Preschool children under 5 years old, middle school and high school students in Ho Chi Minh City are exempt from tuition fees for the 2025-2026 school year.

On the afternoon of February 20, at the 21st session, the 10th term Ho Chi Minh City People's Council passed a resolution on a special policy to support tuition fees for preschool children under 5 years old, public and non-public high school students, and continuing high school students in the 2025-2026 school year.
Previously, Ho Chi Minh City had a policy of exempting tuition fees for secondary school students from the 2025-2026 school year.
According to the Ho Chi Minh City People's Committee, the tuition support for the 2025-2026 school year is intended to give all preschool children and primary school students at all levels in the city the opportunity to study without having to pay tuition.
This is also a gift from the city to mark the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025).

Group 1 is students studying at schools in Thu Duc City and districts: 1, 3, 4, 5, 6, 7, 8, 10, 11, 12, Binh Thanh, Phu Nhuan, Go Vap, Tan Binh, Tan Phu, Binh Tan.
Group 2 is students studying at schools in the districts: Binh Chanh, Hoc Mon, Cu Chi, Nha Be and Can Gio.
This support level is equal to the current monthly tuition fee that students at all levels have to pay (depending on whether they are in the inner city or suburbs).
The Ho Chi Minh City People's Committee estimates the implementation budget at about VND653 billion. Of which, the budget to support tuition fees for preschool children and public high school students is VND423 billion and for preschool children and non-public high school students is VND230 billion.
