Yen Bai currently has a total forest area of 462,536 hectares; of which, natural forests account for 217,358 hectares. Complex terrain with many rugged mountainous areas and prolonged dry weather have increased the risk of forest fires.
According to statistics, in 2024, the whole province recorded 14 forest fires, damaging about 29.65 hectares of forest, mainly in the districts of Tram Tau, Mu Cang Chai and Van Yen. In this situation, since the beginning of the dry season, the Provincial Forest Protection Department has advised the Steering Committee for the implementation of the Provincial Sustainable Forestry Development Program to organize a conference to summarize the work of forest protection and forest fire prevention and fighting (PCCCR).
At the same time, the province also issued directives, telegrams, and plans to inspect forest protection work, and strengthen the Forest Fire Prevention and Control Steering Committee from the provincial to communal levels. Currently, the province has established and maintained the operation of 174 steering committees at all levels, ensuring that forest fire prevention and control work is closely coordinated between local authorities and forest owners. The forest fire forecasting and warning network system has been strengthened throughout the province.
Forest fire spots are monitored via satellites of the Forest Protection Department; at the same time, early warning software is combined via SMS messages. Forecast information on dry weather and forest fire risks is also continuously updated for proactive response. In addition, the Provincial People's Committee has directed districts and forest owners to strengthen preventive measures such as clearing vegetation, building firebreaks and organizing fire prevention drills.
In 2024, the province successfully organized 4 commune-level PCCCR drills in Mu Cang Chai, Tram Tau, Luc Yen districts and Nghia Lo town. In addition to technical measures, propaganda work to raise public awareness was also focused on and more than 5,000 posters, 46 propaganda boards and 80 fire prohibition signs were distributed.
Localities organized fire prevention and control training for teams and provided guidance on safe burning and clearing techniques to limit the risk of fire spreading. In key areas such as Tram Tau and Mu Cang Chai districts, fire prevention and control work was vigorously implemented.
Mr. Tran Xuan Duong - Head of Mu Cang Chai District Forest Protection Department said: "The whole district has over 60,152 hectares of natural forest and 20,729 hectares of planted forest, with a coverage of 67.35%. The long dry season along with severe cold spells causes the vegetation to dry out, increasing the risk of forest fires. To proactively prevent forest fires, we direct forest rangers to closely follow the area, advise local authorities on forest fire prevention and control, review and count the area of swidden fields in the area that are likely to cause fires to spread in order to proactively take measures to prevent forest fires; at the same time, mobilize people to repair firebreaks, divide boundaries between forests, maintain a duty regime at 72 fire watchtowers and temporary fire watchtowers at high points to proactively detect forest fires during the dry season".
According to Mr. Nguyen Thai Binh - Deputy Director of the Department of Agriculture and Rural Development of the province, forest fire prevention and control is a key task, requiring the participation of the government, functional agencies and people. Localities need to strengthen the activities of the Steering Committee of the Sustainable Forestry Development Program for the period 2021 - 2025, identifying forest protection as a continuous task, especially during the dry season.
Districts are also required to strictly manage slash-and-burn farming activities and plan production areas to ensure sustainable development. During peak periods, strict regulations should be put in place on slash-and-burn farming and the use of fire in areas at high risk of fire.
With the initiative and determination of the functional sector and local authorities, Yen Bai is gradually improving the effectiveness of PCCCR, contributing to protecting the "green lung" of the locality during the dry season.
