Attending the meeting were comrades: Bui Hoang Ha, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Tran Song Tung, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; leaders of the Vietnam Fatherland Front Committee of the province, departments and branches of the province; leaders of Yen Mo district.
At the meeting, the representative of the Provincial National Assembly Delegation informed voters of the expected time and program of the 6th session of the 15th National Assembly.
Accordingly, the session took place from October 23 to November 29, focusing on reviewing and approving 9 draft laws and 2 draft resolutions, giving opinions on 8 draft laws; reviewing and deciding on socio-economic issues, the State budget for 2023 and 2024; reviewing mid-term assessment reports on the results of implementing the 5-year plans for the period 2021 - 2025 on socio-economic development, economic restructuring, medium-term public investment, national finance and a number of other important issues.
Speaking at the conference, voters from communes and towns highly appreciated the innovations in the activities of the National Assembly and the role and responsibility of the provincial National Assembly Delegation in recent times. Many opinions and recommendations from voters have been addressed.
In a democratic and open atmosphere, voters reflected on difficulties and shortcomings in practice, hoping that the National Assembly, the Government, the Central Ministries, branches, provinces and districts would pay attention to resolving them.
Regarding the arrangement of administrative units at district and commune levels in the province in the period of 2023 - 2025, voters agreed with the policy of the Party and State, because this will create space and motivation for national and local development.

However, voters are still concerned and worried about the merger, such as the increase in workload and pressure on communal officials and civil servants, especially in carrying out administrative procedures on land, construction, investment, environment, dispute resolution, complaints, denunciations, etc., which must be done within the time limit prescribed by law and meet the legitimate needs of the people.
Regimes and policies for cadres, civil servants, public employees, and redundant workers; waste and even abandonment may occur at the headquarters of public agencies and community cultural works when implementing administrative unit arrangement.
Voters suggest that the National Assembly and the Government consider regulating standards at the commune, district and provincial levels to suit the management level of officials, the psychology and regional customs. For communes in the delta, especially the Red River Delta, the population standard should be 8,000 or 10,000 people or more, with an area of 5 - 6 km2, taking the population standard as an important standard, as a basis for organizing the merger of commune-level administrative units.
Regarding the draft Land Law (amended), voters suggested studying and assigning the Department of Natural Resources and Environment to inspect and appraise the records and procedures, submit them to the District People's Committee to sign and issue the first land use right certificate and sign and issue the land use right certificate for donation, inheritance, and transfer to families and individuals as in the years before 2013, ensuring quick procedures and not causing inconvenience to the people.
Voters also proposed that the National Assembly consider expanding the subjects eligible to convert agricultural land use rights in at least one province or centrally-run city or expanding the subjects nationwide, to effectively promote land potential, develop the agricultural economy, and attract potential investors.
Regarding the issue of developing traffic infrastructure in the area, voters requested that all levels and sectors pay attention to expanding and building a new Trang bridge, creating safe travel conditions for people; repairing, leveling, filling, and pouring concrete on the Vac river dike surface; and building a convenient connecting road between the three communes of Khanh Duong, Khanh Thuong, and Mai Son.
Regarding social policies, voters suggested that there should be specific regulations on the time for issuing health insurance cards to relatives of enlisted soldiers, avoiding delays as in the past; the issuance of health insurance cards should be transferred to localities; the regime of issuing vocational training cards to discharged soldiers should be reviewed to suit current conditions. Voters also suggested that there should be a support regime and health insurance regime for veterans who enlisted in the period 1976 - 1989.
After listening to voters' opinions, leaders of departments and branches received, explained and clarified a number of issues that voters were interested in and recommended within their authority.

Speaking at the conference, Comrade Dinh Viet Dung, Member of the Provincial Party Standing Committee, Chairman of the Provincial Party Inspection Committee, respectfully thanked the sentiments and trust of local voters in the Provincial National Assembly Delegation. Acknowledging and accepting the opinions of voters, he also shared and clarified some issues raised by voters.
Regarding the amendment of the 2013 Land Law, comrade Dinh Viet Dung said that this is an issue of special concern to the National Assembly, cadres, party members and the people. The amended Land Law has been discussed by the National Assembly twice and is expected to be passed by the end of this year.
In this revision, there will be some changes and adjustments in a more open direction such as regulations on land registration; removing the land price framework; adding financial revenue on land, land use fees, and additional land rent for projects behind schedule; adding cases of land recovery, land use term for production forest land allocated to residential communities and forest management boards; amending and supplementing regulations on land users, etc.
Regarding the arrangement of administrative units according to Resolution 37 of the Central Committee and Resolution 1211 of the National Assembly Standing Committee, comrade Dinh Viet Dung said that in recent times, the Party committees and authorities in the province have actively promoted and propagated to help people understand the policies of the Party and the State. The merger and arrangement of administrative units aim to meet the development requirements of each period. Faced with the current requirements of innovation, the merger will help streamline the administrative apparatus and operate effectively and efficiently.
After implementing the merger processes and procedures, the Provincial Party Standing Committee, People's Committees, and People's Councils at all levels will continue to research and discuss to have the best project, minimizing problems and impacts on people's lives.
Regarding voters' recommendations related to degraded works that need to be repaired or rebuilt, comrade Dinh Viet Dung requested the Department of Transport and Yen Mo District People's Committee to calculate resources and report to the Provincial People's Committee.
Voters' opinions and recommendations will be compiled by the Provincial National Assembly Delegation and submitted to the National Assembly and competent authorities for consideration and resolution.
Comrade Dinh Viet Dung, member of the Provincial Party Standing Committee, Chairman of the Provincial Party Inspection Committee, hopes that voters will continue to uphold their sense of responsibility, contribute more enthusiastic opinions, and contribute with the Party Committee and government to successfully carry out the assigned tasks.
