The National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 Period (National Target Program 1719) is both a resource and a driving force to fundamentally address the urgent needs of the people in the "core poor" areas of Dien Bien province. With the highest determination, Dien Bien province is accelerating to implement the component projects of National Target Program 1719 to "finish" on time the set goals. Breakthrough decision

Dien Bien is a mountainous, border province. The whole province currently has 646,182 people, including 19 ethnic groups living together. Of which, the largest are Mong (38.12%), Thai (35.69%) and Kinh (17.38%).

Other ethnic groups account for only a small proportion of the province's total population. Of which, the Khmu ethnic group accounts for 3.3%; Dao 1.11%; Khang 0.87%; Lao 0.86%; Ha Nhi 0.76%; Hoa 0.49%; Xinh Mun 0.39%; Tay 0.28%; Muong 0.22%; Cong 0.19%; Nung 0.15%; Tho 0.05%; Phu La 0.04%; Si La 0.04%; San Chay 0.03%; the rest are other ethnic groups, accounting for 0.3% of the province's population.

Dien Bien province strives to have the average annual poverty rate of the whole province decrease by 4% or more by 2025; have at least 01 poor district and over 31 extremely disadvantaged communes escape poverty and extreme poverty.

According to Mr. Giang A Dinh, Head of the Ethnic Minorities Committee of Dien Bien province, in recent years, the province has focused on drastically and effectively implementing ethnic programs and policies in the area. Thanks to that, the appearance of ethnic minority areas has improved a lot; the lives of ethnic minorities in Dien Bien province have been raised a step. However, in general, the ethnic minority areas of Dien Bien province are still very difficult. In the period of 2021 - 2025, the whole province has 129 communes, wards and towns (collectively called communes), of which 126 communes are in ethnic minority and mountainous areas; of which there are 93 communes in area III and 57 extremely difficult villages in communes in area II and area I.

In order to create a breakthrough for the "core poor" area, on December 10, 2021, the Dien Bien Provincial Party Committee issued Resolution No. 17-NQ/TU on socio-economic development of ethnic minority and mountainous areas, associated with the implementation of the goal of sustainable poverty reduction and social security in Dien Bien province for the period 2021 - 2025, with a vision to 2030. The Action Program to implement Resolution No. 17-NQ/TU was approved by the Dien Bien Provincial People's Committee in Decision No. 351/QD-UBND dated February 18, 2022.

The Action Program of the People's Committee of Dien Bien province sets many specific goals and targets for socio-economic development in ethnic minority and mountainous areas, in conjunction with the implementation of sustainable poverty reduction and social security goals. In particular, in terms of living standards, the province strives to achieve a gross domestic product (GRDP) per capita of over 60 million VND/year by 2025; the poverty rate among ethnic minorities will decrease by an average of 5% or more.

This is not an easy goal to achieve because in 2021, the province's GRDP per capita only reached 34.96 million VND/year. By the end of 2021, according to the multidimensional poverty standard, the whole province still had 47,233 poor households, accounting for 34.90% (46,804 poor households were ethnic minorities).

After nearly 4 years of implementing Resolution No. 17-NQ/TU, Dien Bien province has achieved remarkable achievements in socio-economic development of the province's ethnic minority areas; especially in poverty reduction and improving people's lives.

Data in the Political Report of the 4th Congress of Ethnic Minorities in Dien Bien Province - 2024, which was recently held on November 8, shows that in the period of 2021 - 2024, the province will reduce the number of poor households among ethnic minorities by 6.025% per year on average; the average income is expected to reach 46.51 million VND/person by the end of 2024.

According to Mr. Giang A Dinh, Head of the Ethnic Minorities Committee of Dien Bien province, one of the resources and at the same time the driving force of that result is the National Target Program 1719. In the period of 2021 - 2025, the total capital mobilized to implement the National Target Program 1719 in the province is 3,473,882 billion VND, of which 3,161,879 billion VND is the Central Budget Capital.

By the end of June 2024, the province had disbursed 56.34% of the assigned capital plan. At this point, the province had completed 14 main targets of the National Target Program 1719; many of which were exceeded, such as: The poverty rate decreased by 6.025%/year; the rate of villages with paved roads to the center reached 78.70% (the target was 70%); the rate of ethnic minorities using hygienic water reached 93.20% (the target was 85%).

Timely adjustment

The National Target Program 1719 has had a clear impact on the socio-economic development of ethnic minority areas in Dien Bien province. This is the driving force for the province to accelerate the implementation of component projects of the Program, creating a foundation for implementing ethnic policies in the period after 2025.

