Yen Bai - Continuing the program of the 9th extraordinary session of the 15th National Assembly, on February 14, the National Assembly discussed in the hall the Draft Law on Government Organization (amended) and the Draft Resolution of the National Assembly regulating the handling of a number of issues related to the arrangement of the state apparatus.

At the same time, the group discussed the supplementary project on socio-economic development in 2025 with a growth target of 8% or more; investment policy for the Lao Cai - Hanoi - Hai Phong railway project; draft resolution on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City; specific mechanisms and policies for investment in the construction of the Ninh Thuan nuclear power project.
Discussing at the conference hall, delegates highly appreciated the efforts of the Government and the drafting agency in promptly preparing the detailed, serious and quality draft Law dossier. At the same time, they focused on giving comments on one of the key contents of the draft Law related to the provisions on the principle of delimitation of authority; on decentralization, delegation and authorization.
Discussing the National Assembly's Resolution regulating the handling of a number of issues related to the reorganization of the state apparatus, delegates emphasized that this resolution is complete, comprehensive, and covers many issues in the context of our rapid and urgent implementation of the apparatus streamlining revolution.
Discussing in groups, delegate Nguyen Quoc Luan - Deputy Head of the National Assembly Delegation of Yen Bai province gave his opinion and proposed to adjust the regulations on protecting the topsoil layer in the Lao Cai - Hanoi - Hai Phong railway project to create more favorable conditions for investors. At the same time, he proposed to apply specific policies similar to the Lao Cai - Hanoi - Hai Phong railway project to the Ninh Thuan nuclear power project, in order to ensure the progress and completion goal of the project.

Also participating in the group discussion, delegate Nguyen Thanh Trung - National Assembly Delegation of Yen Bai province basically agreed with the growth target of 8% or more by 2025 in the Supplementary Project on Socio-Economic Development in 2025. This is an important condition for successfully implementing the set tasks and goals. However, the delegate recognized that there are still many potential difficulties and challenges such as trade tensions, difficulties in production and business activities of domestic enterprises, decreased purchasing power of people, inflationary pressure, etc. Therefore, the delegate proposed to add specific solutions to control inflation, in line with the growth target and macroeconomic stability.
Along with that, delegate Nguyen Thanh Trung also agreed with many policies proposed by the Government to accelerate the implementation of the Ninh Thuan Nuclear Power Project. However, the delegate also raised concerns about the policy allowing the Vietnam Electricity Group to re-evaluate assets of power plants that have fully depreciated and include the depreciation costs after re-evaluation in the retail electricity price plan. The delegate said that this could increase costs and lead to an increase in retail electricity prices, affecting people's lives and business production activities of enterprises. At the same time, re-evaluating assets that have fully depreciated and continuing to calculate depreciation is also not consistent with accounting principles. Therefore, the delegate suggested not to regulate this policy, but to focus on other specific mechanisms and policies that have been issued by the National Assembly to mobilize and arrange capital sources for the Project.
Tomorrow - February 15, the National Assembly continues to discuss in the Hall and in groups about the contents presented at the Session.
