Participating in giving opinions, the National Assembly deputies basically agreed on the investment policy of the National Target Program on Drug Prevention and Control until 2030. At the same time, they said that the general goal of the Program is to promote the combined strength of the political system and the entire population to control, prevent and repel drug crimes and evils; aiming to reduce supply, reduce demand, and reduce the harmful effects of drugs. Organize the prevention and fight against drug crimes early and from afar; do not let Vietnam become a place for drug production, transit and consumption; promote the application of science - technology and advanced equipment in the fight against drug crimes.

In particular, drug abuse continues to persist with long-term consequences related to addicts that cannot be completely resolved in a short time. Therefore, the investment policy for the Program needs to evaluate and emphasize the work of drug prevention and control; the harmful effects of drugs on social life.
The decision on investment policy for the National Target Program on Drug Prevention and Control needs to identify the key program on major bottlenecks in infrastructure, equipment, and minimum necessary conditions for drug prevention and control and drug addiction treatment. In particular, the key objective is to focus on handling and upgrading equipment for drug addiction treatment centers in all provinces and cities nationwide; at the same time, focus on building information technology equipment and software to serve the state management of drug prevention and control and drug addicts. Supplement necessary equipment for specialized forces for drug crime prevention and control and medical facilities to determine addiction status.

However, article 2 of the current Advertising Law only includes 13 clauses, so it is necessary to consider adjusting this content.
Clause 3, Article 15a stipulates the rights and obligations of the person transmitting advertising products, stating that when advertising on social networks together with other activities, they must provide signs or use features provided by social networks to distinguish advertising content from content of information shared and posted normally. At the same time, Clause 11, Article 1 on amending and supplementing Article 23 at Point d, Clause 2, Article 23 stipulates that on online advertising, social network users must make a statement or use features provided by social networks to distinguish content of information shared and posted normally from content with advertising purposes or sponsored. However, according to the above provisions, the provisions on the rights and obligations of the person transmitting advertising products and the provisions on online advertising have relatively overlapping content, so it is proposed to consider and adjust these provisions in the direction of omitting or citing, applying and implementing; At the same time, it provides unified regulations on self-issuance of signs or declarations for advertising on social networks to facilitate the implementation process...
