Through mechanisms, policies, and many effective methods, Quang Ninh is focusing on improving the material and spiritual life of rural people, with the goal of allowing everyone to enjoy the fruits of development.

In the 2024-2025 school year, Quang La Kindergarten (Ha Long City) will be invested in building additional classrooms, functional rooms, technical infrastructure works and auxiliary items for 3 school locations: the central location, Xom Moi location and the comprehensive school location. The total investment is 14.3 billion VND. The completed project will meet the criteria of a national standard school level II, contributing to building Quang La commune to achieve advanced NTM and model NTM in the period of 2023-2025. Teacher Hoang Thi Thanh Nga, Principal of Quang La Kindergarten, said: The school's investment in building new classrooms and auxiliary works helps improve the quality of education and child care, while providing a better learning and playing environment for children, so that every day at school is a happy day.
In addition to investment in education, in many rural areas, infrastructure works for transportation, irrigation, electricity, water, cultural institutions, etc. have also received investment attention, creating favorable conditions for people in developing production and daily life. At the end of 2023, the project to renovate and upgrade the inter-commune road Huc Dong - Dong Van, Cao Ba Lanh connecting to National Highway 18C was completed and put into use. The route has a total length of over 43km, the asphalt road surface is 5.5m wide, passing through 3 communes Huc Dong, Hoanh Mo, Dong Van (Binh Lieu district) and is divided into 2 routes (Huc Dong - Dong Van route is 28.82km long; Cao Ba Lanh route connecting to National Highway 18C is 14.45km long).
The renovation and upgrading of the road not only facilitates people's travel, but also promotes socio-economic development in the highlands and difficult areas of Binh Lieu district. Ms. Tran Thi Ngan (Po Dan village, Huc Dong commune) happily said: In previous years, travel was very difficult, now there are new roads and bridges, travel is more convenient, children go to school without worrying about flooding or slippery roads. Now, having a chicken, a pig or a little star anise, pine resin to sell is also easier.

Along with the attention and investment in rural infrastructure and production development, in recent times, Quang Ninh has also focused on synchronously implementing social security policies, especially solving urgent problems related to people's lives such as housing, domestic water... In particular, the program to eliminate temporary and dilapidated houses of the province was strongly implemented and completed by the end of 2023, which is a typical proof of the viewpoint "For every citizen to live happily and enjoy the fruits of socio-economic development".
Implementing this program, the whole province mobilized nearly 33 billion VND with the participation of the Vietnam Fatherland Front, socio-political organizations and people in the province to support the construction and repair of 441 houses for poor households and households with difficulties to settle down and find a job. Ms. Tran Thi Bich (village 4, Quang Minh commune, Hai Ha district) said: At the end of 2023, my family received 80 million VND in support to build a new, more spacious and solid house. Neighbors supported materials and donated many essential household items. The worry every time there is a storm is no longer there, my family's dream has now come true thanks to the attention of the Party Committee, government and organizations.

To improve the living standards of the people, especially households in ethnic minority, mountainous, border and island areas, the Provincial People's Council issued Resolution No. 13/2023/NQ-HDND stipulating multidimensional poverty standards applicable in the province for the period 2023-2025 with a poverty standard about 1.4 times higher than the current Central poverty standard.
Along with that, the province has allocated over 255 billion VND to support poor and near-poor households. This policy will help Quang Ninh expand coverage to help disadvantaged and disadvantaged people get closer to the minimum living standard in the locality, helping the poor have the opportunity to access basic social services, stabilize and improve the quality of life.
