Listened to representatives of Quang Yen Town People's Committee and provincial departments and branches report on the implementation of the work contents to build the dossier to submit to UNESCO for recognition of Bach Dang Stake Fields in the Complex of Monuments and Landscapes of Yen Tu - Vinh Nghiem - Con Son, Kiep Bac in the three provinces of Quang Ninh, Bac Giang, Hai Duong as World Heritage.

According to the assessment of Ms. Ichita Shimoda, a Japanese international consultant, the nomination dossier for the Bach Dang Historical Site in the Yen Tu - Vinh Nghiem - Con Son - Kiep Bac Monuments and Landscape Complex to be recognized as a World Heritage Site must meet the technical requirements guided by the implementation of the World Heritage Convention.
To prove and affirm the value of the relic in the heritage complex, it is necessary to synthesize, clarify and write a story about the value of the relic, in which it is necessary to clearly identify the reason for including Bach Dang Stake Fields in the dossier, clearly analyze the significance, outstanding global value and integrity of the relic in relation to other relic sites in the Yen Tu - Vinh Nghiem - Con Son, Kiep Bac relic and landscape complex to submit to UNESCO for recognition as a World Heritage Site.
According to Ms. Ichita Shimoda, to ensure the provision of complete information in the dossier, it is necessary to supplement images of the relic complex according to the correct size, standards, and regulations; at the relic sites, there must be planning maps, relic protection zoning maps, with boundary markers, zoning, current area description, buffer zone planning calculations, and management mechanism determination; a system of records, thematic reports, drawings; a system of related legal documents; a system of photos of the nominated heritage site and buffer zone... The quality, content, and components of the dossier are carried out in accordance with the guidelines for implementing the 1972 UNESCO World Heritage Convention.

This is a trial assessment step by the ICOMOS expert team to directly advise on the completion of the dossier, before UNESCO experts officially assess at the end of August the dossier nominating the Yen Tu - Vinh Nghiem - Con Son, Kiep Bac Monuments and Landscape Complex to submit to UNESCO for recognition as a World Heritage Site.
After a long period of construction, preparation and completion, on January 26, 2024, the scientific dossier of the Yen Tu - Vinh Nghiem - Con Son - Kiep Bac Monuments and Landscape Complex was submitted to UNESCO for consideration of being listed as a World Heritage Site. The dossier was chaired by the People's Committee of Quang Ninh province, in coordination with the People's Committees of Bac Giang and Hai Duong provinces. The dossier includes 2,139 pages of documents in Vietnamese and English translation, 101 diagrams, maps, 196 architectural drawings, 260 archaeological drawings, 1,141 photos, recreating historical, cultural, architectural values, intangible and tangible heritages and a master management plan across the three provinces of Quang Ninh, Hai Duong and Bac Giang.
This is a scientific dossier submitted with many criteria according to the 1972 Convention, both researched, demonstrated, and written with fast, positive, and urgent progress. To demonstrate, declare, and affirm the value of the complex, the three provinces of Quang Ninh, Bac Giang, and Hai Duong have simultaneously directed the implementation of research methods, demonstrated, synthesized, clarified, and wrote stories about the value of the relic complex. In particular, many international seminars and conferences were organized to determine the outstanding global value of the Yen Tu relic complex, implemented scientific research topics, collected and synthesized documents, and organized excavations and archaeology.
The dossier gathered more than 100 experts in many fields of research, writing dossiers and inviting international experts to survey and work with domestic experts to build the dossier, including many leading experts from the Vietnam Archaeological Association, UNESCO, Karst Center and Geological Heritage...
This is the first heritage profile in Vietnam following a chain of 18 heritage clusters with 32 relic sites in inter-provincial areas, large areas, and complex mountainous terrain.
In the response document, UNESCO stated that the nomination dossier for the Yen Tu - Vinh Nghiem - Con Son and Kiep Bac Monuments and Landscape Complex meets all technical requirements as guided by the World Heritage Convention. At the same time, it requested to provide additional images of the monument complex in accordance with the correct size, standards and regulations. The dossier will also be sent to the International Council on Monuments and Sites (ICOMOS). Based on the evaluation of the dossier, UNESCO agencies have sent a team of experts to survey and evaluate the site.
