Hoa Binh: Speeding up the implementation of public investment projects in Da Bac district

Reporting at the inspection session, the representative of Da Bac district's leadership said that up to now, the district People's Committee has issued synchronous documents directing and guiding the implementation of the and the 2025 plan. At the same time, focusing on directing and urging to accelerate the disbursement progress of capital sources in 2024, which are allowed to extend the disbursement time to 2025, and the 2025 capital plan ensures the set progress. The total capital plan assigned in 2025 for the Programs is 123,948 billion VND; currently, the disbursement has not been implemented, and the District People's Council is submitting it to the district People's Council to supplement the 2025 Public Investment Plan according to regulations.

Discussing at the inspection session, delegates pointed out the difficulties and obstacles in implementing the National Target Programs in Da Bac district regarding disbursement; site clearance; some sub-projects assigned to the Commune People's Committee as the investor have been slow and not proactive. In addition, because the capital for the Programs is often allocated late, it affects the implementation progress. Based on the reality, the District People's Committee proposed to increase development investment capital for upgrading and renovating rural roads under Project 4, the National Target Program for Socio-Economic Development of Ethnic Minorities and Mountainous Areas; consider reducing the local budget counterpart ratio to implement the National Target Programs for special districts such as Da Bac and support counterpart funding to implement the Programs.

In order to speed up the implementation and disbursement of projects, Vice Chairman of the Provincial People's Committee Dinh Cong Su requested the leaders of the Da Bac District People's Committee to absorb the opinions of the working group, review the contents with the determination to speed up the progress, ensure the quality of implementation of the National Target Programs. Accordingly, Da Bac District needs to closely follow the direction in Official Dispatch No. 275/UBND-KTTH, dated February 24, 2025 on the implementation of the National Target Programs in 2025 in the province. In particular, focus on reviewing the implementation and disbursement of the programs, sending proposals for adjustment and capital transfer to the Department of Finance before April 9, 2025 for synthesis in the whole province, and submitting to the Provincial People's Committee before April 15.

At the same time, the Provincial Department of Construction needs to urgently appraise and coordinate with Da Bac district in speeding up the progress of resettlement projects in the district. It is recommended that the Department of Agriculture and Environment and the Department of Ethnic Minorities and Religions strengthen coordination and unify approaches with localities to increase the disbursement rate of capital for the 3 National Target Programs from now until the end of June 2025. In particular, Da Bac district needs to have the highest political determination in implementing public investment projects in the area, striving to complete the capital plan for 2024 - 2025, and soon put works and projects into operation so that people can benefit.
