Proposal to arrange official house and car for leading scientists

The Law on Science, Technology and Innovation proposes to arrange official housing and means of transport for leading scientists and chief engineers during the performance of their duties.

On the morning of April 15, the National Assembly Standing Committee gave opinions on the draft Law on Science, Technology and Innovation.

Scientists and engineers responsible for research on defense and security are interested

Minister of Science and Technology Nguyen Manh Hung said the bill aims to promote autonomy and self-responsibility of research facilities.

According to the proposal, research facilities are autonomous and responsible for implementing research activities, building apparatus, and spending according to the spending contract mechanism.

The state manages the goals, manages the outputs, manages the results and effectiveness of research, not the methods. This openness will speed up the research process.

In addition, if a research project fails to achieve the expected results, the research organization will not be liable for compensation as before and will be exempted from civil liability for damages incurred by the state during the research process.

Although risks are accepted for each specific task and project, performance is still evaluated on the overall basis of the organization and the research program.

Effective organizations will be given priority for additional funding to continue to develop. Conversely, ineffective organizations will have their resources cut.

The report clearly states that giving autonomy to research organizations and accepting risks in research does not mean loosening responsibility, but rather creating a more flexible mechanism to encourage innovation.

Risk-taking motivates scientists to pursue challenging problems, push science further, and make important breakthroughs.

Studies that fail to meet their initial goals provide valuable lessons that can help avoid future mistakes or open up potential new directions.

In addition, the performance evaluation mechanism associated with funding allocation ensures that research finances are allocated appropriately and creates motivation to improve the quality of science and technology.

Examining the bill, Chairman of the Committee for Science, Technology and Environment Le Quang Huy proposed to agree with the above policy but hoped that the drafting agency would more fully institutionalize preferential policies and excel in accepting delays in scientific research and technology development.

At the same time, it is believed that the bill needs to specify policies affirming the role of enterprises and the private economic sector, creating an open and favorable space for individuals, organizations and enterprises to exercise the right to freedom of scientific research and development.

Regarding policy towards scientists, Mr. Huy proposed that they should not be held civilly, administratively, or criminally liable if they fully comply with the procedures related to the controlled testing mechanism.

At the same time, the title of academician of the academy is awarded to foreign individuals who are outstanding scientists, contributing to the task of international cooperation in the field of science.

Chairman of the National Defense, Security and Foreign Affairs Committee Le Tan Toi said the bill has added many policies for scientists, but he still suggested that scientists and engineers responsible for research on defense and security need to have a superior mechanism.

Because this is a group of scientists assigned heavy responsibilities and important roles.

At the same time, through consulting international defense industry policies, Mr. Toi also proposed that the bill supplement a policy of prioritizing the application of the country's most advanced technologies in the fields of military science and security.

"New policies on science and technology applied to the military need to be prioritized, especially in the context of wars that use modern technology," Mr. Toi suggested.

Vice Chairwoman of the National Assembly Nguyen Thi Thanh proposed that the bill should clarify the policy of attracting overseas intellectuals to work, live stably and stay in Vietnam.

This will help build a network of Vietnamese intellectuals abroad as well as foreigners in Vietnam.

"Overseas Vietnamese are a very special group. Without a very clear statement about the naturalization mechanism, home ownership, income and working environment, it will be very difficult for the government to attract them back to the country," Ms. Thanh said.

Propose many incentives to leading scientists and chief engineers

The bill also proposes that leading scientists, chief engineers, scientists and engineers in charge of especially important tasks will enjoy additional incentives.

Specifically, including receiving salary and special preferential allowances according to the agreement; being arranged official housing and official transportation during the performance of duties. Mobilizing human resources, funds, and resources to ensure the performance of duties.

Hire domestic and foreign experts; decide on the purchase of patents, designs, technical documents, and technological know-how within the allocated budget.

Talented young scientists and engineers are given priority to support them in improving their qualifications abroad, presiding over scientific, technological and innovative tasks, and establishing strong research teams in their specialized fields.

The bill proposes that the Government specify this content in detail.
