Speaking at the Conference, Comrade Lo Van Tien - Vice Chairman of the People's Committee, Head of the Steering Committee for Human Rights of Dien Bien province said that recently, the political security situation in the province has been maintained and stable, with no complicated incidents related to human rights violations.
However, there are still many hidden complex factors; hostile and reactionary elements take advantage of ethnic, religious, democratic and human rights issues to propagate against the Party and State, and to divide the great national unity bloc.

The most prominent are the complicated propaganda activities to establish a "Mong State" on cyberspace; the activities of exploiting religion, propagating heretical religions, especially "Giê sua" and "bà cô Dợ" have not been thoroughly resolved; drug crimes have complicated developments, are reckless in nature, and are ready to use hot weapons to fight back against the authorities when discovered and arrested.

The Head of the Dien Bien Provincial Human Rights Steering Committee emphasized that this is an important conference to raise awareness and responsibility of all levels, sectors, political and social organizations, and especially cadres directly advising and implementing human rights work in the province.
At the Conference, delegates were presented by reporters from the Standing Office on Human Rights and the Central Committee for Religious Affairs on the topics: "Human rights work in the new situation..."; "Ensuring freedom of belief and religion...".
The reporters provided a lot of new information on activities that exploit ethnicity, religion, democracy, and human rights to sabotage Vietnam; information on human rights and the viewpoints, guidelines, and policies to ensure human rights of our Party and State. At the same time, they shared experiences in fighting against activities that exploit human rights issues in the new situation.

In his closing speech at the Conference, on behalf of the Standing Office of the Dien Bien Provincial Human Rights Steering Committee, Colonel Vu Tien Dung - Deputy Director of Dien Bien Provincial Police requested that agencies, units and localities need to grasp the public opinion situation; proactively prevent, combat and stop the activities of hostile forces and bad elements taking advantage of ethnic, religious, "democracy" and "human rights" issues; step up information and propaganda work on achievements in ensuring human rights and strongly fight against false, hostile, distorted and false allegations that cause division in the great solidarity bloc.
Agencies, units and localities need to proactively review, develop, revise, supplement and organize the implementation of plans and projects for the struggle and protection of human rights based on their functions and tasks; promptly overcome loopholes and shortcomings related to the implementation of assigned functions and tasks, not allowing bad elements and hostile forces to take advantage of them to conduct activities that violate democracy and human rights, and sabotage security and order in the area, contributing to absolutely protecting the safety of activities commemorating the 70th anniversary of Dien Bien Phu Victory (May 7, 1954 - May 7, 2024).
