In his opening speech, Long An Provincial Party Secretary Nguyen Van Quyet said that over the past time, the entire political system has always paid attention to leading and directing the promotion of science, technology, innovation and digital transformation, which has brought the innovation index (PII) to the top of the Mekong Delta region; some component indexes such as the number of intellectual property protections, the number of enterprises with international quality management system certificates, attracting foreign direct investment, and the dynamism of local governments to the top of the whole country.

The above achievements and results have positively contributed to the local socio-economic development, creating a solid foundation for the successful implementation of Resolution 57-NQ/TW on breakthroughs in science and technology development, innovation and digital transformation to soon bring Long An to rapid and sustainable development.

Delegates from Ho Chi Minh City National University attended the conference.

Long An's goal by 2030 is to strive to put the province into the top 10 localities in terms of innovation and digital transformation index.

The method is to use the total factor productivity (TFP) index as the basis for assessment; increase the contribution of science, technology and innovation to at least 55%; allocate 2-3% of the total annual budget expenditure for science, technology, innovation and digital transformation development and gradually increase according to development requirements.

Besides the achievements and results, the province's science, technology, innovation and digital transformation development activities in recent times have been slow in speed and have not made a breakthrough in science, technology, innovation and digital transformation development.

Although there has been investment in the scale, potential, and level of science, technology, and innovation, there are still limitations; public-private resources have not been effectively connected for the development of science, technology, innovation, and digital transformation; science and technology policies and mechanisms have not provided much support to organizations and businesses; policies to attract and reward experts and scientists to work in localities have not been effective; digital technology infrastructure has not been fully and synchronously invested.
