Proposal to exempt tuition fees for students at all levels

The Department of Education and Training of Ho Chi Minh City has just drafted a proposal to develop a Resolution on specific policies to support tuition fees for preschool children, public and non-public high school students, and continuing high school students in Ho Chi Minh City from the 2025-2026 school year (excluding students studying at foreign-invested educational institutions).


Previously, the Ho Chi Minh City People's Council approved a plan to exempt tuition fees for secondary schools, with a total implementation cost of about VND237 billion. Preschool children aged 5 and primary school students are exempted according to the Education Law. Currently, preschool children under 5 years old and high school students in the regular education system must pay tuition fees. According to calculations, if approved, the estimated budget for implementing the policy for the 2025-2026 school year is VND653 billion (public: VND423 billion, non-public: VND230 billion).

To date, there are 7 localities nationwide that exempt all tuition fees for students and preschool children, including: Quang Nam, Yen Bai, Quang Ninh, Khanh Hoa, Hai Phong, Da Nang, Ba Ria - Vung Tau. If Ho Chi Minh City also exempts tuition fees for students at all levels, it will be good news for many families here. However, the problem that many parents are concerned about is whether the socialized revenues can be managed or not?

For a long time, parents have been very worried when the parent-teacher association, in the name of socialization, has collected many unreasonable fees. Although according to regulations, these are voluntary fees and are not forced, when implemented in classes, most of them have the same level of fees. Not to mention that some families have taken the lead in contributing much larger amounts, causing other parents to feel more or less pressured and find it difficult to refuse to pay the leveling fee even if they do not support it. Not only related to repairs and purchases of equipment and facilities for classrooms and schools, contributions come in many forms, each place is different with different amounts of money. In the context of a class of several dozen students, there will certainly be differences in living conditions, so not every family can follow these levels of contributions, but because they do not want their children to be isolated, most parents accept to pay.

For example, in Hanoi, just last December, the parents' committee of an 11th grade class at Thang Long High School proposed to collect 800,000 VND/student for a class performance. For many families, this is a high fee. Many people think that this amount of money is too wasteful and expensive for a performance, but in fact, another class at this school collected more than 50 million VND for this activity.

Although the Ministry of Education and Training has actively implemented many measures in the past, the phenomenon of illegal collection is still complicated, especially at the beginning of each school year. Many new forms of mobilizing and receiving sponsorship from parents under the name of socializing education, "forcing" parents to voluntarily sponsor through the parent-teacher association and teachers, causing public outrage.

The tuition exemption and reduction policy that localities are trying to propose and implement is good news for many families. At the same time, parents all want to have more sanctions to completely handle the problem of overcharging in schools, including strong participation from localities in regulating the fees that can and cannot be collected along with the ceiling. Strengthen regular and unscheduled inspections and strictly handle violations if violations are detected to avoid the recurrence of the long-standing problem of overcharging, promoting the humane meaning of the tuition exemption and reduction policy to reduce pressure on families, so that all children have the opportunity to participate in learning.
