The village is changed
In recent years, many ethnic minority and mountainous areas (EM&M) in Thuan Chau district have undergone a "makeover", especially in remote villages. The dilapidated houses have now been given a new look, and many clean concrete roads have been built to connect to the alleys of people's houses. The system of schools, medical stations, and cultural houses has been newly invested and modernized. This is the result of the efforts of authorities at all levels and people in effectively implementing ethnic policies.
For example, in Chieng Pha and Chieng La communes, Thuan Chau district, thanks to the effective implementation of projects and sub-projects from the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas for the period 2021 - 2030; Phase I: From 2021 - 2025 (abbreviated as National Target Program 1719), people's lives have changed a lot, most poor households have been supported with capital to build houses, supported to change jobs, or borrow capital to develop the economy and escape poverty.
In 2 years (2022-2023), the communes have allocated 3.2 billion VND to support housing for 120 poor households under Program 1719 and help change jobs for more than 320 poor households lacking production land. In 2024, the district continues to allocate capital to support job change for 858 poor households lacking production land in the area.
Thanks to the support from the National Target Program 1719, families in communes in Thuan Chau district have built houses after many years of dreaming. "Poor families, having to worry about making ends meet and raising children is already difficult, let alone thinking about a decent house. But thanks to the support of the State, along with the savings, the family has a solid house, a new home to settle down and start a business," the people shared.
In the highland communes of Thuan Chau district, from the resources of the National Target Program 1719, the government has supported the settlement of housing, land and job conversion for the poor. At the same time, it has promoted livelihood support, developed production according to the value chain; invested in essential infrastructure to serve the production and life of the people.
“Resources from ethnic programs and policies have had a strong impact, helping poor, near-poor, and newly escaped-poverty households in the locality to develop the economy, eliminate hunger, and reduce poverty,” affirmed Mr. Thao A Sua - Chairman of the People's Committee of Co Ma commune, Thuan Chau district.
Promoting poverty reduction
Head of the Ethnic Affairs Department of Thuan Chau District (Son La) Lo Van Quy shared that in recent times, programs and policies have been effectively implemented and targeted to the right subjects, contributing to promoting socio-economic development. In particular, the effective implementation of the National Target Program 1719 has helped many localities invest in infrastructure, support housing and livelihoods for people.
From the support capital, people have boosted production, increased income, improved quality of life, and contributed to reducing the poverty rate in ethnic minority areas in Thuan Chau district.
Mr. Ha Trung Thang - Member of the District Party Executive Committee - Vice Chairman of Thuan Chau District People's Committee, said: In recent years, the locality has been very determined in implementing ethnic policies and guidelines to enhance poverty reduction for ethnic minority and mountainous areas, including promoting the implementation of projects and sub-projects from national target programs, to support ethnic minority people to escape poverty sustainably.
“The locality is determined to disburse 100% of the capital in 2022-23 and 2024, and for the capital in 2025, the locality will strive to disburse 100%. In the coming time, the district will have instructions and urge agencies, units and localities to allocate and disburse to implement projects. For some sub-projects and projects with slow disbursement progress, we will find ways to resolve them to speed up implementation,” said Mr. Ha Trung Thang - Member of the District Party Committee Executive Committee, Vice Chairman of the District People's Committee.
