Yen Bai - In recent years, the province has achieved many important achievements in implementing the Grassroots Democracy Regulations (GDC). In recent times, the Party Committees and authorities of communes, wards and towns in the province have focused on disseminating and popularizing the Party's guidelines and policies, the State's policies and laws on building and implementing the QCDC. Through village and hamlet meetings, association activities of organizations and unions, and the loudspeaker system, people are fully informed about their rights and obligations.
In particular, the implementation of the Law on Grassroots Democracy has been widely implemented, helping to raise people's awareness of their roles and responsibilities in participating in state and social management. In the period of 2019 - 2024, the People's Inspectorate of communes, wards and towns organized over 2,700 supervisions; the community investment supervision board supervised over 2,700 investment projects in rural infrastructure works; land planning and use; the implementation of poverty reduction and new rural construction; the implementation of the Movement "All people unite to build a cultural life"... Through supervision, shortcomings and limitations were promptly detected for overcoming and correcting.
Along with propaganda and extensive implementation, the implementation of QCDC associated with administrative reform has also brought about positive results. Departments and branches have focused on implementing solutions to remove difficulties for businesses and investors; minimizing administrative procedures, implementing publicity and transparency, creating an equal, open, and favorable investment and business environment, aiming to serve and improve satisfaction for businesses and people.
Currently, the Provincial Public Administration Service Center and the public administration service departments at the district and commune levels have implemented well the steps and processes for handling administrative procedures, creating convenience for organizations and individuals when coming to transact. In 2024, to simplify administrative procedures, decentralize, delegate authority, reduce input costs and compliance costs for people and businesses, the Provincial People's Committee has approved a plan to simplify 9 administrative procedures; abolish and replace 900 administrative procedures. The rate of administrative procedure records received by departments and branches that are processed on time is 99.72%.
Ms. Bui Thi Ha - a resident of Dong Tam ward, Yen Bai city expressed: "The changes in administrative procedures have helped me and all people save time, costs and efforts. I believe that in the coming time, the reform of administrative procedures will continue to have more innovations so that people can easily access and perform administrative procedures quickly and effectively."
Implementing QCDC in administrative agencies and public service units, up to now, most agencies and units have issued, amended and supplemented many regulations and rules, enhanced education on ethics and public service responsibilities for cadres, civil servants and public employees such as: working regulations, internal spending regulations, regulations on management and use of assets.
The organization of conferences for cadres, civil servants and public employees of agencies and units has been well implemented and put into practice. Agencies and units have strictly complied with the QCDC in implementing Resolution No. 18 on innovation and reorganization of the political system to be streamlined and operate effectively and efficiently. Implementing democracy in enterprises, enterprises have gradually made good progress in publicizing production and business plans; the implementation of production and business plans; internal rules, regulations and provisions of enterprises and the establishment and use of reward funds, welfare funds and funds contributed by employees.
In 2024, nearly 200 enterprises in the province implemented collective labor agreements that were in accordance with regulations and more beneficial to employees than those stipulated by current labor laws; 100% of enterprises organized employee conferences combined with task deployment conferences; nearly 1,000 agencies, units, and enterprises built QCDC at the grassroots level; nearly 150 enterprises organized direct dialogues at the workplace. Through dialogue, employers and employees shared and resolved difficulties and problems at the enterprise, creating consensus and solidarity, contributing to the completion of the tasks of agencies, units, and enterprises.
Mr. Phung Quang Huy - Permanent Vice Chairman of the Provincial Fatherland Front Committee commented: "The implementation of QCDC at the grassroots level has contributed to overcoming bureaucracy, strengthening the great national unity bloc, creating consensus, unity, building and consolidating the relationship between the Party, the State and the people".
To continue improving the effectiveness of implementing grassroots democracy, in the coming time, Party committees and authorities at all levels will strengthen leadership and direction in implementing grassroots democracy in conjunction with concretizing the implementation of key tasks according to resolutions set forth by Party congresses at all levels. At the same time, step up dissemination and propaganda of the Law on Grassroots Democracy and documents guiding the implementation of the Law; promote the role of heads of Party committees and authorities at all levels and agencies and units; build and implement grassroots democracy in conjunction with implementing patriotic emulation movements and campaigns launched by the central and provincial governments.
