One of the notable policies in the Teachers Law project is the salary policy and preferential allowances for the profession.

According to the draft, the salary scale of public preschool and primary school teachers will be adjusted to suit the nature and complexity of the work for teachers at all levels.

At the same time, the preferential allowance for teachers is expected to be adjusted to increase by 10% for preschool level and by 5% for primary level. The additional cost to pay teachers' salaries will be about 1,068 billion VND/month, meaning the budget must add 12,816 billion VND annually.

Regarding the regulations on teacher recruitment, the draft states that teachers who are on their first salary scale will be increased by 1 salary level in the administrative career salary scale system.

According to calculations by the Ministry of Education and Training, if this plan is implemented, the additional cost to pay teachers' salaries will be about 22 billion VND/month. That means the budget must add 264 billion VND annually.

Notably, the draft also proposes that the State will pay tuition fees for biological and legally adopted children of working teachers from kindergarten to university. Based on the age of the teacher and the estimated age of the child, the additional tuition fee that needs to be paid annually is more than VND9,200 billion.

Speaking at the meeting, National Assembly Chairman Tran Thanh Man suggested that the draft Law should be completed in the direction of assessing the impact and then regulating the scope and subjects of regulation, making the Law truly meet the requirements of the new period.

Citing data from the Government's Report on Acceptance and Explanation, the National Assembly Chairman said that implementing the tuition exemption policy for children of teachers and lecturers requires about 9,200 billion VND/year.

"Where does this source come from, where does it come from so that we can allocate annual spending? You must evaluate more carefully to ensure feasibility and fairness in relation to other priority subjects," the National Assembly Chairman noted.

Draft Law on Digital Technology Industry clearly states principles for AI management and development

Also on October 8, the National Assembly Standing Committee gave its first comments on the draft Law on Digital Technology Industry.

Presenting the Government's proposal, Minister of Information and Communications Nguyen Manh Hung said that the purpose of promulgating the law is to develop the digital technology industry into an economic sector that contributes greatly to the country's economy and create the most favorable environment to nurture and develop digital technology businesses.

According to Mr. Hung, this law also aims to affirm the legal value of the digital technology industry; form regulations and policies to promote the development of the digital technology industry.

The draft law clearly shows the necessary contents to develop the digital technology industry, outlines the principles of management and development of AI (artificial intelligence), and proposes preferential policies for the digital technology industry.

Accordingly, incentives for the digital technology industry are based on the principle of referring to current incentive regulations in the laws on investment, tax, credit, high technology, etc.

In addition, the bill stipulates a number of key incentives for a number of special and specific projects in the digital technology industry, focusing on key products, software, semiconductors, artificial intelligence, artificial intelligence data processing and storage centers, digital technology research and development centers, research investment and support for digital technology transfer.

Examining the draft law, Chairman of the Committee for Science, Technology and Environment Le Quang Huy assessed that the draft law has basically institutionalized and is consistent with the Party's guidelines and policies and the State's policies; ensuring constitutionality and legality in the legal system, and compatibility with relevant international treaties.

In order for the draft law to be highly feasible and ensure compatibility with the current legal system, the Committee on Science, Technology and Environment recommends that the relationship between this draft law and the current Law on Information Technology (IT) should be clearly defined.

At the same time, research and revise in the direction of replacing the entire Law on Information Technology by expanding the scope of regulation of this draft law and continuing to add effective provisions of the Law on Information Technology to this draft.