To achieve the goals of the National Target Program 1719 in the locality, one of the key tasks of Dien Bien province is to focus on removing difficulties and obstacles in the implementation process and speeding up the disbursement of capital. Currently, many localities in the province have not been able to disburse capital for some policy contents of the National Target Program 1719.

By the end of June 2024, the rate of villages with paved roads to the center in Dien Bien province reached 78.70%, exceeding the target set by National Target Program 1719.

In Tua Chua district, according to Report No. 81/BC-PDT dated September 6, 2024 of the District People's Committee, this locality has not been able to disburse capital for Project 1 "Solving the shortage of residential land, housing, production land, and domestic water", with a total central budget capital of more than 7.51 billion VND; as for the content of support for production land and total job conversion, the district is reviewing the beneficiaries.

Not only Tua Chua district but most localities in the province still have problems in the implementation of projects and sub-projects under the National Target Program 1719, especially regarding career capital.

In September 2024, the People's Council of Dien Bien province conducted a thematic supervision of the implementation of the National Target Programs in 8 districts: Dien Bien, Muong Nhe, Nam Po, Tua Chua, Muong Ang, Muong Nhe, Muong Cha, Dien Bien Dong, Tuan Giao and a number of departments and branches. The difficulties and obstacles in the implementation process at the grassroots level were recorded and summarized by the supervision delegations to make recommendations to competent authorities for resolution.

Through the monitoring results, the People's Council of Dien Bien province assessed that, besides some subjective reasons, many objective reasons have caused the disbursement of some projects to be behind schedule, even at risk of not being implemented.

For example, with Sub-project 2: "Supporting the development of production according to the value chain, precious medicinal herb growing areas, promoting business start-ups, startups and attracting investment in ethnic minority and mountainous areas" of Project 3 under the National Target Program 1719, currently localities in the province are almost unable to implement.

With the National Target Program 1719, Dien Bien province adjusted the budget in 2024 to implement Project 1 from 20,787 billion VND to 10,133 billion VND; adjusted the capital to implement Project 4 from 34,688 billion VND to 172,712 billion VND; adjusted the capital to implement Project 9 from 143,205 billion VND to 4,981 billion VND;...

The reason is that, according to regulations, the supply and use of local breed sources must comply with current regulations on the management of livestock breeds and livestock breed products according to the Law on Animal Husbandry. However, the entire Dien Bien province currently has no facilities or units supplying grass-fed livestock breeds (buffalo, cows, goats) that meet the prescribed standards.

According to Mr. Nguyen Phi Song, Director of the Department of Planning and Investment of Dien Bien province, to ensure the progress of disbursement of public investment capital and promptly remove difficulties for localities in implementing the National Target Programs, the unit has advised the Provincial People's Committee to adjust the increase and decrease of the public investment plan for the period 2021-2025 in the programs.

On October 14, 2024, Chairman of Dien Bien Provincial People's Committee Le Thanh Do signed Decision No. 1830/QD-UBND on adjusting the task of spending additional central budget funds with targets for localities in 2024 and the previous year's extended capital transferred to units implementing a number of contents of the National Target Programs, period 2021 - 2025.

For the National Target Program 1719, the People's Committee of Dien Bien province decided to adjust down 94,970 billion VND of a total of 95 projects; at the same time, adjust up the corresponding capital source for 26 projects.

According to Mr. Giang A Dinh, Head of the Ethnic Minorities Committee of Dien Bien province, the adjustment of capital sources to implement a number of projects under the National Target Program 1719 is absolutely necessary, helping localities in the province to be more determined and make more efforts to effectively implement projects and sub-projects, thereby completing the set goals. In the coming time, the Ethnic Minorities Committee will continue to coordinate with departments, branches and localities to review and advise the Provincial People's Committee to integrate support policies to ensure consistency and synchronization in scope, objects, content, and funding levels in accordance with the reality of each locality; not to prescribe too much detail so that investment implementation is focused, key, and easy to implement at the grassroots level.

The resources of the National Target Program 1719 have significantly contributed to Dien Bien province accelerating the process of building new rural areas (NTM). It is estimated that by the end of 2024, the whole province will have 05 communes meeting advanced NTM standards, 25/115 communes meeting NTM standards; 200 villages and hamlets recognized as meeting NTM standards and model NTM standards. The province strives to have 01 model NTM commune, 09 communes meeting advanced NTM standards, 76 communes meeting and basically meeting NTM standards by the end of 2025; 650 villages and hamlets recognized as meeting NTM standards and model NTM; 02 district-level units completing the task of building NTM: Dien Bien Phu City and Muong Lay Town.
