Thoroughly grasping that spirit, Yen Bai city has focused on leading, directing and implementing synchronous and effective solutions to maintain its central position in economics, politics, culture and science and technology of the province.
Over the past years, the Yen Bai City Party Committee has promptly concretized the documents of the Central and the province on socio-economic development as well as the work of ensuring national defense and security into resolutions, directives, plans and action programs. Thereby, the comprehensive, absolute and direct leadership of the Party has been affirmed, contributing to improving the material and spiritual life of the people, creating a peaceful and happy atmosphere.
From Party committees to authorities at all levels, all directives have a harmonious combination of socio-economic development, international integration and ensuring national defense and security right from the stage of building and promulgating plans and projects such as: general city planning, land use planning, 5-year socio-economic development plans, annual plans..., ensuring that development always goes hand in hand with the task of protecting the Fatherland.
To achieve that goal, the Party, the government, the army and the people have proactively exploited all potentials, mobilized maximum resources, and focused on economic development with the spearhead being the breakthrough service industry. The main goal is to increase budget revenue, thereby investing in infrastructure, agriculture, rural areas and at the same time developing defense and security infrastructure, creating a harmonious balance in the development process.
Mr. Nguyen Ngoc Truc - Chairman of the City People's Committee said: "According to the Resolution of the 20th City Party Congress, the economy of Yen Bai city has maintained strong development with stable growth and positive changes in all fields, creating a safe environment to attract investment. Specifically, the total production value in the area (at 2010 prices) in 2024 will reach 23,650 billion VND, 1.7 times higher than in 2020, with an average growth rate of 11.4%/year in the period 2021 - 2025; average income per capita will reach 115 million VND, equivalent to 105% of the Congress target, 1.5 times higher than in 2020 and 1.85 times the average of the province. The investment and business environment has been continuously improved; for 3 consecutive years (2020 - 2022), the city has always been rated as one of the most attractive cities in the world. The price is at the top of the district, town and city competitiveness index. In addition, the private economic sector has recorded remarkable growth in quantity, scale and quality, affirming its role as an important driving force for socio-economic development.
At the same time, Yen Bai city also focuses on promoting the National Target Program on New Rural Development (NTM). In 2020, the city completed the construction of NTM; to date, 3 communes have been recognized as meeting advanced NTM standards (Au Lau, Tuy Loc, Minh Bao), 2 communes have met model NTM standards (Minh Bao, Tuy Loc) and 27/38 villages have met model NTM standards.
With the viewpoint of "taking the goal of serving the people, people as the center and all people must enjoy the fruits of development", the cultural and social fields are constantly developing; the material and spiritual life of the people is significantly improved. Education and training work is fundamentally innovated, improving the quality of human resources, while the health system develops synchronously with health care work being increasingly focused on.
The implementation of social security policies has also made positive progress as the poverty rate has decreased significantly, demonstrating the effectiveness of support policies and sustainable development. Innovation and application of scientific and technological advances in production are among the driving forces pushing the city forward.
Along with socio-economic development, the city has comprehensively implemented the goals and tasks of national defense and security according to the orientation of the 20th City Party Congress. The necessary conditions for building a national defense, a national defense posture associated with a people's security posture have been consolidated through the "people's hearts posture" and the strengthening of national defense and security potentials in the defense area.
Education and training in national defense and security knowledge are promoted along with military and civil defense projects being invested in and built according to planning with guaranteed quality and progress.
From 2020 to 2025, the city successfully organized 3 regional defense drills and 23 commune and ward-level drills. The drills achieved their set goals and were rated as good or better by the Military Region and the province, of which 3 were rated excellent.
The annual recruitment and mobilization work always meets 100% of the target, with many citizens volunteering to join the army. The city's armed forces are built comprehensively, "exemplary and typical", not only improving the quality of training but also enhancing the ability to coordinate and be ready to fight to protect political security, order and social safety.
In particular, in 2024, the city launched 127 grassroots security and order protection teams with 381 members, affirming its determination to direct the force to operate stably and effectively right from the first days of its launch. In the context of integration and convergence of challenges of the new era, the synchronization of socio-economic development strategies and the consolidation of national defense and security has created a solid foundation for sustainable local development.
Yen Bai City constantly learns from experience, creatively applies measures to optimize resources and enhance self-reliance, towards a bright future where every economic achievement is firmly protected by national security.
With a comprehensive development strategy and the consensus of all cadres, civil servants, people and armed forces, Yen Bai city is affirming its pioneering role, paving the way for strong development in the period of international integration, contributing to building a strong and prosperous Fatherland.
