Attending the Supervision session, on Ha Giang province's side, there were comrade Nguyen Manh Dung, Acting Secretary of the Provincial Party Committee; Nguyen Van Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; and representatives of the leaders of the People's Council, People's Committee, Departments, branches and sectors of Ha Giang province.
Pursuant to Resolution No. 94/2023/QH15 dated June 22, 2023 of the National Assembly on the establishment of the Supervisory Delegation and Plan No. 544/KH-DGS dated October 6, 2023 of the Supervisory Delegation of the 15th National Assembly on thematic supervision of "Implementation of Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-economic Recovery and Development Program and resolutions of the National Assembly on a number of important national projects until the end of 2023 (Resolution 43)"; Pursuant to Decision No. 54/QD-DDBQH dated November 24, 2023 of the Provincial National Assembly Delegation on the establishment of the Supervisory Delegation; Plan No. 32/KH-DGS dated November 24, 2023 of the Supervisory Delegation on the implementation of Resolution 43 in the province.
Reporting at the meeting, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Van Son said that implementing Resolution No. 43 of the National Assembly, resolutions of the National Assembly on a number of important national projects until the end of 2023, Resolution No. 11 dated January 30, 2022 of the Government on the Socio-economic Recovery and Development Program, the People's Committee of Ha Giang province issued Plan No. 75 dated March 14, 2022 specifying tasks and assigning implementation responsibilities to departments, branches, sectors, and People's Committees of districts and cities. In the two years of 2022 - 2023, focusing on implementing Resolution No. 43 has had a positive impact, contributing to removing difficulties, supporting production and business, promoting economic recovery, and making important contributions to completing socio-economic targets of Ha Giang province.
The Loan Program to support job creation, maintenance and expansion under Decree No. 61 dated July 9, 2015 and Decree No. 74 dated September 23, 2019 has created jobs for 4,840 workers; in the period of 2021 - 2023, 118/154 villages have been covered with white signal through the public telecommunications program; successfully supported 421 preschools, general education facilities, commune health stations, broadband internet service points for residential communities to receive support for using fixed-line broadband internet services... Projects invested from economic recovery sources include the Tuyen Quang - Ha Giang Expressway Project; building infrastructure for the Provincial Center for Disease Control (CDC), upgrading 8 district general hospitals, 10 commune health stations are being actively and effectively implemented, achieving the set progress.
Implement cost reduction, support cash flow to facilitate businesses, economic organizations and people. In 2 years, the cumulative lending turnover for new loans with preferential interest rates in the province is 20,859 billion VND/57,943 customers; reduce lending interest rates for existing outstanding loans with a total cumulative outstanding balance of 8,166 billion VND/19,710 customers...
Discussing at the monitoring session, members of the monitoring delegation requested the province to more carefully assess the effectiveness and difficulties in implementing fiscal policies and development investment; the province's ability to balance resources; clarify the contents proposed by the province and recommendations to the Central Government for specific mechanisms and policies in implementing the Tuyen Quang - Ha Giang Expressway; site clearance for medical infrastructure investment projects to ensure implementation progress...
Concluding the monitoring session, Minister of Natural Resources and Environment Dang Quoc Khanh highly appreciated the results of the implementation of Resolution 43 in Ha Giang province in implementing fiscal support policies, investing in projects to ensure procedures and progress of projects. However, there are still some difficulties and problems in site clearance, employment support policies, budget deficits, etc.
Minister Dang Quoc Khanh requested that in the report on the implementation of Resolution No. 43, the province should carefully evaluate the implementation of tax and fee reductions and the impacts on the province's socio-economic situation; clearly assess the difficulties in counterpart resources for the implementation of the Tuyen Quang - Ha Giang Expressway Project. At the same time, complete the report as recommended by the Supervisory Delegation.
Minister Dang Quoc Khanh requested the provincial Social Policy Bank to have a separate report on the loan capital and the effectiveness of support programs. The provincial People's Committee directed units and enterprises that are exempted from tax to actively engage in production and business activities. For health projects, the Minister requested to continue to complete them early, ensure construction progress, disbursement progress and put them into effective use. For the Tuyen Quang - Ha Giang Expressway Project, phase 1, focus on completing site clearance; implementing the construction of the volume; and having a plan to arrange local counterpart funds for the project.
Minister Dang Quoc Khanh agreed with the province's proposals. Regarding the Supervisory Delegation, he agreed with the province to propose that the Government support the province with resources to implement the Expressway Project Phase 1 and propose to the National Assembly for approval to continue implementing the Expressway Project from Tan Quang to Thanh Thuy in the coming period...
Before working with the province, the monitoring delegation inspected the construction progress of the infrastructure upgrade project of Xin Man District General Hospital. On December 10, the delegation also inspected the progress of the following projects: Tuyen Quang - Ha Giang Expressway, phase 1 through Ha Giang province; upgrading and renovating provincial road 177 (Bac Quang - Xin Man); construction of Tu Nhan Commune Health Station (Hoang Su Phi).
