of land, participating in land brokerage. The department's viewpoint is to comply with the one-stop process, the land registration office cannot return files twice. It is impossible to let the return of files many times cause trouble for people.

Currently, out of 18 localities in the province, only Tam Ky City has its own process for supervision. We should refer to Tam Ky's way of doing things to control administrative procedures and resolve current problems," Mr. Anh mentioned.

Mr. Le Van Sinh - Chairman of the People's Committee of Nui Thanh district suggested closely monitoring the process from the commune level to the upper level, suddenly inspecting some places and some units "to know where the problems are, who is not willing to do it, whether the problems are due to people or the law.

Especially in places where people often complain. There are many cases where citizens report problems in handling procedures, but when they go to one place, the responsibility is shifted to another. Monitoring on electronic information systems and software is still circumvented.

“We must monitor and comply with the first come, first served rule, and avoid the situation where land brokers do the procedures faster than people do it themselves. Regarding the land database, we must standardize data for application.

In practice, Nui Thanh has built a database but the error is very large, applying information technology, using software, big data is not feasible. There are many difficulties in measuring for compensation projects. It is necessary to train many times and many classes for the professional team of the Natural Resources and Environment sector" - Mr. Sinh said.

Increased accountability

Requesting not to add more procedures to public administration, Vice Chairman of the Provincial People's Committee Tran Nam Hung said that localities need to refer to Tam Ky's approach to control procedural processes.

“Provincial and district levels must regularly inspect and supervise. Currently, the measurement of compensation and site clearance projects is very slow. Many districts do not have consulting units to do it because the adjustment costs are too small, so they have to beg the consulting units. This is a paradox and needs to be adjusted.

We should expand the function, give the land registration office branches the right to measure and equip them with equipment to do it, and not wait for consulting units.

"I propose that the Department of Natural Resources and Environment advise on strengthening the Provincial Land Fund Development Center, which must be sophisticated, professional, strong and in charge of key projects of the province, creating land funds and resources for the province," said Vice Chairman of the Provincial People's Committee Tran Nam Hung.

Listening to the sharing of 18/18 localities and units under the Department of Natural Resources and Environment, Chairman of the Provincial People's Committee Le Van Dung shared the pressure of the team of civil servants, public employees, and workers in the Natural Resources and Environment sector.

The urgent requirement is to quickly complete the apparatus, add human resources, and resolutely work to facilitate work while preventing harassment and abuse of the people. The organization of the apparatus must be done well, with a rotation mechanism for each locality at the appropriate time.

Regarding state management of land and mineral resources, the Chairman of the Provincial People's Committee requested strict implementation, in accordance with regulations and closely linked with inspection and control.

The collective leadership of departments, branches, and specialized divisions must strengthen their responsibility in advising, guiding, inspecting, and organizing the implementation of their functions and tasks very well. The Chairman of the District People's Committee must strengthen coordination with the Department of Natural Resources and Environment and related departments to strictly manage the fields of natural resources and environment, especially land and minerals, and carry out procedures quickly and responsibly, to avoid congestion and shortage of construction materials.

"The whole province will strengthen inspection and examination, request the police to investigate if there are signs of violations in the field of land of a personal nature, harassment, causing difficulties for personal gain, and strictly handle violations if they are discovered, especially in the work of measuring and granting land use right certificates to people and businesses" - Chairman of the Provincial People's Committee Le Van Dung emphasized.
