(TN&MT) - Continuing the 9th extraordinary session, on the morning of February 15, under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly listened to the Government and the National Assembly's verification agency report on the draft Resolution of the National Assembly to pilot a number of policies to remove obstacles in science, technology and innovation activities.

Overview of the Meeting

Minister of Information and Communications Nguyen Manh Hung emphasized: The Resolution aims to pilot a number of specific mechanisms and policies to remove obstacles in science, technology, innovation and national digital transformation activities and digital transformation truly becomes the driving force to complete the industrialization and modernization of the country. Policies must be outstanding incentives to remove obstacles, helping big things move, which will impact other activities to change accordingly. With the spirit of innovation, it will help Vietnam successfully implement science, technology, innovation and digital transformation with advanced digital infrastructure development, Vietnam's digital technology industry develops, realizing the target of economic growth of 8% or more in 2025 and double-digit growth in the following years.

The scope of the Resolution stipulates the piloting of a number of mechanisms and policies to remove financial expenditures from the state budget, activities of organizations and human resources in public science and technology organizations, promoting the commercialization of research results and science and technology activities in enterprises, strategic technology; specific mechanisms and policies on investment, bidding, finance and controlled testing for national digital transformation, development of digital infrastructure, strategic digital technology industry to remove obstacles; creating outstanding mechanisms and policies in science and technology activities, innovation and national digital transformation.

The subjects of application of the Resolution are organizations and individuals engaged in science, technology, innovation and national digital transformation activities and other relevant organizations and individuals. The estimated budget to ensure the implementation of the Resolution after its approval mainly includes: Funding sources for implementing activities within the annual budget for science, technology, innovation and digital transformation and funding sources mobilized from contributions and investments from society for science, technology, innovation and national digital transformation.

On behalf of the review agency, Chairman of the Committee on Science, Technology and Environment (KH,CN&MT) Le Quang Huy affirmed that the Committee agreed with the necessity, political, legal and practical basis for issuing the Resolution.

Regarding the promulgation viewpoint, the Committee on Science, Technology and Environment found that the promulgation of pilot policies should be based on the following main viewpoints: Institutionalizing urgent issues stated in Resolution No. 57-NQ/TW; Mature, clear, feasible, limiting guiding documents for immediate implementation; policies that are not really urgent, need further research and evaluation, need detailed and specific guidance will be considered and included in draft laws to be reviewed and revised in 2025; Outstanding, effective immediately, unlocking all resources, having spreading power, contributing promptly to economic growth; Having focus and key points; being a real problem that needs to be urgently resolved; no law to regulate or need to be regulated differently from current laws; Within the authority of the National Assembly; clear and specific pilot time. It is proposed to complete the draft Resolution according to the above viewpoint; Comply fully with Regulation 178-QD/TW dated June 27, 2024 of the Politburo on controlling power, preventing corruption and negativity in law-making.

Regarding the scope of regulation, subjects of application and name of the Resolution, the Committee on Science, Technology and Environment basically agreed on the scope of regulation and subjects of application; there were opinions suggesting to narrow the scope of regulation; there were opinions suggesting to focus on 3 policy groups: fund mechanism, commercialization and venture investment. There were opinions suggesting to add regulations directly related to scientists; add regulations on mobilizing and using resources outside the state budget, outside the public sector; add regulations on applying the autonomy mechanism (Article 4) and the mechanism for establishing and operating enterprises from scientific results (Article 5) for public innovation centers.

Some opinions suggested studying and editing the name of the Resolution to reflect the breakthrough and specific mechanisms and policies, promptly removing bottlenecks in science and technology, innovation and national economic reform, closely following the spirit of Resolution No. 57-NQ/TW.

The Committee on Science, Technology and Environment made a number of recommendations and proposals to the National Assembly and the Government. Accordingly, for the National Assembly: Consider and decide on the issuance of a Resolution on piloting a number of mechanisms and policies to remove obstacles in science, technology and innovation activities at the 9th Extraordinary Session.

For the Government, the Committee on Science, Technology and Environment requests the Government to report and seek opinions from competent authorities on specific mechanisms and policies as prescribed; direct relevant agencies to promptly implement the National Assembly's Resolution when it is issued, ensuring compliance with the Party's guidelines and policies; promptly issue documents guiding implementation (if any).

The Committee on Science, Technology and Environment proposed a number of key contents for discussion and to seek opinions from National Assembly deputies, such as: Legal basis for promulgating the Resolution; Scope of regulation, subjects of application and name of the Resolution; Suitability and feasibility of specific mechanisms and policies in the draft Resolution; Effective date and pilot period of the Resolution; Other issues that deputies are interested in.
