People's sovereignty comes into reality

President Vo Van Thuong clarified the results of 20 years of implementing Resolution No. 23-NQ/TU of the 9th Central Executive Committee on "Promoting the strength of great national unity for a rich people, a strong country, a fair, democratic and civilized society"; explained the issuance of Resolution No. 43-NQ/TU by the 13th Central Executive Committee on November 24, 2023 on "Continuing to promote the tradition and strength of great national unity, building an increasingly prosperous and happy country" and introduced the main contents and organization of the implementation of Resolution No. 43-NQ/TU.

According to the President, after 20 years of implementation, our country has basically completed the main goals, viewpoints, policies and solutions set forth in Resolution No. 23-NQ/TU.

Many Party guidelines, State policies and laws have been issued to strengthen the great national unity bloc, focusing on promoting socio-economic development, and caring for the material and spiritual life of the people. The strength of the great national unity bloc has been constantly consolidated, enhanced and promoted on the basis of the alliance between the working class, the peasantry and the intelligentsia.

“ The working class has been raised in many aspects, contributing significantly to structural transformation, promoting growth and improving the quality of the economy. In 2003, the working class had about 8 million people, now it has increased to 17 million, of which 11 million are union members. The peasant class has many important changes, becoming the main subject in building new rural areas, developing agriculture and rural economy in a modern direction. The intellectual team has increased rapidly in quantity and quality, promoting its role in all areas of social life, making practical contributions to the cause of industrialization, modernization of the country and international integration...

Comrade Vo Van Thuong affirmed that the people's right to mastery is respected, increasingly put into practice, and publicity, transparency, and accountability are enhanced. However, the concretization and implementation of the Party's guidelines and policies, the State's policies and laws on promoting the strength of the great national unity bloc in a number of fields and localities have not been very effective, and have not yet aroused and developed the great potential of the people. Some policies are not close to reality, and there are many difficulties and obstacles in implementation. The lives of a part of the people, especially in ethnic minority areas, mountainous areas, remote areas, border areas and islands, are still difficult. Ensuring the mechanism of "Party leadership, State management, People mastery" and the motto "People know, people discuss, people do, people inspect, people supervise, people benefit" still have some limitations. The innovation of the content and methods of operation of the Vietnam Fatherland Front and socio-political organizations, promoting the role and effectiveness of mass organizations, especially at the grassroots level, has not met the requirements...

The awareness of some Party committees and organizations is not complete and profound about the position and importance of promoting the tradition and strength of great national unity; the Party's guidelines and policies have not been strictly implemented. A number of cadres, Party members, civil servants and public employees lack exemplary behavior, are not really close to the people, do not respect the people, do not listen to and promptly resolve recommendations related to the people's legitimate and legal rights and interests...

The Party's important and consistent strategic line

Faced with the increasingly high demands of the cause of national construction and defense, the Central Committee unanimously issued Resolution No. 43-NQ/TU to continue promoting the tradition and strength of national solidarity, enhancing social consensus, strongly arousing patriotism, national self-reliance, belief, aspiration to contribute and build an increasingly prosperous and happy country; contributing to the successful implementation of the goal that by 2030, Vietnam will be a developing country with modern industry and high average income, and by 2045, become a developed country with high income following the socialist orientation.

Resolution No. 43-NQ/TU clearly states four leadership and direction viewpoints; in which it continues to identify that national great unity is a precious tradition, an important and consistent strategic line of the Party; a great source of strength, a decisive factor for the victory of the cause of building and defending the Fatherland.

The solid foundation of national solidarity is the alliance between the working class, the peasantry and the intelligentsia led by the Party; the strong relationship between the Party and the people, the people's trust in the Party, the State and the regime; solidarity within the Party, solidarity between social strata, between the community of Vietnamese ethnic groups, between religious and non-religious compatriots, between followers of different religions, between Vietnamese people at home and abroad; solidarity between the Vietnamese people and peace-loving, progress-loving people in the world.

We take the goal of building a prosperous and happy Vietnam; becoming a developed, high-income country by 2045 as a common point to motivate and encourage people to unite and join hands for the future of the nation and the happiness of the people. "Each person has their own way of loving their country, but the common point is the goal of building our country to be prosperous and happy, specifically by 2045, making our country a developed, high-income country," the President shared.

According to comrade Vo Van Thuong, national solidarity must be associated with promoting socialist democracy, respecting, ensuring and protecting human rights, civil rights and the people's right to mastery in all areas of social life. That is also to properly resolve the legitimate and legal rights and interests, improve the people's lives; ensure fairness and equality among ethnic groups, social classes and of each person in accessing opportunities, contributing to the country and enjoying the fruits of development.

Great solidarity is the cause of all people, the responsibility of the Party and the entire political system. Solidarity within the Party is the nucleus, the solid foundation for building solidarity within the political system, great national solidarity and international solidarity. The Vietnam Fatherland Front and socio-political organizations play a core political role in gathering, uniting, and strongly promoting all resources, potentials, and creativity of the People for the cause of building and defending the Fatherland.

According to President Vo Van Thuong, Resolution No. 43-NQ/TU identifies 7 main groups of tasks and solutions.

In particular, the top task and solution is to raise awareness and responsibility of Party committees, Party organizations, political systems and people about the position and importance of promoting the tradition and strength of great national unity. Along with strengthening propaganda and education, all levels and sectors must strengthen their grasp of the thoughts and aspirations, sincerely listen to contributions, promptly resolve the legitimate and legitimate thoughts and aspirations of voters and people; promote the responsibility of Party committees, political systems at the grassroots level, cadres and Party members; promote the role of prestigious people among ethnic minorities, dignitaries and officials in religions to contribute to propaganda, mobilization, creating social consensus, encouraging people to actively participate in the implementation of socio-economic development tasks, ensuring national defense, security and foreign affairs of localities and the country; build a clean and strong Party and political system.

Along with that, we must focus on building solidarity and unity within the Party, the political system and among the people. We must heighten our vigilance, proactively identify, detect early and from afar, prevent, combat and promptly handle plots, tricks and actions that divide the Party, the State and the people, and sabotage the great national unity bloc.

It is also the task and solution to perfect the guidelines and policies on great national unity, arouse the will and aspiration to develop the country; build and rectify a clean and strong Party; strengthen solidarity within the Party, maintain the Party's leading role in building and promoting the tradition and strength of great national unity; enhance the role, effectiveness and efficiency of the State's operations in promoting the tradition and strength of great national unity; promote socialist democracy, the potential and creativity of the People; innovate the content and methods of operation of the Vietnam Fatherland Front and socio-political organizations; promote mass mobilization work, mobilize all resources for national development; organize practical and effective patriotic emulation campaigns and movements...
