Carrying out the task of chairing the review of the draft Law amending and supplementing a number of articles of the Law on the Use of Natural Resources and Environment, expected to be submitted to the National Assembly Standing Committee for comments at the April 2025 Session and the National Assembly for consideration and approval at the 9th Session of the 15th National Assembly (May 2025), the Standing Committee of the Science, Technology and Environment Committee (KH,CN&MT) organized a Working Group to work in a number of localities.
The delegation was led by Mr. Nguyen Phuong Tuan - Deputy Chairman of the Committee for Science, Technology and Environment, along with representatives of National Assembly deputies working full-time at the Committee for Science, Technology and Environment; representatives of the Department of Science, Technology and Environment (Office of the National Assembly); representatives of the Ministry of Industry and Trade, Vietnam Electricity Group, and Southern Power Corporation.

Working delegation works in practice at dragon fruit growers in Tien Giang
Tien Giang is a delta province with many favorable conditions for agricultural development. Dragon fruit is considered one of the main crops of the province. Tien Giang also has a Dragon Fruit Development Project to help create jobs for workers.
According to statistics and reports of the Tien Giang Statistics Office, by 2024, the total dragon fruit area in the province is 8,661 hectares, of which the Project on restructuring the agricultural sector of Tien Giang province to 2020, with a vision to 2030 on developing dragon fruit in the province by 2025 will reach 8,821 hectares, an increase of 72.96%, equivalent to an increase of 3,721 hectares compared to before implementing the Project (in 2016 it was 5,100 hectares), reaching 98% of the target by 2025.
70% of dragon fruit growing households in Tien Giang switched to using LED lights, high efficiency, energy saving
According to the report of Tien Giang Electricity Company, the Project "Supporting dragon fruit farmers to replace incandescent bulbs with energy-saving bulbs" in the period of 2014 - 2016, Tien Giang Electricity Company coordinated with the Farmers' Association and Tien Giang Provincial Youth Union to replace 257,490 new 20W compact bulbs (yellow light) for lighting to treat dragon fruit that blooms out of season (including 190,348 60W incandescent bulbs removed and 67,106 new bulbs purchased by farmers). As a result, farmers saved about 5.28 million kWh/year, equivalent to 7.3 billion VND/year.
Using 20W compact light bulbs to light up dragon fruit to produce off-season flowers is 4 times more durable and saves 2/3 of the electricity compared to 60W incandescent light bulbs for similar results; helps reduce the capacity of the electrical system, reducing the pressure on the demand for electricity to supply the dragon fruit fumigation areas in the area.
The Department of Industry and Trade of Tien Giang province has recommended that farmers in the dragon fruit growing area replace incandescent lamps with compact lamps and LED lamps. Currently, 70% of households using dragon fruit lamps have switched to using LED lamps, which are highly efficient, energy-saving, and have a long lifespan.
Regarding the work of propagating electricity saving for dragon fruit growers, Mr. Tam said that every year, the unit coordinates with the Farmers' Association of Tien Giang province to organize propaganda sessions on safe, economical and efficient use of electricity; distribute leaflets and handbooks on electricity saving; regularly coordinate with local authorities in inspecting and guiding dragon fruit growers to use electricity economically and safely.
