The delegation of the Provincial People's Council visited the Kingdom of the Netherlands

Joining the delegation were comrades: Tran Song Tung, member of the Provincial Party Standing Committee, Vice Chairman of Ninh Binh Provincial People's Committee, Deputy Head of the delegation; Bui Mai Hoa, member of the Provincial Party Standing Committee, Head of the Propaganda Department of Ninh Binh Provincial Party Committee; leaders of a number of departments, branches, localities, Committees, and delegation groups of the Provincial People's Council.

* The delegation had a working session with the Netherlands Development Organization (SNV). Welcoming and working with the delegation were Mr. Wim Spieringhs, Global Technical Advisor on Crop Production and Comprehensive Value Chain Development; Mr. Harko Koster, Advisor on Food and Climate Change in Asia and Africa.

The Netherlands Development Organization is an international development organization founded in 1965 in the Netherlands, focusing on capacity building for local organizations and businesses to reduce poverty. SNV operates in many countries in Asia, Africa and Latin America and has been present in Vietnam since 1995.

At the meeting, the two sides exchanged and discussed issues on the agricultural-food, energy and water systems to better support the lives of Ninh Binh people through sustainable agricultural and tourism development. In the spirit of cooperation and support, the Netherlands Development Organization shared many experiences and solutions on climate change adaptation in agricultural production, aquaculture, effective use of water resources, as well as experiences and solutions to create livelihoods for communities to have a better life through sustainable agricultural and tourism development, suggesting solutions and projects for clean shrimp farming, mangrove forest development, biodiversity protection, etc.

* Next, the Provincial People's Council delegation had a working session with the Dutch PUM Organization. This is a Dutch non-governmental organization, established in 1978 by the Confederation of Dutch Industry and Employers and the Dutch Ministry of Foreign Affairs. During its operations, PUM has cooperated with more than 40,000 businesses worldwide and currently maintains a team of more than 1,200 consultants, making recommendations to businesses in more than 30 sectors of the economy. With the goal of supporting capacity building for small and medium-sized enterprises (SMEs) in developing countries, each year PUM implements about 1,500 projects in many countries.

At the meeting, the two sides had an open and frank discussion on issues of mutual concern such as supporting Ninh Binh province's SMEs in transferring knowledge, experience, and vocational training; establishing, consolidating, and expanding relations with Dutch and EU partners; planning and orientation for green economic and circular economic development; developing cultural industries; and building Ninh Binh into a tourism center of Vietnam and the world.

The two sides also shared the difficulties and challenges of Ninh Binh province in the process of implementing the goals, including aspects in which PUM has strengths with many specific models and solutions suitable for the locality. Through the working session, the two sides agreed on a number of important contents and directions that need to be further studied and discussed to clarify the goals and cooperation mechanisms through specific projects in the coming time.

* During the working trip to the Kingdom of the Netherlands, the Delegation had a working session with the City Council of Den Haag (The Hague, The Hague). Receiving and working with the Delegation were City Council members: Mr. Vincent Thepass in charge of energy transition and climate change adaptation, public housing, migrant workers and food security; Ms. Hera Butt in charge of education, inequality, economy, public order and safety, international issues...

At the meeting, Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, briefly introduced the history, geography, socio-economic development situation of the province; at the same time, briefly introduced the activities of the Ninh Binh Provincial People's Council; the development potential of the province and the orientations for promoting trade, investment, culture and education of the province in the coming time.

With the orientation of "Green and Sustainable" economic development, taking the preservation and promotion of the value of cultural and historical heritage and the fine traditions of the people of the ancient capital as a resource and driving force for development, in the coming time, we hope that Ninh Binh province and Den Haag city will promote more exchange and cooperation activities for mutual development. Thereby contributing to promoting the cooperative relationship between the two localities, expanding diplomatic relations for the development of the two countries Vietnam - Netherlands.

At the meeting, the two sides exchanged and discussed issues related to city administration, public policy issuance, public services, cultural and educational development, and trade and investment promotion between the city of The Hague and Ninh Binh province. At the same time, they shared many experiences on the Council's operation methods, methods of receiving and resolving opinions, aspirations of voters and people; shared about the orientation of public service innovation, economic development, culture - society, education, and tourism in the coming time.

* During their stay in the Netherlands, the Delegation had a working session with the Vietnamese Embassy in the Kingdom of the Netherlands. Receiving and working with the Delegation were Mr. Ngo Huong Nam, Ambassador Extraordinary and Plenipotentiary of Vietnam in the Netherlands and officers and staff of the Embassy.

Speaking at the meeting, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council Mai Van Tuat expressed his pleasure to visit the Embassy and work with Ambassador Ngo Huong Nam; and sincerely thanked the Ambassador and the Embassy staff for taking the time to welcome and work with the delegation.

Briefing the Ambassador on the socio-economic situation of the province in recent times, especially the desire to promote cooperative relations with Dutch partners, the Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council said: With the aspiration to develop Ninh Binh to make a breakthrough, becoming a fairly developed province in the Red River Delta region according to the goals of the Resolution of the 22nd Provincial Party Congress, term 2020-2025, right from the first years of the term, Ninh Binh province has issued many policies to continue transforming the growth model towards green and sustainable. In particular, partners, investors, and businesses from the European region are one of the top priorities that Ninh Binh province is aiming to attract, focusing on the following areas: eco-tourism and high-class resort services; training high-quality human resources; building infrastructure for industrial parks, tourist areas, and urban areas; manufacturing and assembling automobiles; supporting industries for automobile manufacturing; electronic components manufacturing; clean, high-tech industries; high-tech agricultural development and agricultural processing. Special priority is given to attracting projects with modern, environmentally friendly technology, effectively using resources, minerals, and land, creating conditions and enhancing attraction and linkages with domestic and foreign enterprises and investors.

The Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council affirmed that the visit and work in the Kingdom of the Netherlands is an opportunity for Ninh Binh to continue to concretize Vietnam's diplomatic stance with the Netherlands - Vietnam's leading partner in trade, investment and cooperation on climate change adaptation.

In the coming time, Ninh Binh province hopes that the Vietnamese Embassy in the Netherlands and Ambassador Ngo Huong Nam personally will continue to support and be an important bridge to help Ninh Binh approach potential partners and investors from the Netherlands to Ninh Binh to learn about the potential, strengths and invest in Ninh Binh.

Ambassador Extraordinary and Plenipotentiary of Vietnam to the Netherlands Ngo Huong Nam was pleased to welcome the delegation of Ninh Binh province to visit and work in the Netherlands. The Ambassador also discussed the results of cooperation between Vietnam and the Netherlands in recent times. At the same time, he highly appreciated Ninh Binh province for choosing the Netherlands as a partner to attract investment in the current period. In building partnerships with Dutch organizations and enterprises, Ninh Binh province needs to pay special attention to the outstanding strengths of the Netherlands such as agriculture, adaptation to climate change, etc. The organizations that the delegation met and worked with during this visit all have strengths that Ninh Binh province is looking forward to cooperating with. In the coming time, the Vietnamese Embassy in the Netherlands will continue to closely coordinate and actively support the province in connecting and building cooperative relationships with Dutch organizations, enterprises and investors to explore opportunities and cooperate with Ninh Binh province.
