Ho Chi Minh City People's Committee passed a Resolution exempting tuition for the 2025-2026 school year for more than 547,000 preschool and primary school students in the city.
On the afternoon of February 20, at the 21st session, the 10th term Ho Chi Minh City People's Council passed a Resolution on special policies to support tuition fees for preschool children under 5 years old, public and non-public high school students, and continuing education students at high school level in the 2025-2026 school year.
According to the Resolution, tuition support levels are divided into two groups of locations:
- Group 1, students studying at schools in Thu Duc City and Districts 1, 3, 4, 5, 6, 7, 8, 10, 11, 12, Binh Thanh, Phu Nhuan, Go Vap, Tan Binh, Tan Phu, Binh Tan.
- Group 2 includes students studying at schools in Binh Chanh, Hoc Mon, Cu Chi, Nha Be and Can Gio districts.

Ho Chi Minh City plans to spend 653 billion VND, of which 423 billion VND will support the public sector; 230 billion VND will be for the non-public sector.
The tuition support for the 2025-2026 school year aims to ensure that all preschool and primary school students in Ho Chi Minh City have the opportunity to study. This is also a gift from the City on the occasion of the 50th anniversary of the Liberation of the South and National Reunification Day (April 30, 1975 - April 30, 2025).
Ho Chi Minh City's tuition support level is equivalent to the monthly tuition fees that students at all levels must pay.
With this Resolution, Ho Chi Minh City becomes the 9th locality in the country to implement a tuition-free policy for all preschool and primary school students. Previously, the provinces of Da Nang, Ba Ria - Vung Tau, Hai Phong, Quang Ninh, Khanh Hoa, Quang Nam, Vinh Phuc, and Yen Bai implemented similar policies.
