Innovation, contributing to promoting democracy, creating social consensus

Politburo member, National Assembly Chairman Vuong Dinh Hue and Party Central Committee Secretary, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien co-chaired the Conference.

Speaking at the Conference, Mr. Do Van Chien said that over the past 5 years, the National Assembly Standing Committee and the Presidium of the Central Committee of the Vietnam Fatherland Front have fully and effectively implemented the responsibilities of each side as stated in the Coordination Regulations. The two sides have coordinated to organize meetings with voters; synthesize opinions and recommendations of voters and people in a more timely, methodical and quality manner, contributing to promoting democracy, creating higher social consensus, and promoting the spirit of great national unity. The coordination in performing the supervision task has been smoother and tighter. The contents of interest to voters and people have been supervised at different levels. Most of the supervisions of the National Assembly and the National Assembly Standing Committee have the participation of representatives of the Central Committee of the Vietnam Fatherland Front.

The supervision work has helped the Party, the State, directly the Government, and ministries and branches pay attention to thoroughly resolving many issues, such as the prevention and control of the COVID-19 pandemic, solving the shortage of drugs, medical supplies, and biological products for people's health care; adjusting shortcomings in the innovation of textbooks and general education programs; removing difficulties and obstacles to speed up the implementation of the 3 National Target Programs.

Approaching from the perspective of the Vietnam Fatherland Front, the Presidium of the Central Committee of the Vietnam Fatherland Front deeply feels that the activities of the National Assembly, the National Assembly Standing Committee, the Nationalities Council and the National Assembly Committees have undergone many innovations. The role and position of elected bodies have been raised, becoming more effective and efficient; and have been recognized and highly appreciated by voters and people.

The National Assembly has truly accompanied the Government in removing difficulties, promoting socio-economic development; promptly creating a legal corridor to resolve difficult and unprecedented issues. The five extraordinary sessions have removed many "bottlenecks", which have been recognized and welcomed by businesses, people and localities.

The National Assembly, the National Assembly Standing Committee, and the National Assembly Chairman have taken legislative initiatives, creating a legal basis, contributing to the success in preventing and fighting the pandemic and restoring the country's socio-economic development. The National Assembly truly values and listens to the opinions of voters and people. Every month, the National Assembly Standing Committee discusses the work of people's petitions, gives timely instructions; brings up the content of resolving voters' and people's opinions and petitions for discussion and issues a Resolution - this is a new point, very valuable...

Effective coordination, gathering, building and promoting the strength of national solidarity

Listening to the opinions, National Assembly Chairman Vuong Dinh Hue acknowledged and highly appreciated the Vietnam Fatherland Front and its member organizations for always thoroughly grasping the viewpoints of the 13th National Party Congress on promoting socialist democracy, building and promoting the strength of the great national unity bloc, effectively implementing the mechanism of "Party leadership, State management, Fatherland Front and socio-political organizations as the core" and the motto "people know, people discuss, people do, people inspect, people supervise, people benefit".

The Fatherland Front has had many rich and practical activities, propagating and mobilizing people to promote the tradition of patriotism, deploying patriotic emulation movements and campaigns, contributing to the successful implementation of socio-economic development tasks, participating in Party building, State building, promoting the practice of democracy at the grassroots level, implementing social supervision and criticism, preventing and combating corruption and negativity, practicing thrift and combating waste.

The National Assembly Chairman reviewed five areas of cooperation between the two sides. These included close coordination, successfully organizing the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term; and good coordination in organizing the vote of confidence for those holding positions elected or approved by the National Assembly at the 6th Session of the 15th National Assembly.

The two sides have always coordinated effectively in gathering, building and promoting the strength of great national unity; developing laws and deciding on important issues on great national unity, ethnicity, religion, issues related to the implementation of democracy and social consensus; promoting coordination in law-making, especially with regard to the draft Law on Land (amended); Law on Residence, Law on Entry and Exit; proactively and closely coordinating in developing and implementing plans for social supervision and criticism, especially thematic supervisions of the National Assembly and the National Assembly Standing Committee; coordinating in organizing activities to meet voters, synthesizing opinions and recommendations of voters and people.

In the coming time, National Assembly Chairman Vuong Dinh Hue suggested that the two agencies continue to strengthen coordination in consolidating the great national unity bloc. The two sides thoroughly grasp the policy that "Great national unity is a precious tradition, an important and consistent strategic line of the Party; a great source of strength, a decisive factor for the victory of the cause of building and defending the Fatherland"; and promote democracy in society.

The National Assembly Chairman reiterated the direction of General Secretary Nguyen Phu Trong at the opening session of the first session of the 15th National Assembly on ensuring the leadership of the Party so that the decisions of the National Assembly are truly for the benefit of the country and the people; promoting democracy in the activities of the National Assembly and in society so that all decisions of the National Assembly originate from the national and ethnic interests, serving the interests of the country and the people, so that the National Assembly is truly worthy of being a worthy representative of the people.

Informing that Resolution 43 of the Central Committee assigned the National Assembly Party Delegation to lead and direct the amendment and supplementation of relevant legal documents, ensuring consistency and unity, the National Assembly Chairman hopes to receive close coordination from the Central Committee of the Vietnam Fatherland Front; continue to promote the role of the Presidium and the Advisory Councils of the Front in law-making with the spirit of "early, from afar".

The National Assembly Chairman requested the Presidium to continue to proactively and actively coordinate with the National Assembly Standing Committee in supervisory activities; correctly identify the contents to include in the 2025 Supervisory Program of each side; assign representatives to participate in supervisory activities according to the Supervisory Program of each side. In addition, the National Assembly Standing Committee is directing the amendment and supplementation of the Law on Supervisory Activities of the National Assembly and People's Councils; requesting the Presidium of the Central Committee of the Vietnam Fatherland Front, with its practical experience, to actively contribute comments to the National Assembly to complete the draft Law to ensure quality, feasibility, and resolve outstanding issues.

The two agencies continue to strive to create changes in the work of receiving people, handling petitions, synthesizing voters' opinions and recommendations, and general public affairs.

The National Assembly Chairman noted that the two sides urgently and actively coordinate to amend Joint Resolution 525 on voters' meetings of National Assembly deputies, Resolution 753 of the National Assembly Standing Committee on voters' meetings of People's Council deputies; issue a tripartite Joint Resolution between the National Assembly Standing Committee, the Government and the Presidium of the Central Committee of the Vietnam Fatherland Front detailing the organization of voters' meetings of National Assembly deputies and People's Council deputies, review and study proposals to amend the Law on Election of National Assembly Deputies and People's Council Deputies; maintain annual and ad hoc joint conferences to discuss the content of work coordination; increase information sharing on each side's activities and enhance coordination between the National Assembly's foreign affairs and the people's foreign affairs of the Vietnam Fatherland Front.

With the results achieved over the past 5 years, in the spirit of "turning towards the people, listening to the people to win the people's hearts", the National Assembly Chairman believes that in 2024 and the following years, the coordination between the two agencies will continue to improve and innovate, contributing to the successful implementation of the tasks of each agency and the assigned common tasks, contributing to "promoting the tradition and strength of great national unity, strengthening social consensus, strongly arousing the spirit of patriotism, national self-reliance, belief, aspiration to contribute and build an increasingly prosperous and happy country".
