According to the Project recently submitted by the Vietnam Road Administration to the Ministry of Construction, the four expressways Mai Son - National Highway 45, National Highway 45 - Nghi Son, Nghi Son - Dien Chau, Vinh Hao - Phan Thiet do not fully meet the requirements of the Road Law, so the lowest fee proposed is 900 VND/km for vehicles with less than 12 seats and trucks under 2 tons.
Phan Thiet - Dau Giay Expressway has fully met the regulations on toll collection conditions (4-lane road, with continuous emergency lanes) and is proposed to have the lowest toll of 1,300 VND/km.

Vietnam Road Administration calculates that when collecting tolls on the above 5 highways, after deducting the collection costs, each year the budget will pay about 1,700 billion VND.
At the beginning of the year, the Vietnam Road Administration drafted two toll rates. Rate 1 applies to completed, standard highways; rate 2 applies to highways that do not meet standards, such as those without rest stops, emergency lanes, or service roads. The specific toll rates are as follows (VND/km):

Regarding the toll collection period, according to Circular No. 23/2023 of the Ministry of Finance, the Vietnam Road Administration stated that the depreciation period for machinery, equipment serving general operations and office machinery and equipment is from 5 to 8 years. Therefore, this agency proposed a 7-year asset exploitation period. The Administration will manage the collection, payment and use of expressway tolls; at the same time, inspect the activities and revenue from toll collection services of the operating units and service providers, ensuring correct and sufficient collection.
Currently, the country has 12 expressways that are owned by the State and directly managed and operated under the management of the Ministry of Construction. In addition to the 5 expressways mentioned above, 7 projects have been exploited but are not yet eligible for toll collection, including: Hanoi - Thai Nguyen, Lao Cai - Kim Thanh, Cao Bo - Mai Son, Cam Lo - La Son, La Son - Tuy Loan, Ho Chi Minh City - Trung Luong. The Department of Roads will study to continue to develop an exploitation project in the next phase.
The Road Law passed by the National Assembly on June 27, 2024 has added many regulations on management and investment in road infrastructure development, including collecting usage fees for vehicles traveling on state-invested highways.
