Breakthrough to achieve goals

In May, coming to Chien Thang countryside of Bac Son district, people here are happy and excited when Chien Thang has just been awarded a Certificate of recognition as a model new-style rural commune by the Provincial People's Committee.

Located 20km from the district center, Chien Thang has 8 villages, more than 800 households of 4 ethnic groups: Tay, Nung, Kinh, Dao. In 2017, Chien Thang was recognized as meeting the NTM standards, in 2020 it met the advanced NTM standards. And in 2022, it will complete the construction of a model NTM.

Leaders of Chien Thang commune received the Certificate of recognition as a model new rural commune.

In today's success, Chien Thang people have contributed more than 1 billion VND to complete 4/4 criteria of a model new-style rural commune. Up to now, 100% of the traffic system has been solidified; public infrastructure works have been built and upgraded to ensure standards; a smart village has been successfully built in Hong Phong 1 village; national cultural identity has been preserved and promoted; the landscape of village roads and alleys has been kept bright-green-clean-beautiful; security and order have been maintained.

Forming many highly effective production models such as fruit tree planting, peach and apricot blossom planting, buffalo and cow raising, etc. In 2022, the average income of the whole commune will reach 52.44 million VND/person/year; the poverty rate will be 3.44%.

Along with Chien Thang, Bac Quynh people have also just happily received the advanced NTM certificate. Bac Quynh was established on the basis of merging two communes Bac Son and Quynh Son, with 9 villages, 976 households, 98% of the population are Tay ethnic people. The lives of people in the commune mainly depend on agricultural production.

To implement the criteria of advanced new-style rural communes, Bac Quynh has promoted propaganda work, mobilized the cooperation and contributions of the people; balanced and integrated support resources to implement the criteria. Built, repaired and upgraded 9 village cultural houses; upgraded 6.3 km of lighting lines; concreted 6 rural traffic routes; upgraded and renovated some school construction items...

At the same time, attention is paid to environmental protection and the development of production models with high economic efficiency. Thanks to that, the multidimensional poverty rate in the commune has decreased to 7.75%.

Synchronizing economic development - environmental protection

Setting a relatively high target for building a new rural area compared to other localities, however, with the determination and efforts of the entire political system from the district to the grassroots level, by the end of 2022, Bac Son had successfully completed the target of building a new rural area.

According to Chairman of the District People's Committee Nguyen Ngoc Thieu, the district has focused on restructuring the agricultural sector, mobilizing people to apply scientific and technological advances, and introducing high-yield and high-value crop varieties into production. Accelerating the transformation of crop and livestock structure, building production linkage models according to value chains, contributing to increasing income and improving people's lives.

At the same time, 12 vocational training classes were opened, and the One Commune One Product (OCOP) Program was promoted. The district currently has 42 cooperatives operating in the fields of agriculture, forestry, and fisheries, with an average income of members reaching over 3.5 VND/month, contributing to job creation and stable income.

Pay attention to implementing the National Target Program on Sustainable Poverty Reduction and policies to ensure social security. Regularly review and grasp the living conditions of the people, especially in particularly disadvantaged communes, poor and near-poor households to provide timely support, ensuring that no household goes hungry.

Movements to build rural roads, support the elimination of temporary and dilapidated houses, etc. have received enthusiastic participation from the people. By the end of 2022, the whole district will have 2,024 poor households, accounting for 11.61%; 1,359 near-poor households, accounting for 7.8%.

Along with that, the district has focused on propaganda, guidance, inspection, review, and assessment of the current status of environmental criteria. Propaganda work focuses on mobilizing people to carry out contents, tasks, and resources belonging to the people such as contributing working days and funds to participate in building rural roads, relocating, building, and renovating livestock barns and toilets; launching campaigns to collect waste, create rural environmental landscapes, etc.

Implementing the new rural construction program, Bac Son people have actively maintained environmental hygiene, creating a green - clean - beautiful landscape.

In 2023, Bac Son strives to bring Long Dong commune to meet the NTM standard, Dong Y to meet the model NTM standard. Build at least 2 more model residential areas in communes that have met the NTM standard, build at least 2 more model gardens. On average, 14.5 criteria are achieved per commune.

To complete the above goal, Bac Son will continue to consolidate and improve the apparatus for building new rural areas from the district to the grassroots level, especially the Commune Management Board. Promote propaganda and launch emulation campaigns to build new rural areas to all classes of people.

Continue to develop production models with key local products according to the agricultural restructuring plan; develop collective economy, farm economy, create jobs, and increase people's income.

Strengthen training and raise people's awareness of using clean water and protecting rural landscapes and environments. Implement well the movements of the entire people to protect the environment, handle waste right from households; mobilize livestock and poultry to move away from houses, build barns and sanitation facilities associated with building a model new rural residential area; implement the movement of the entire people uniting to build a cultural life associated with the emulation to build new rural areas...

Bac Son district has 10/17 communes meeting NTM standards, including 3 advanced NTM communes and 1 model NTM commune.
