This morning (October 24), continuing the 8th session of the 15th National Assembly, Minister of Health Dao Hong Lan, authorized by the Prime Minister, presented a report on the draft Law amending and supplementing a number of articles of the Law on Health Insurance.

According to Minister Dao Hong Lan, the draft Law clearly demonstrates the spirit of administrative reform, medical examination and treatment procedures, reducing paperwork, enhancing the application of information technology, decentralization and maximum delegation of power, creating convenience for people, agencies and organizations.
Regarding the content of the draft Law, amend and supplement the subjects participating and the responsibility for paying health insurance to overcome shortcomings and synchronize with the Law on Social Insurance; update the subjects that have been stably implemented in laws and decrees.
Add a number of subjects that need State support to increase universal health insurance coverage; amend responsibilities, methods, payment deadlines, responsibilities for making health insurance payment lists, card validity period; add acts of late payment and evasion of health insurance payment.
Amendments to regulations on medical examination and treatment at the right and wrong medical facilities (inter-hospital) are updated according to the technical expertise level of the 2023 Law on Medical Examination and Treatment.
Eliminate referral procedures for some rare and serious diseases... to be transferred directly to higher levels of expertise to reduce procedures, create convenience, reduce out-of-pocket expenses for people, and save costs for the fund.

Increase direct spending on medical examination and treatment
The Draft Law also updates the provisions on promulgating principles and criteria for developing a list of drugs within the scope of benefits for health insurance participants currently regulated by administrative documents to ensure standards, transparency, publicity, and timely updates.
Supplementing a payment mechanism for drug transfer in cases where drugs have been purchased according to the most convenient regulations of the new Bidding Law but there is still a shortage of drugs to overcome the shortage of drugs and ensure the rights of health insurance participants, not allowing patients to buy by themselves and have their rights guaranteed.
Updating the payment mechanism for paraclinical service costs transferred to other qualified facilities is currently regulated in the Government's decree.
Supplementing a form of payment for special medical examination and treatment costs for armed forces and people in border areas, particularly disadvantaged communes, and islands.
Adjust the health insurance fund management cost ratio by 1% from 5% to 4% to increase direct spending on medical examination and treatment from 90% to 91% from the beginning of the year, saving procedures, time for allocating and adjusting funds.
